Yet the institutions of Europe and the 'Eurocrats' who work in them have constantly attracted negative publicity, culminating in the mass resignation of the European Commissioners in March 1999. In this revealing study, Cris Shore scrutinises the process of European integration using the techniques of anthropology, and drawing on thought from across the social sciences. Using the findings of numerous interviews with EU employees, he reveals that there is not just a subculture of corruption within the institutions of Europe, but that their problems are largely a result of the way the EU itself is constituted and run. He argues that European integration has largely failed in bringing about anything but an ever-closer integration of the technical, political and financial elites of Europe - at the expense of its ordinary citizens. This critical anthropology of European integration is essential reading for anyone with an interest in the culture and politics of the EU.

But though journalists and scholars have focused much attention on the economic aspects of Europe 1992, the program's impact on the governance of the EC has been largely ignored—even though the creation of a single market is intimately linked to changes in governance. With each member state having a very different institutional structure, the variation within the EC is far greater than that found in federations such as the United States. Though this variety adds to the complexity of consensus building among the members, it allows effective representation of diverse national interests and needs, thus making the EC a very strong, competitive force. To negotiate effectively with this "new" Community, international policymakers will need a greater understanding of how the EC will operate in the wake of the Maastricht Summit. Euro-Politics examines various aspects of the institutional dynamics of the EC and offers important insight into policy making within the Community. David Cameron discusses the origin of the 1992 program and examines the role of the nation-state in the Community. Something has led Europeans—and only Europeans—beyond the nation-state to a fundamentally new political architecture. Craig Parsons argues in A Certain Idea of Europe that this "something" was a particular set of ideas generated in Western Europe after the Second World War. In Parsons's view, today's European Union reflects the ideological (and perhaps visionary) project of an elite minority. His book traces the progressive victory of this project in France, where the battle over European institutions erupted most divisively. Drawing on archival research and extensive interviews with French policymakers, the author carefully traces a fifty-year conflict between radically different European plans. Only through aggressive leadership did the advocates of a supranational "community" Europe succeed at building the EU and binding their opponents within it. Parsons puts the causal impact of ideas, and their binding effects through institutions, at the center of his book. In so doing he presents a strong logic of "social construction"—a sharp departure from other accounts of EU history that downplay the role of ideas and ideology.
