Book An Institutional Analysis of Ontario s Endangered Species Act

Download or read book An Institutional Analysis of Ontario s Endangered Species Act written by Nafisa Sarwath and published by . This book was released on 2016 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: In a rapidly changing environment, management of natural resources is essential. Currently the world is undergoing a rapid loss of biodiversity through extinctions caused by human activities. Despite the alarming rate of species endangerment and subsequent loss, efforts to reduce species loss have been met with a number of complications. It is evident that any effective environmental management policy for biodiversity is more likely than not to encroach on private, public and commercial interests. This study investigates implementation successes and challenges specifically of Ontario's Endangered Species Act (OESA) within the larger context of Southern Ontario's land use planning policies (i.e., Greenbelt Act, Oak Ridges Moraine Plan, Niagara Escarpment Plan) and the Biodiversity Strategy. The study explores the roles and capacity of the government and non-government institutions involved in implementing the legislation and identifies gaps through expert interviews. While it was found that together such initiatives have succeeded in raising the public profile of endangered species, difficulty in proper implementation remains. Generally, this arises from a lack of coordination between and within the responsible authorities, lack of meaningful engagement with stakeholders and insufficient institutional capacity. Incongruousness in the process and substance among the mentioned biodiversity conservation and land use planning measures leads to use of regulations without the desired result. Finally, a critique I offered on the single-species approach to conservation taken in the legislation and suggest an alternative approach that is transparent, adaptively managed, and engages stakeholders is suggested.

Book The Ontario Endangered Species Act

Download or read book The Ontario Endangered Species Act written by Al Mussell and published by . This book was released on 2010 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007, the Province of Ontario passed a new Endangered Species Act (ESA). Following a year-long review process with stakeholders, the Ontario government, led by the Ministry of Natural Resources (MNR) developed this legislation, which identifies Ontario as the North American leader in species-at-risk protection and recovery, and claims to be the first to combine science-based listing of species at risk with mandatory habitat protection and mandatory recovery planning. This is consistent with an election campaign promise made by the Ontario Liberal party. Regulations guiding the implementation of the new legislation have been approved, along with an expansion in the number of species to be covered, changed roles for affected landowners/land users, and changed impacts on both protected species at risk habitat and on affected landowners in Ontario. The legislation is now being implemented and enforced. The purpose of this paper is to describe the provisions of the Ontario ESA, provide an economic analysis of these provisions, and make recommendations for improvements.

Book Science and the Endangered Species Act

Download or read book Science and the Endangered Species Act written by National Research Council and published by . This book was released on 1995-10 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Endangered Species Act (ESA) is a far-reaching law that has sparked intense controversies over the use of public lands, the rights of property owners, and economic versus environmental benefits. In this volume a distinguished committee focuses on the science underlying the ESA and offers recommendations for making the act more effective. The committee provides an overview of what scientists know about extinction--and what this understanding means to implementation of the ESA. Habitat--its destruction, conservation, and fundamental importance to the ESA--is explored in detail. The book analyzes Concepts of species--how the term "species" arose and how it has been interpreted for purposes of the ESA. Conflicts between species when individual species are identified for protection, including several case studies. Assessment of extinction risk and decisions under the ESA--how these decisions can be made more effectively. The book concludes with a look beyond the Endangered Species Act and suggests additional means of biological conservation and ways to reduce conflicts. It will be useful to policymakers, regulators, scientists, natural-resource managers, industry and environmental organizations, and those interested in biological conservation.
