Book Excise Taxation and the Origins of Public Debt

Download or read book Excise Taxation and the Origins of Public Debt written by D'Maris Coffman and published by Springer. This book was released on 2013-10-29 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a wholesale reinterpretation of both the introduction of excise taxation in Great Britain in the 1640s and the genesis of the Financial Revolution of the 1690s. By analysing hitherto unpublished manuscript and print sources, D'Maris Coffman resolves divergent accounts of these constitutionally problematic but fiscally significant new taxes. Parliament's success at imposing on a deeply divided kingdom an extra-legal species of indirect taxation, which hitherto had been a constitutional anathema and a political impossibility, remains one of the most striking features of the period. A fresh reading of William Petty's Treatise on Taxes illustrates the development of an indigenous discourse in defence of the tax state. By highlighting the importance of fiscal innovation during the Civil Wars and Interregnum for the development of the fiscal state in Britain, this study challenges 'stylised facts' about the economic significance of 1688/89. The final chapter delivers new insight into why the eighteenth-century British public accepted both unprecedented levels of government borrowing and one of the heaviest tax burdens in Western Europe. Coffman reveals how a 'new financial history,' rooted in closely contextualised studies, can contribute to current debates about sustainable levels of taxation and to fundamental questions of economic theory.

Book Darwin Among The Machines

Download or read book Darwin Among The Machines written by George B. Dyson and published by . This book was released on 2012-09-04 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: As timely now as it was when it was first published in 1997, Darwin Among the Machines tells the story of humankind’s long journey into the digital age. Historian of technology George Dyson traces the course of the information revolution, illuminating the lives and work of visionaries—from Thomas Hobbes to John von Neumann—who foresaw the development of artificial intelligence, artificial life, and artificial mind. Weaving a convincing, occasionally frightening narrative of the evolution of the global network, Dyson explores the limits of Darwinian evolution to suggest what lies ahead. Computer programs and worldwide networks are combining to produce an evolutionary theater in which the distinctions between nature and technology are increasingly obscured, he argues. We are living in the midst of an experiment—one that echoes the prehistory of human intelligence and the origins of life. Now in a new paperback edition, this classic work on the emergence of collective mechanical intelligence will resonate for generations to come.

Download or read book Freedom Bound written by Christopher Tomlins and published by Cambridge University Press. This book was released on 2010-08-31 with total page 641 pages. Available in PDF, EPUB and Kindle. Book excerpt: Freedom Bound is about the origins of modern America - a history of colonizing, work and civic identity from the beginnings of English presence on the mainland until the Civil War. It is a history of migrants and migrations, of colonizers and colonized, of households and servitude and slavery, and of the freedom all craved and some found. Above all it is a history of the law that framed the entire process. Freedom Bound tells how colonies were planted in occupied territories, how they were populated with migrants - free and unfree - to do the work of colonizing and how the newcomers secured possession. It tells of the new civic lives that seemed possible in new commonwealths and of the constraints that kept many from enjoying them. It follows the story long past the end of the eighteenth century until the American Civil War, when - just for a moment - it seemed that freedom might finally be unbound.
