Book excerpt: The U.S. Army has asked the National Research Council (NRC) to evaluate whether supercritical water oxidation (SCWO) is an effective and appropriate means of eliminating hazardous or toxic organic constituents in VX hydrolysate for ultimate disposition. The NRC was not asked to conduct an in-depth analysis of the entire integrated VX bulk agent destruction and disposal process for the Newport Chemical Agent Disposal Facility. As the facility design is being finalized (March 1999-April 2000), the NRC will probably be asked to assess all aspects of the facility design, including monitoring, containment, process control, and redundancy, as well as the quantitative risk assessment (QRA). This report outlines the elements of the proposed neutralization/SCWO technology, evaluates the results of ongoing SCWO tests, and makes recommendations concerning aspects of the technology that require further development. The scope of this evaluation did not include evaluations of other potential technologies or management options for the treatment of VX hydrolysate.

Facilities to destroy the agents and their associated munitions are currently being constructed at these sites. The Blue Grass Chemical Agent Destruction Pilot Plant (BGCAPP) will destroy chemical agent and some associated energetic materials by a process of chemical neutralization known as hydrolysis. The resulting chemical waste stream is known as hydrolysate. Among the first-of-a-kind equipment to be installed at BGCAPP are three supercritical water oxidation (SCWO) reactor systems. These particular hydrolysate feeds present unique non-agent-related challenges to subsequent processing via SCWO due to their caustic nature and issues of salt management.This report provides recommendations on SCWO systemization testing inclusive of durability testing and discusses systemization testing objectives and concepts.

Book excerpt: Supercritical water oxidation (SCWO) is an emerging technology for industrial waste treatment and is being developed for treatment of the US Department of Energy (DOE) mixed hazardous and radioactive wastes. In the SCWO process, wastes containing organic material are oxidized in the presence of water at conditions of temperature and pressure above the critical point of water, 374 C and 22.1 MPa. DOE mixed wastes consist of a broad spectrum of liquids, sludges, and solids containing a wide variety of organic components plus inorganic components including radionuclides. This report is a review and evaluation of tubular reactor designs for supercritical water oxidation of US Department of Energy mixed waste. Tubular reactors are evaluated against requirements for treatment of US Department of Energy mixed waste. Requirements that play major roles in the evaluation include achieving acceptable corrosion, deposition, and heat removal rates. A general evaluation is made of tubular reactors and specific reactors are discussed. Based on the evaluations, recommendations are made regarding continued development of supercritical water oxidation reactors for US Department of Energy mixed waste.

Book excerpt: This report describes metallurgical evaluation of witness wires from a series of tests using supercritical water oxidation (SCWO) to process cutting oil containing a simulated radionuclide. The goal of the tests was to evaluate the technology's ability to process a highly chlorinated waste representative of many mixed waste streams generated in the DOE complex. The testing was conducted with a bench-scale SCWO system developed by the Modell Development Corporation. Significant test objectives included process optimization for adequate destruction efficiency, tracking the radionuclide simulant and certain metals in the effluent streams, and assessment of reactor material degradation resulting from processing a highly chlorinated waste. The metallurgical evaluation described herein includes results of metallographic analysis and Scanning Electron Microscopy analysis of witness wires exposed to the SCWO environment for one test series.
