As a case, the study focuses on household waste management in the city of Semarang in Central Java. Semarang still uses the end of pipe system. Waste is brought to temporary disposal sites (TDSs) and from there to a final disposal site (FDS). The poor urban waste management evidently does not only result in a negative impact on human life and the environment but also constitutes a geographical problem. This is because the negative impact of disposal sites will affect those living in the immediate vicinity. The extent of the burden or benefit, of the sites, will vary according to the site location. Further to this, within a specific population group,households will be unequally exposed to some burdens depending on their proximity to the disposal site, gender (women will usually suffer more), age and social group. Frequently poor people are the most vulnerable party who will receive the burden of the disposal site rather than its benefit.

Book excerpt: The Government of Indonesia has attempted to implement sustainable development since the 1970s through various strategies, including spatial planning and Environmental Impact Assessment. Nevertheless, the strong economic performance that has characterised Indonesia for most of this period, has been achieved at the cost of serious environmental degradation and social problems. It is clear that there is an urgent need for further review of the instruments through which environmental concerns are integrated into resource use decisions. The examination of the spatial planning system in Indonesia reveals a series of inadequacies in terms of its ability to support sustainable development. The 1992 Spatial Use Management Act (SUMA) and its implementing regulations contain strong environmental commitment. However, as it only governs spatial planning in general it is inadequate for dealing with planning at local levels where decisions involving major environmental impacts are made. The research shows that planning is not integrated and does not demonstrate effective concern for the environment.

If Municipal Solid Waste is not handled sustainably, the consequences can be manifold and present significant threats to the environment and people's health. Bali, a province of Indonesia, is now struggling with these consequences. The present thesis is therefore designed to assess the role of stakeholder involvement in the creation of a sustainable Municipal Solid Waste Management system in Bali. For that purpose, various stakeholders who play a crucial role in the issue are identified and addressed. Additionally, the roots of the mismanagement of waste can be located in three dimensions: the socio-cultural, the economic and the political. Obstacles in any dimension may hinder the emergence of a more sustainable Municipal Solid Waste management system. Investigation of these observations enables possibilities to be developed about how Municipal Solid Waste management in Bali may be improved.
