Book excerpt: India espoused an outward orientation in July 1991 and instigated a gradual process of liberalization both in domestic sector as well as in foreign trade sector. During the two decades of reforms regime the role of foreign trade grown in India and remarkable changes came in its trade scenario. A noteworthy change during the post reforms regime is that India penetrates in global markets more rapidly for services trade than for goods trade. Considering this, on the eve of completion of second decade of reform, this study attempts to understand the dynamics and structure of India's commercial service exports in order to trace the impact of trade policy reforms on their composition. This study is exploratory in nature and utilizes secondary sources of data to draw out the inferences. After a detailed exploration of data the study finds out steep rise in the share of commercial service exports in total trade of India and a structural shift in its structure during the post reforms regime. The study advocates more entry level and domestic level reforms along with diversification in commercial service exports to gain further momentum and supports trade openness to gain competitive advantage for commercial service trade in the global market.

On the basis of abundant qualitative and quantitative data, it strongly repudiates the case of the critics, and demonstrates that India has been a significant beneficiary of the globalization process. Instead of economic stagnation, India has seen acceleration in its average annual rate of economic growth. Instead of deindustrialization, there has been substantial industrial growth and, indeed, acceleration in the industrial growth rate.Instead of denationalization, business in India is now more competitive and is venturingforth into the global market; increased imports and the entry of foreign multinationalshave not swamped it; essentially, India is master of its own destiny. Instead of economicdestabilization, there has been since the paradigm shift in economic policy in 1991 a marked absence of economic crisis in India. And, instead of impoverishment, India hasseen a long and unprecedented period of welfare enhancement since it began its reintegration into the world economy in 1975; there has been a secular decline in povertysince then, while inequality has not increased much. The policy conclusion that flows from this experience is that India ought to be, in general, more open to globalization in the interest of sustaining the acceleration in economic growth and enhancing the welfare of its people. Book excerpt: South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality. Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates—using a new methodology—the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period. Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages—mainly for better-off groups, like more educated workers, males, and more-experienced workers—although less-skilled workers would see the largest reduction in informality. How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills).
