Book excerpt: The third of three volumes, this report summarizes the findings of, first, a review and analysis of published literature on performance appraisal in general and particularly on the use of appraisals in public education systems, and, second, a series of field-site investigations of performance appraisal systems in action. The field site studies of performance appraisal in action at 10 professional service organizations in Ontario and 7 public school systems in the United States mirror many of the results from the literature review. Three general conclusions are derived from the results of this study: (1) different approaches and priorities in appraisal systems are used for relevance to the local situation of a particular organization or school jurisdiction; (2) appraisal systems can be expected to go through stages of evolution as all participants have to go through a learning curve of experience with a system, and therefore, no one design can be expected to be correct at the outset or remain in force indefinitely; (3) an appraisal system developed jointly between supervisors and subordinates has a better chance of incorporating diverse but relevant points of view than a system developed centrally by top management alone. The greater the opportunity for participation by parties affected by a decision, the greater the potential quality and acceptability of the decisions. Because no system of appraisals is workable unless it is acceptable and legitimate to all staff, an appraisal system should be centrally developed with universal standards that are adaptable to change based on local operational specifics and requisites. The project involved analyzing data collected from 10,000 research articles published in ten leading journals in the area of educational technology over 20 years, from January 1994 to December 2014; advanced analytic approaches such as latent semantic analysis; and expert insights and interpretations of the subject matter. It captures the trends in a number of research streams within the discipline of educational technology and identifies the point in time when a massive change took place. This is a significant achievement given that, in epistemology and philosophy of science, there have always been discussions of paradigm shifts, but researchers have always identified them qualitatively. This is the first work to identify a paradigm shift using rigorous quantitative methods. This comprehensive analysis also shows what has been published and by whom in those ten top-tier journals. Book excerpt: The second of three volumes, this report consisted of a series of field-site investigations of performance appraisal systems in action to compare actual practices with results reported in the literature review published in volume 1. The field-site studies conducted at 10 professional service organizations in Ontario and 7 public school systems in the United States mirror many of the results from the literature review with three important additions: (1) many appraisal systems are in constant evolution so what is reported in the literature may be at variance with actual practices; (2) appraisal approaches depend upon the local environmental situation of the organization; and (3) the bureaucratic cumbersomeness of many appraisal systems causes short cuts to be used. In practice, this means that most teachers/professionals receive at least "satisfactory" ratings and the elaborate quasi-judicial safeguards built into many systems are used only rarely. Two principles seem to operate in the most satisfactory sites. First, a decentralized appraisal system is developed in operational detail by the local organization to reflect local concerns and priorities. Second, the system is developed jointly by supervisors and subordinates so that all involved parties accept the relevance and legitimacy of the appraisal system. (JAM)

Data were collected from academic staffs and managers of 3 out of the 5 public universities in the country. The findings were that there is a significant relationship between: the appraisal methods used and career development of the staffs; the involvement of academic staffs in appraisal of their work performance and their career development; and the effectiveness of appraisal systems and career development of the staffs. Therefore, the career stagnation among the academic staffs in the selected universities is linked to the universities' appraisal systems. It is recommended that: higher education institutions adopt contemporary work performance appraisal methods because these promote the career development of academic staffs; and the institutions involve their academic staffs in the setting of their performance targets and selection of appraisal techniques. This will improve the transparency of the universities appraisal systems and, subsequently, promote the career development of the universities' academic staffs.
