The three problem areas involve flight routes to and at the Dare County Gunnery Range, the base airdrome, and birds roosting in fixed facilities adjacent to the runways. Five National Wildlife Refuges in the area surrounding the gunnery range provide suitable habitat for waterfowl, shorebirds and seabirds. Measures to reduce the hazard potential include: (1) determination and avoidance of airspace of known waterfowl concentrations, shorebird and seabird activity, (2) reducing the attractiveness of environmental features in the airbase environment, (3) population reduction within the fixed facilities, and (4) dispersal of Starlings from the airfield using Starling distress calls.
