Consistent with the recommendations in the 2011 report A Plan for Evaluating the District of Columbia's Public Schools, this new report describes changes in the public schools during the period from 2009 to 2013. An Evaluation of the Public Schools of the District of Columbia examines business practices, human resources operations and human capital strategies, academic plans, and student achievement. This report identifies what is working well seven years after legislation was enacted to give control of public schools to the mayor of the District of Columbia and which areas need additional attention.

In 2007 the DC government made a bold change in the way it governs public education with the goal of shaking up the system and bringing new energy to efforts to improve outcomes for students. The Public Education Reform Amendment Act (PERAA) shifted control of the city's public schools from an elected school board to the mayor, developed a new state department of education, created the position of chancellor, and made other significant management changes. A Plan for Evaluating the District of Columbia's Public Schools offers a framework for evaluating the effects of PERAA on DC's public schools. The book recommends an evaluation program that includes a systematic yearly public reporting of key data as well as in-depth studies of high-priority issues including: quality of teachers, principals, and other personnel; quality of classroom teaching and learning; capacity to serve vulnerable children and youth; promotion of family and community engagement; and quality and equity of operations, management, and facilities. As part of the evaluation program, the Mayor's Office should produce an annual report to the city on the status of the public schools, including an analysis of trends and all the underlying data. A Plan for Evaluating the District of Columbia's Public Schools suggests that D.C. engage local universities, philanthropic organizations, and other institutions to develop and sustain an infrastructure for ongoing research and evaluation of its public schools. Any effective evaluation program must be independent of school and city leaders and responsive to the needs of all stakeholders. Additionally, its research should meet the highest standards for technical quality.

Book excerpt: This study evaluates the initial effect of Washington, D.C.'s Opportunity Scholarship Program (OSP) on the academic performance of public schools and its effects on the opportunities that District students have to attend integrated schools. The OSP is a federally sponsored school voucher program that provides vouchers worth up to $7,500 for an estimated 1,800 to 2,000 students in the District of Columbia. Students can use the scholarships to pay tuition at participating private schools in the District. The pilot program is designed to last for five years. The authors measure whether a public school's test-score gains are related to its distance to the nearest voucher-accepting private school or the number of voucher schools within a one-mile radius of a public school. In theory, public schools with shorter distances to private schools or that have more private schools nearby should face greater competition from the voucher program than public schools with fewer educational alternatives. The evaluation finds that the OSP has had no academic effect, positive or negative, on the District's public schools after its first year. This finding is different from those of most other studies, which tend to indicate that school choice programs have helped to improve public school performance. The authors argue that a null finding could be explained by the fact that the OSP was designed to have a minimal financial impact on public schools. They also suggest that the null finding could be explained by the small size of the program, the short time span in which it has operated (one year), methodological considerations, or a true lack of a relationship between vouchers and academic performance in Washington, D.C. The paper also compares rates of racial integration in D.C.'s public schools and private schools participating in the voucher program. The authors find that voucher-accepting private schools have populations whose racial demographics more accurately mirror those of the surrounding metropolitan region than do public schools in the District. The study also finds that students using an Opportunity Scholarship are less likely to be enrolled in a school that is 90% or 95% racially homogeneous than are students attending Washington, D.C., public schools. This finding, combined with a previous evaluation indicating that the vast majority of students participating in the OSP are African American, suggests that the OSP will likely lead to students leaving more segregated public schools for better-integrated private schools. The hearing was held at a time when the opening of the city's public schools was delayed because of their many safety and code violations. Representative Richard K. Armey spoke about the conditions in the D.C. schools and discussed the school choice legislation he has sponsored. Jeanne Allen, president of the Center for Education Reform, discussed charter schools and emphasized that the priorities of the public school system are not consistent with fundamental education reform. Nina Shokraii of the Heritage Foundation advocated vouchers to allow parents to send their children to schools of their choice. Kent B. Amos discussed a proposal to change the funding of charter schools in the District of Columbia. Bruce K. MacLaury, Chairman of the Emergency Transition Education Board of Trustees of the District of Columbia Public Schools, presented the views of the transitional board about the progress toward school reform in the city's schools and offered support for charter schools. General Julius W. Becton, Jr., the appointed Superintendent of Schools, discussed the condition of the schools in general and outlined some improvements made under his administration, focusing on the ongoing physical plant repairs. An appendix contains the District of Columbia Student Opportunity Scholarship Act of 1997 and some supporting statements, including prepared remarks of those who testified at the hearing. (SLD)

Representative Thomas Davis (Virginia) spoke of the progress being made in improving the D.C. schools and the great deal that remained to be done. Delegate Eleanor Holmes Norton (District of Columbia) also praised the efforts of the appointed interim administrators and noted the tasks ahead for the school system. The first panel began with remarks by Patricia Harvey, director of urban education for the National Center on Education and the Economy, who spoke of the importance of prevention, early intervention, acceleration, and accountability. Marlene Berlin, chair of a parents' coalition, talked about parent participation and community involvement. Delabian Rice-Thurston, director of Parents United, focused on standards and funding. A general discussion followed, with emphasis on the importance of parent participation. The second panel of the day began with remarks by Kathleen Patterson, member of the D.C. City Council, who talked about the importance of small classes and small schools in long-range planning. The second panel member was Joyce Ladner, member of the District of Columbia Financial Responsibility and Management Assistance Authority (Control Board), who discussed the recent appointment of Arlene Ackerman as Superintendent of Schools. Bruce MacLaury, Chairman of the D.C. Public Schools Emergency Board of Trustees, reviewed some of the needs of the school system as Ms. Ackerman assumes her position. Remarks by Julius W. Becton, retiring appointed Chief Executive Officer and Superintendent of the school system, and Arlene Ackerman, recently appointed Superintendent, rounded out the discussions. Book excerpt: Increasing parental choice has been a leading theme of recent education policy intended to enhance the academic achievement of low-performing students in the United States. These policies aim to "level the playing field" in access to high-quality education for disadvantaged students who cannot otherwise afford higher-quality schooling options. Such reforms employ different instruments in order to provide alternatives to a household's neighborhood public school. Washington, D.C., has been a front-runner in the variety and number of alternative public schooling options made available to parents. This brief examines household school choice behavior within the District of Columbia (D.C.) school choice environment, using a two-year (2007-08 and 2008-09 school years) panel of the entire public school student population in D.C. Overall, the findings provide evidence that the relatively advantaged students are taking advantage of public school choice programs. However, choice exacerbates student quality disparities between low- and high-poverty schools, casting some doubt on the benefits of such programs. (Contains 4 figures, 2 tables and 11 notes.).
