These programs have contributed not only to conservation of soil and water, but also to economic development. At the same time, however, these developmental interventions have brought new challenges that have not yet been fully addressed. The book describes (1) case studies of success and failure in practice, including rare success stories of combating desertification; (2) technical issues such as erosion control and breeding of stress-tolerant plant species, and socioeconomic measures taken by the Chinese government and lending policies with support from the World Bank; and (3) comprehensive measures against desertification, such as water and wind erosion, salinization, and deforestation. Book excerpt: Aim: The Loess Plateau in North China is prone to widespread land degradation (soil erosion, deforestation and water loss) and therefore ecological restoration programs aiming to re-establish the ecosystem by revegetation have been implemented during recent decades. Thus there is a need to reveal the state and dynamics of forests in the area where has been reported with a widespread increase in vegetation cover.Methods: We used field and satellite data to produce annual forest probability scores at 250u00d7250 m between 2001 and 2016. We classified the forest dynamics into three types: net gain, net loss and fluctuation. Assuming that an increasing probability score reflects forest growth, we categorized the annual forest areas into different growing stages indicating the transition between planting and mature forest.Results: In total, the area of forest increase was 48,786 km2 and the percentage of forested areas of the region changed from 8.19% to 15.82% within 16 years. In areas of forest net gain, there was a clear transition from low to high probability forest areas, providing evidence that a general forest transition is occurring on the Loess Plateau.Meanings: 1) The method developed for continuous monitoring of forest probability scores offers a benchmarking for further decision-making on ecological restoration of the region and for mapping of afforestation projects elsewhere. 2) The findings on major forest increases demonstrate that land degradation is in fact reversible, with implications for many ecosystem services (e.g. carbon storage, provisioning of forest products).

Among the policy instruments is the Payment for Ecosystem Services (PES) that aims to transform the pattern of traditional forest management and protection and to encourage forest sustainable use by financial incentive. This book provides a policy evaluation on the payment schemes for forest ecosystem services in China. It examines PES schemes with respect to ecological effectiveness, economic and livelihood impacts, participation of local people, and the interlinkages with forest tenure reform. The evaluation is based on different cases across China's main forested regions. The implementation of payment schemes in China shows improvements in forest management and protection and an incentive-based governance method is employed instead of 'command and control'. New forest use practices are also created to couple local livelihood requirements with ecological conservation. In addition, local farmers are more and more involved in the implementation of payment schemes. Providing a comprehensive assessment of payment policies for ecosystem services in China, this book will be of great interest to policy-makers and government advisers in China, international donor agencies, and academics and students with an interest in PES and forest governance.

Book excerpt: Known as the “roof of the world,” the Tibetan Plateau is the highest and largest plateau on Earth. Tibetan Plateau hosts several mountain ecosystems characterized by high elevations, cold conditions, and a wide range in water availability. Its unique physical and geographical environment includes ecosystems typical for alpine regions, classified as alpine grasslands, which account for 50-70% of the total land area of the Tibetan plateau. Most of these grasslands contain fragile tundra-like environments which are seriously affected by anthropogenic modifications and whose restoration presents a challenge. These natural grassland types include alpine deserts, alpine steppes, alpine meadows, and alpine swamp meadows along precipitation gradients, as well as the transition types between them. Alpine grasslands remain subject to severe degradation by multiple factors, mainly overgrazing and climate warming. As a result, grasslands exhibit a decreased capacity to support biodiversity and complexity, and more generally, ecosystem functions. Therefore, these changes also affect social and recreational activities and restrict access to clean water and food by local communities.

Book excerpt: The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.
