Book excerpt: COVID-19 has brought to the fore the need to address the problem of financing for development in middle-income countries, which has been characterized by the increasing decoupling of per capita income and the ability to mobilize domestic and external resources, and the disconnect between economic and social needs and the response of multilateral cooperation. This must be urgently addressed, as Latin American and Caribbean countries must recover from the effects of the pandemic and avoid another lost decade. Middle-income countries, such as those in Latin America and the Caribbean, require multilateral cooperation through the expansion and redistribution of liquidity and debt reduction to enhance their policy space to foster a sustainable recovery and advance their economic and social development. To address these challenges, the Economic Commission for Latin America and the Caribbean (ECLAC) proposes an innovative financing for development agenda for the recovery in the region based on five policy actions: (i) expand and redistribute liquidity from developed to developing countries; (ii) strengthen regional cooperation by enhancing the lending and response capacity of regional, subregional and national financial institutions, and strengthening linkages between them; (iii) carry out institutional reform of the multilateral debt architecture; (iv) expand the set of innovative instruments aimed at increasing debt repayment capacity and avoiding excessive indebtedness and (v) integrate liquidity and debt reduction measures into a development financing strategy aimed at building forward better (Caribbean Resilience Fund).

Book excerpt: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

The region is now the most indebted in the developing world, with a debt profile that makes it highly vulnerable to changes in international lending conditions and to perceptions of risk. This has placed a major constraint on government responses to the COVID-19 emergency and undermines their capacity to build forward better. This document considers two proposals to address these challenges: (i) expand and redistribute liquidity from developed to developing countries through innovative uses of SDRs; and (ii) expand the set of innovative instruments to increase debt repayment capacity and avoid over-indebtedness.

Book excerpt: The maximizing finance for development (MFD) approach can be implemented to close the financing gap in the water and sanitation sector in Latin America and the Caribbean, helping the region in getting closer to achieving sustainable development goal (SDG 6), particularly if emphasis is put on innovative financing, and linking SDG financing principles. In this overall context, impact bonds are some of the latest tools made available in the results-based financing (RBF) area. On the supply side, impact bonds can inject a more entrepreneurial approach into public service provision. By focusing on outcomes rather than activities, service providers are offered more latitude in the way they deliver services. Through a review of the most recent studies and research on the matter, this document explores the challenges faced by Latin America and the Caribbean in financing the development of its water and sanitation sector and its need for new instruments. It provides insights on impact bonds as one of the latest innovations in the field of RBF. Limitations of the evaluation include the fact that the instrument is rather young. Chapter one looks at the challenges faced by Latin America and the Caribbean in achieving SDG 6. Chapter two examines the financing gap and how new instruments, and innovative thinking can help tackle it. Chapter three explores a new paradigm, the emergence of impact bonds. Chapter four closes the loop by looking at how impact bonds can be a useful complement to closing the financing gap. The final chapter offers recommendations for the development of this relatively new instrument.
