Book excerpt: Systematically examining the empirical relationship between multiple U.S. Air Force systems' expenditures, flying hours, and fleet sizes, this research suggests a more sophisticated way to think about Air Force costs than is currently used. The report discusses prior research on cost-per-flying-hour calculations--i.e., the practice of multiplying projected flying hours by a cost-per-hour factor in certain segments of the budgetary process. This report looks across Air Force mission designs (systems) and estimates general, historical relationships between expenditure levels and flying hours. A fixed-plus-variable cost structure is estimated with expenditures neither increasing nor decreasing in proportion to flying hours. The author concludes with the policy implications of his findings, noting that current Air Force budgeting approaches likely overestimate funding needs when flying hours are increasing and underestimate needs when flying hours are decreasing.

Book excerpt: This research examines the relationship between operating and support (O & S) costs and usage of Air Force aircraft to improve resource allocation. Currently the Air Force uses an average cost metric to forecast costs related to flying hours. Problems arise with the accuracy of the cost per flying hour (CPFH) factors when the relationship between cost and usage is either nonlinear or includes nontrivial fixed costs. Superficially, it may seem reasonable that if the Air Force flies an aircraft twice as many hours, O & S costs should double. However, empirical evidence shows that the doubling of flying hours actually increases non-fuel operating and support costs by less than that amount. This finding is consistent with nontrivial fixed costs, challenging the validity of the current proportional budgeting metric. Another aspect to forecasting Air Force budgets is whether O & S costs vary with flying hours or with the number of aircraft. The Air Force currently groups O & S budget components into three cost categories: variable with flying hours, variable with the number of aircraft, and fixed costs. The authors find that the high correlation between flying hours and the number of aircraft prevents one variable from outperforming the other in predictive models. Fuel cost is the only category with clear statistical evidence to support the use of flying hours over aircraft inventory in predictive models. The Air Force can improve its allocation of O & S resources by altering the current proportional CPFH metrics to better accommodate fixed costs. When the authors apply the findings of this research to budget projections, they see substantial differences to forecasts created with the status quo metrics. This is an important difference for Air Force budget planning, particularly during the transition periods that precede and follow major contingency operations.

Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: Budget estimating relationships (BERs) for flying depot-level reparables (DLRs) explain the direct effect of specified variables on obligated funds associated with spare parts that directly support the U.S. Air Force (USAF) Flying Hour Program. In FY02, net sales of DLRs to Air Force commands hit historic highs. To provide the Air Force Cost Analysis Improvement Group with a tool to better understand the commands-- budgetary submissions, we develop several explanatory BERs to understand why flying DLRs are at their particular levels. Using longitudinal regression statistical methods, we explain the historical net sales of flying DLRs using estimating models that relate net sales to the contemporaneous values of aircraft characteristics, operational tempo, and time-related variables. This is but one part of a larger project to develop better estimating methods for use by the acquisition community and to examine the impact of Air Force and DoD policies on weapon system costs. The findings will also be of interest to those in the national security community who are involved in analyzing alternative military postures, and to members of the aircraft industry's analytical community.

Book excerpt: To understand the availability of data to identify operating and support (O & S) costs, this Note develops aggregative cost estimating relationships to explain O & S costs. A database called VAMOSC is used in conjunction with other information on aircraft characteristics to relate O & S costs per aircraft to flying hours per aircraft, flyaway cost, number of aircraft, and design age. At the total O & S cost level, flyaway cost is an acceptable proxy for aircraft type and the mission design series year of initial operational capability. These cost estimating relationships give impressive explanatory results; whether they have equal predictive power remains to be seen. They may be helpful for assessing Air Force trade-offs between modernization and operating tempo and eventually for understanding the cost of achieving alternative readiness levels.

Book excerpt: Although life cycle analysis is widely used as a management tool, considerable uncertainty still exists about its effectiveness with respect to economic tradeoffs, funding decisions, and resource allocations. This report evaluates some of the most widely used life cycle cost models: AFR l73-10 models (BACE and CACE); the Logistics Support Cost model; the Logistics Composite model; the MOD-METRIC model; AFM 26-3 Manpower Standards; Air Force Logistics Command Depot Maintenance Cost Equations; the DAPCA model; and the PRICE model. The models are rated within a framework incorporating a set of cycle cost elements and a set of cost driving factors. Color-coded illustrations summarize the results. The models are shown to have many shortcomings that limit their usefulness for life cycle analyses in which estimates of absolute, incremental cost are required. Specific areas are identified where driving factor/cost element combinations are not adequately addressed.

Existing service models and data were modified or manipulated to create active and reserve annual cost models and cost factors. The report describes the general approach and uses service-specific case studies to demonstrate methods and cost factor derivations. Case studies include: Air Force F-4D and C-130E squadrons; Army mechanized infantry, tank, field artillery, and combat engineering battalions; and Navy F-4S squadrons and FF1052 frigates. Results, given in FY 1983 dollars, show wide variances in annual active and reserve unit costs across units and services, emphasizing the need for a case-by-case approach to unit costing. Technical appendixes present the detailed descriptions of cost factor derivations and data sources. A companion document, R-3210/1-RA, provides a summary of this report in executive briefing format.

The use of an Operations and Support (O & S) cost guarantee is one such method. However, for industry there is a general reluctance to offer these guarantees, because of the contractor's inability to determine the risk involved, and the operating cost of the delivered product. Although the government's position on the use of O & S cost guarantees is not known, there is increasing emphasis on warranties that are similar to an O & S cost guarantee. Examples are Reliability Improvement Warranties, the KC-10 Warranty Program, the service life policy of the C-17, and the product-warranty provisions in the 1984 Defense Department Appropriations Bill. This study develops a procedure for allocating government aircraft system cost targets into manageable system component subtargets. This procedure uses standard statistical techniques, the central limit theorem, regression analysis, and the Program Evaluation and Review Technique (PERT). Statistical cost equation values are derived using Air Force 66-1 data, the Air Force Visibility and Management of Operations and Support Cost (VAMOSC) data, and engineering judgement.
