Book excerpt: Excerpt from An Inquiry Into the Nature and Causes of the Wealth of Nations: With a Life of the Author, an Introductory Discourse, Notes, and Supplemental Dissertations The doctrines and conclusions embodied in the Wealth of Nations are all, or mostly all, deduced from the teaching of experience. To an extensive and careful survey of history, the author added an attentive Observation of what was going on around him. He did not satisfy himself with merely laying it down that individuals and nations are always actuated by a desire to advance what they believe to be their own interest or aggrandisement; but he further showed how the working of this leading principle is affected, or modified, by the varying circumstances that in uence society. And there is no doubt that this combination of theory and practice, of general principles intermingled with, and corrected by observations, has given to his work a value and a popularity that it would not otherwise have possessed. But a book of this sort, however admirable, is apt, in no very lengthened period, to acquire an antiquated appearance. A more scientific treatise, like that of Ricardo, is in great measure inde pendent of the changes that occur in the progress of society. But this is not the case with the work of Adam Smith. It is constructed upon inferences drawn from what has been the conduct of nations under certain conditions and at certain periods and when these change, and a new order Of things has been established for a lengthened series of years, some of the references in the work will most likely become inapplicable, and it may, perhaps, be supposed that its authority is therefore shaken. And in some respects this may be the case. It is no doubt true that mankind are in general governed or actuated by the same principles and propensities so that their manifestations at one time, if they be carefully observed, furnish a strong presumption of what they may be expected to be again under the like circumstances. Inasmuch, however, as there is something peculiar to almost every case, which it is often very difficult to discover, and, when discovered, changed the internal organization, and materially modified the policy and boundaries of many powerful states. The fetters by which industry was shackled, and the partial and oppressive imposts by which it was bur dened, in France, Germany, Italy, and Spain the feudal privileges of the nobility; and the immunities enjoyed by the clergy of these countries in the days of Smith, have been mostly swept away. Representative governments have been established in France, Holland, Belgium, and some other continental states; and the downfall of the Old colonial system, and the emancipation of the United States have enabled them to avail themselves of all the advantages of their situation, and to enter, with the Spirit and energy inspired by freedom, on the career of improvement.
