Book excerpt: High spatial resolution remote sensing is an area of considerable current interest and builds on developments in object-based image analysis, commercial high-resolution satellite sensors, and UAVs. It captures more details through high and very high resolution images (10 to 100 cm/pixel). This unprecedented level of detail offers the potential extraction of a range of multi-resource management information, such as precision farming, invasive and endangered vegetative species delineation, forest gap sizes and distribution, locations of highly valued habitats, or sub-canopy topographic information. Information extracted in high spatial remote sensing data right after a devastating earthquake can help assess the damage to roads and buildings and aid in emergency planning for contact and evacuation. To effectively utilize information contained in high spatial resolution imagery, High Spatial Resolution Remote Sensing: Data, Analysis, and Applications addresses some key questions: What are the challenges of using new sensors and new platforms? What are the cutting-edge methods for fine-level information extraction from high spatial resolution images? How can high spatial resolution data improve the quantification and characterization of physical-environmental or human patterns and processes? The answers are built in three separate parts: (1) data acquisition and preprocessing, (2) algorithms and techniques, and (3) case studies and applications. They discuss the opportunities and challenges of using new sensors and platforms and high spatial resolution remote sensing data and recent developments with a focus on UAVs. This work addresses the issues related to high spatial image processing and introduces cutting-edge methods, summarizes state-of-the-art high spatial resolution applications, and demonstrates how high spatial resolution remote sensing can support the extraction of detailed information needed in different systems. Using various high spatial resolution data, the third part of this book covers a range of unique applications, from grasslands to wetlands, karst areas, and cherry orchard trees.

Changes in the technical environment are due both to the advent of new types and sources of remote sensing data, which have higher spatial and spectral resolution, and to the development of vastly expanded capabilities in data access, visualization, spatial data integration, and data management. The scientific environment is changing because of the strong emphasis on global change research, both nationally and internationally, and the evolving data requirements for that research. And the policy and institutional environment for the production of Earth observation data is changing with the diversification of both remote sensing data and the institutions that produce the data. In this report, the Space Studies Board's Steering Committee on Space Applications and Commercialization explores the implications of this changing environment, examining the opportunities and challenges it presents.

Book excerpt: American firms have begun to operate their own imaging satellite systems, aiming to become an important part of the U.S. commercial remote sensing industry. To succeed over the long run, these new U.S. commercial remote sensing satellite firms need a combination of reliable technologies, government policies that encourage U.S. industry competitiveness, a strong international presence, and sound business plans to ensure their competitiveness in both the domestic and international marketplaces. The greatest risks for the these firms come from the challenge of transforming themselves from imagery data providers to strong competitors as information age companies; the need to master the technical risks of building and operating sophisticated imaging satellite systems; and the requirement to operate effectively in a complex international business environment. In addition, the government_s policymaking process has yet to achieve the degree of predictability, timeliness, and transparency that the firms need if they are expected to operate effectively in a highly competitive and rapidly changing global marketplace. The authors conclude with six recommendations that the U.S. Department of Commerce should adopt to best fulfill its responsibilities for promoting the U.S. commercial remote sensing industry and for encouraging the competitiveness of new private imaging satellite firms.

Book excerpt: Over the past decade renewed interest in practical applications of Earth observations from space has coincided with and been fueled by significant improvements in the availability of remote sensing data and in their spectral and spatial resolution. In addition, advances in complementary spatial data technologies such as geographic information systems and the Global Positioning System have permitted more varied uses of the data. During the same period, the institutions that produce remote sensing data have also become more diversified. In the United States, satellite remote sensing was until recently dominated largely by federal agencies and their private sector contractors. However, private firms are increasingly playing a more prominent role, even a leadership role, in providing satellite remote sensing data, through either public-private partnerships or the establishment of commercial entities that serve both government and private sector Earth observation needs. In addition, a large number of private sector value-adding firms have been established to work with end users of the data. These changes, some technological, some institutional, and some financial, have implications for new and continuing uses of remote sensing data. To gather data for exploring the importance of these changes and their significance for a variety of issues related to the use of remote sensing data, the Space Studies Board initiated a series of three workshops. The first, "Moving Remote Sensing from Research to Applications: Case Studies of the Knowledge Transfer Process," was held in May 2000. This report draws on data and information obtained in the workshop planning meeting with agency sponsors, information presented by workshop speakers and in splinter group discussions, and the expertise and viewpoints of the authoring Steering Committee on Space Applications and Commercialization. The recommendations are the consensus of the steering committee and not necessarily of the workshop participants.

However, this has recently changed as several U.S. and foreign companies have begun to acquire and launch their own imaging satellite systems. Some American firms are already operating their own imaging satellite systems (e.g., Orbimage's Orbview-2 and Space Imaging's IKONOS). These companies aim to become an important part of the U.S. commercial remote sensing industry, which today largely consists of aerial data providers and the value-added firms that play an important role in converting raw imagery data into the products desired by customers. Success for these new U.S. commercial remote sensing satellite firms heavily depends on both understanding and overcoming various risks (e.g., technical, market, policy and regulatory) that could diminish their prospects in the highly competitive global marketplace for geospatial information products and services. Within this context, U.S. government policies and regulations exert a major influence on the ability of U.S. remote sensing satellite firms to realize their competitive potential in both the domestic and international marketplaces.

Book excerpt: Recently, growing interest in the use of remote sensing imagery has appeared to provide synoptic maps of water quality parameters in coastal and inner water ecosystems;, monitoring of complex land ecosystems for biodiversity conservation; precision agriculture for the management of soils, crops, and pests; urban planning; disaster monitoring, etc. However, for these maps to achieve their full potential, it is important to engage in periodic monitoring and analysis of multi-temporal changes. In this context, very high resolution (VHR) satellite-based optical, infrared, and radar imaging instruments provide reliable information to implement spatially-based conservation actions. Moreover, they enable observations of parameters of our environment at greater broader spatial and finer temporal scales than those allowed through field observation alone. In this sense, recent very high resolution satellite technologies and image processing algorithms present the opportunity to develop quantitative techniques that have the potential to improve upon traditional techniques in terms of cost, mapping fidelity, and objectivity. Typical applications include multi-temporal classification, recognition and tracking of specific patterns, multisensor data fusion, analysis of land/marine ecosystem processes and environment monitoring, etc. This book aims to collect new developments, methodologies, and applications of very high resolution satellite data for remote sensing. The works selected provide to the research community the most recent advances on all aspects of VHR satellite remote sensing.
