Available in PDF, EPUB and Kindle. Book excerpt: The Brookings Institution report questions the efficacy of increasing the number of students who take algebra in eighth grade. Although this policy has resulted in more equitable access to advanced math study, the report argues that a subgroup of students enrolled lack the basic mathematical skills needed to succeed. The report further argues that the presence of lower achievers may weaken the instructional opportunities of highly proficient students. The report recommends that algebra placement be based on student readiness, not grade level. Although the report presents a sound case for better mathematical preparation for all students, the suggested remedy--delaying algebra for most until "readiness" is achieved and allowing fewer students to take algebra in eighth grade--is a flawed solution to address the problem of low achievement. A brief overview of the experience with eighth-grade algebra for all in the district where the reviewer works yields findings consistent with the report's call for better math preparation but inconsistent with its call for fewer to take algebra in eighth grade. Book excerpt: Questions about how best to place students into appropriate middle grade math courses have been central to ongoing education policy and practice discussions in California and across the United States. Recent studies have shown that enrolling in algebra I in grade 8 works well for some students but backfires for others. This REL West report provides findings from a study of placements that were based on different test scores available for middle school students in California. Findings indicate that placement into grade 8 algebra I based solely on students' grade 6 California Standards Test (CST) proficiency status results in some students taking the course who have less than a 40 percent chance of succeeding. Using a higher cut point on the grade 6 CST scale score--as opposed to simply using CST proficiency status--would avoid placing students into grade 8 algebra I who have a lower than 50 percent chance of success, and would increase the overall success rate (from 69 to 75 percent) for students placed into grade 8 algebra I. Prediction accuracy is even higher using grade 7 CST scale scores (78 percent); however, grade 7 scale scores are typically not available until after initial algebra I placements are made. The study also finds that a newly available assessment of algebra readiness developed as part of the Math Diagnostic Testing Project (MDTP) makes a valuable contribution to decisions about algebra I placement. Placements based on the MDTP result in a success rate (77 percent) that is comparable to that of placements based on the grade 7 math CST. Furthermore, the MDTP test can be administered online at any time during the school year, and MDTP test results are available immediately after students take the test, whereas CST results are not available until the next school year. The following are appended: (1) Detailed study design; and (2) Model comparisons.

Book excerpt: This study investigates the accuracy of the tools used by a Southern California school district in placing 7th grade students into an 8th grade Algebra 1 course. The school records of 107 current 8th grade Algebra students were analyzed. The students' 7th grade Pre-Algebra grades and 7th grade scores on the MDTP (Mathematics Diagnostic Testing Project) placement test were compared to the success of these same students in gth grade Algebra 1. Success was determined on the basis of Algebra 1 final grades as well as results on the district wide end-of-course exam. The data was analyzed statistically using correlation and regression models to determine the accuracy of 7th grade Pre-Algebra grades and student scores on the MDTP placement test as predictors of student success in gth grade Algebra 1. The results show that students' grades in 7th grade Pre-Algebra were a better predictor of student success in gth grade Algebra 1 than scores on the 7th grade MDTP placement test. In addition, multiple regression analysis showed that a combined contribution of both predictors had stronger predicting power than either predictor used individually. Book excerpt: The United States Department of Education found the annual 8th grade General Math California Standards Test to be out of compliance with the No Child Left Behind Act since it assesses 6th and 7th grade math standards. The California State Board of Education passed a math policy that requires all students to take the Algebra California Standards Test, thereby mandating algebra courses for all. This study seeks to understand what impact this policy may have on math performance among the lowest performing math students. I analyze student data from a large, diverse, urban school district. Employing a series of descriptive analyses I compare those students in the lower tenth percentile on the 7th grade math California Standards Test to those in the upper ninetieth percentile. I then track these students from the 7th to the 9th grade to determine math course promotional patterns over time. Then, selecting only students that performed in the lower tenth percentile, they are classified by their 8th grade General Math Only and Algebra Only math course placements. I employ Ordinary Least Squares regression to determine the relationship between math course type and students' academic outcomes. Math course placement appears to be policy-driven towards placement in algebra content courses rather than by the student's math skills. Any algebra course content increases the likelihood of repeating the math course level. As the algebra course content becomes more rigorous the likelihood of repeating the math course level increases. Eighth grade math course placement does predict General Math California Standards Test scores, however the effect is mediated when controlling for other factors and disappears when accounting for school differences.
