The aim of this review was to determine the implications of practitioners perceptions and experiences of their agency, “...the capacity to have an impact on what’s going on around (them) (Payne, 2005:230),” on statutory practice. The objectives consisted of the successful identification, analysis and synthesis of frontline practitioner’s perceptions and experiences of their agency in statutory practice with children and families. The author used electronic search methods utilising sources such as IRISS, Oxford Journals, Web of Science, Google Scholar and SocINDEX. This review has been written using the narrative literature review framework with systematic data collection and recording methods. The influence of social constructionist thought has also been acknowledged The review looks at wider structure and agency debate and its relevance for contemporary social work practice with children and families and how it shapes practitioners perceptions of this. A brief history of the main theoretical perspectives within this debate is also explored. The author focused on five main studies which recorded social work practitioner’s perceptions and experiences on their own degree of agency in statutory practice. The author found that practice wisdom, defined as “...the accumulation of information, assumptions, ideologies and judgment that have been particularly useful in fulfilling the expectations of the job” (Barker 1999 cited in Collins et al 2011:4) has a significant effect on the construction of practitioner’s sense of practice reality in relation to their degree of agency. The author concludes that there is a substantial erosion of agency due to low levels of practice wisdom in contemporary statutory child and families’ social work practice. Practice wisdom is a pertinent component of successful structural navigation, the ability to work creativity as a skilled organisational practitioner.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: Social workers are an instrumental part of the child welfare system as they work to ameliorate conditions that place children at risk. The perceptions of social workers are crucial because these professionals are at the forefront of the decision making process that determines whether parental behavior is child maltreatment. Yet social workers are from different cultures and bring their own biases, values, and beliefs to their working relationships, which may influence their professional judgments. Informed by the theories of symbolic interactionism and cognitive integrative perspective, this qualitative research study examined the influence of culture on the perceptions and decision making of 13 Caribbean immigrant masters-level social workers who worked in child welfare agencies in Washington, DC, and Maryland. The study used a purposeful sample of professionals who were raised in five Caribbean countries, with values and norms distinctly different from American societal ideals related to child rearing, child disciplining, and child maltreatment. Grounded theory methods of constant comparative analysis yielded three core themes, which emerged from categories that consisted of subsidiary contributing factors and narrative strands. The first core theme emphasized the importance of extended family and the greater community in supporting the expectations and norms of Caribbean cultures. This first theme emerged after analysis of participants` perceptions of child rearing and disciplining in the Caribbean, based on personal childhood experiences. Through examination of post-migration professional experiences in the United States, the second core theme emphasized the participants` needs for clarity and their emphasis on context in professional work. The final theme, which emerged from investigating participants` perceptions of the impact of their culture of origin on their current decision making, suggested that early cultural experiences influenced professional decision-making of these social workers, particularly related to their decisions regarding child maltreatment. The findings from this study indicate a need for specialized training for master`s level social workers from diverse cultural backgrounds in their work involving child maltreatment issues.
