Book excerpt: This thesis is a discussion of the actions the Government has taken in response to the decline of the civilian merchant marine fleet. Early sealift capability, a vital component of the U.S. defense strategy has deteriorated. Progressively more expansive measures have been adapted in governmental efforts to build up a strong arsenal of assets capable of responding rapidly in the event of a contingency. This thesis looks at the components of the strategic sealift program, the National Defense Reserve Fleet, the Ready Reserve Force and, the newest measure, the ship Outporting Program. This program was implemented to alleviate congestion at the fleet anchorages, thereby reducing the ship activation and loadout times, ensuring rapid delivery of U.S. fighting force equipment overseas. This study culminates with the presentation of data that may be used to develop a model that will appraise the effectiveness of outporting a Ready Reserve Force ship. Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Oata Analysis and Synthesis (CINOAS) * at Purdue. University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 33 (thesis year 1988) a total of 13,273 theses titles from 23 Canadian and 1 85 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 33 reports theses submitted in 1988, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Ready Reserve Force (RRF) program, focusing on: (1) the readiness of RRF ships to respond to large-scale contingencies; (2) the program changes that were implemented to improve ship readiness and address problems encountered during the Persian Gulf War; (3) whether the readiness level of the highest-priority ships exceeds other strategic mobility components; and (4) the effect of further decreases in the number of available U.S. merchant mariners on RRF crew availability. GAO found that: (1) as a result of the problems it encountered during the Persian Gulf War, the Maritime Administration (MARAD) identified and corrected equipment deficiencies, instituted comprehensive specifications for the deactivation and preservation of RRF ships, strengthened ship manager controls, developed automated information systems for tracking maintenance repairs, and implemented new strategies for maintaining high-priority ships; (2) RRF ships will be able to meet their delivery schedules and sail within specified time frames as a result of maintenance and repairs performed during and after the Persian Gulf War; (3) MARAD ability to activate ships within 4 or 5 days exceeds the readiness level of other strategic mobility components; (4) the Army's ability to transfer unit equipment from key Army installations to seaports is constrained by deteriorated facilities; (5) although the Army plans to increase its capability to activate ships within 4 or 5 days, most projects will not be completed by 1999; (6) the Department of Defense has not justified maintaining 63 ships in a high state of readiness; (7) although the reduced number of available mariners should not immediately affect MARAD ability to crew RRF ships, its future ability to crew RRF ships is questionable; and (8) none of the proposed alternatives to resolve this situation have been adopted.

Book excerpt: The Final Program Plan summarizes an 18 month stand-alone program under Contract Agreement N00014-09-C-0923 between the Office of Naval Research (ONR) and the California State University, Long Beach Foundation on behalf of the Center for the Commercial Deployment of Transportation Technologies (CCDoTT). The Plan provides and outline of the projects being conducted. Recent emphasis placed on technology transition has resulted in improved alignment of our program with Future Naval Concepts requirements, through increased two-way communication with the Navy, DoD and commercial decision makers, and increased communication with the stakeholders that hold the best promise of becoming end users of our projects. This approach was very effective and has resulted in the series of high level interest Naval and dual use commercial/Naval projects that comprise this FY08 program. The program is based on priority projects requested by N-42, Strategic Sealift, that are time sensitive requirements relating to the evaluation of the "Sea Train" systems concept and the supporting projects related to Sea Train; American Marine Highway (AMH), High Speed Ship design tools and dual use of AMH ships for use as Ready Reserve Force (RRF) ships. It includes CCDoTT program support and a priority project supporting a technology demonstration related to logistical asset visibility. Marine Highway/Short Sea Shipping projects initially focused on commercial shipping requirements relating to highway congestion and pollution. However, by making the specialized shipping dual use, rapid deployment requirements can be supported with a significant benefit of supporting the American shipbuilding industry. The merging of military and commercial is most clearly demonstrated in this FY08 Final Program Plan.
