Assessing Professional Development School (PDS) partnerships in teacher education presents a challenge for researchers because of the uniqueness of each program and the lack of a universal definition, outlining a single prototype. PDS partnerships have become a model for school reform by underlining the need for collaboration between K-12 schools and universities. The desired outcome is education reform that occurs simultaneously between K-12 schools and at the university level. Although participants involved in PDS partnerships tend to attest to their value, connections between PDS activities and their impact on teaching have been hard to document. Using a mixed methods research design, this study examined the impact of the partnership of the University of Alabama and the Tuscaloosa City and County School Systems and then compared those findings to other PDS programs.

Book excerpt: This "basic" qualitative study (Merriam, 2009) was designed to examine the ways school policy and leadership in the context of an intermediary partnership at one urban high school facilitated the creation of adult-student collaborations. Building on a growing literature on student "voice" in school reform, the study explored how, if at all, these collaborations reshaped instruction; what effects these collaborations had on teacher and student behavior and outlooks; and whether these changes were enduring. Data for this two-year investigation of a "critical case" consisted of document collection, observations of collaborative practices, and semi-structured one-on-one and group interviews with 12 students and 14 adults. Data was coded for reoccurring themes, and analysis focused on teacher and student descriptions of changes in perceptions or behavior based on collaborative activities. The findings suggest the university-school partnership aided in building capacity for adult-student collaborations and that the collaborations had some influence on adult and student outlooks, behaviors, and classroom practice. The model of intermediary organizational partnership and adult-student collaboration at this school contributes new insights into the types of school leadership and professional learning structures that are beneficial for designing organizational routines where adults and students work collaboratively and continuously for instructional improvement.

Book excerpt: In the drive to achieve universal primary education as one of the Millennium Development Goals, there is an increasing recognition of the urgency of focusing on teacher education to both meet the demand for more than one million qualified teachers required to achieve this goal within sub-Saharan Africa, as well as to combat the sometimes poor quality educational experience reported in the school. Currently, approximately only one third of teachers are qualified to teach. This dearth in qualified teachers also means that secondary and tertiary education need to be improved upon to provide an educated cohort of graduates. This in turn will ensure that the quality of teacher trained and retained within the profession is of a sufficiently high standard to ensure sustainable progress. This volume focuses on the various aspects of teacher education which need to be addressed in order for the wider Millennium Goals to be achieved, but more importantly, so that each African child living within sub-Saharan Africa will have the right to a quality education: ensuring they too experience their right and entitlement as children to reach their full potential - often taken for granted in Western countries – giving African children the necessary tools to build a better future for themselves. Of particular interest to the education researcher and policy maker, this volume’s contributors look at the various issues and challenges around the teacher profession, particularly in relation to resources and practices within sub-Saharan Africa. Book excerpt: The purpose of this qualitative case study was to analyze collaborations involving three teams of educators participating in a school-university partnership, the "My Place, Your Place, Our Place: Integrating Education for the Neighborhood and the World" project. The three groups of educators included the Tennessee team (a school-university partnership), the Bulgaria team (a school-university partnership), and the setting created by the combination of both (a cross-cultural integration). The conceptual framework for this research was based upon Sarason's (1972) work, The Creation of Settings and the Future Societies. Due to the intercultural nature of this project, Hofstede and Hofstede's (2005) five dimensions of national culture were used to understand the challenges to collaboration within the combined team. This qualitative case study focused on two research questions. First, what were the challenges in creating collaborations within the three teams of educators involved in the "My Place, Your Place, Our Place (MYO Place)" project? Second, what were the similarities and differences in challenges across these three teams? Data sources included interviews with nine participants from the Bulgaria team and nine from the Tennessee team, a variety of project documents, and field notes. The qualitative software program, Ethnograph Version 5.0, was used to analyze data using the constant comparative method. The principal investigator served as a participant observer. The challenges to collaboration within and across the three settings of the MYO Place project were consistent with Sarason's (1972) theory, but differences in findings across the three teams were greater than similarities as a result of national cultural distinctions between Bulgaria and the United States. When comparing the Bulgaria and Tennessee teams, the similarities in challenges included the reality of professional role differences, lack of time, the reluctance to establish norms to deal with inevitable conflict, and the lack of resources. In terms of differences, the unique struggles experience by the Tennessee team included a lack of consensus on values and goals, deficiencies in conceptual understanding, and the challenge of achieving shared leadership and ownership. For the Bulgaria team, their distinctive challenges to collaboration included dependence on their partner, meeting the expectations of a foreign partner, and the language barrier. The challenges to collaboration for the combined team were time, distance, language, and primarily the differences in culture. The most significant findings of this research were the challenges to collaboration created by the cultural differences. This study concludes with recommendations for further research and implications for educators engaged in creating collaborative partnerships. This research supports prior knowledge of the difficulty of creating collaboration within new settings and the multiplied complexity when partnerships involve different national cultures.
