Book excerpt: An evaluation of skills and abilities that could conflict with each other during multi-task performance of driving and mobile telephone usage was performed using Fleishman's taxonomy of human performance with data collected using the job assessment software system computer-based survey tool. A literature review of mobile phone use during driving and dual task performance was first conducted to assess current thinking about the topic. Taxonomic-based data were collected from 27 survey respondents for the tasks of driving on city streets, driving on long distance highways, dialing a mobile telephone, and talking on a mobile telephone. Data were analyzed, and each of the driving tasks was compared against each mobile phone task using a compatibility index based around the taxonomy. Conclusions are reached that generally suggest some of the reasons, from a human factors viewpoint, why overall performance can be reduced during simultaneous driving and use of a mobile telephone.

Many states are introducing Advanced Traveler Information Systems (ATIS) that may be accessed with cell phones while driving (e.g. 511 Traveler Information Services). In these contexts, there is a need for relevant research to determine the risk of cell phone use. This study compared driver performance while conversing on a hands-free cell phone to conditions of operating common in-vehicle controls (e.g., radio, fan, air conditioning) and alcohol intoxication (BAC 0.08). In addition, the study examined the combined effects of being distracted and being intoxicated given that there may be a higher risk of a crash if the driver engages in a combination of risk factors. During simulated traffic scenarios, resource allocation was assessed through behavioral measures and an event-related potential (ERP) novelty oddball paradigm. The results indicated that during a car following scenario, drivers engaged in the conversations or completing in-vehicle tasks were more impaired than drivers that were not involved in any distraction task. Indeed, both the cell phone and in-vehicle sources of distraction were generally more impairing than intoxication at the legal limit. These results will be used in a follow up study in order to compare the effects on attention of driving and using 511 to distraction from these tested distractions.

Book excerpt: Objective: To evaluate whether driving simulator and road test evaluations can predict long-term driving performance, we conducted a prospective study on 11 patients with moderate to severe traumatic brain injury. Sixteen healthy subjects were also tested to provide normative values on the simulator at baseline.Method: At their initial evaluation (time-1), subjects' driving skills were measured during a 30-minute simulator trial using an automated 12-measure Simulator Performance Index (SPI), while a trained observer also rated their performance using a Driving Performance Inventory (DPI). In addition, patients were evaluated on the road by a certified driving evaluator. Ten months later (time-2), family members observed patients driving for at least 3?hours over 4 weeks and rated their driving performance using the DPI.Results: At time-1, patients were significantly impaired on automated SPI measures of driving skill, including: speed and steering control, accidents, and vigilance to a divided-attention task. These simulator indices significantly predicted the following aspects of observed driving performance at time-2: handling of automobile controls, regulation of vehicle speed and direction, higher-order judgment and self-control, as well as a trend-level association with car accidents. Automated measures of simulator skill (SPI) were more sensitive and accurate than observational measures of simulator skill (DPI) in predicting actual driving performance. To our surprise, the road test results at time-1 showed no significant relation to driving performance at time-2.Conclusion: Simulator-based assessment of patients with brain injuries can provide ecologically valid measures that, in some cases, may be more sensitive than a traditional road test as predictors of long-term driving performance in the community.

Book excerpt: Distracted driving is a major public safety concern, contributing an average of 21,000 crashes annually in Massachusetts alone. This thesis aims to provide an improved understanding of drivers' cell phone use prevalence and the related safety impacts. Specifically, this thesis includes: 1) an analysis of data collected in two direct observational studies carried out in 2011 and 2012; 2) an evaluation of the collection methods employed for direct observation studies; and 3) an analysis of distracted driving crashes from 2007 to 2011 in Massachusetts. The two observational studies resulted in a sample of 61,096 drivers from 305 different locations, resulting in an average cell phone usage rate to be 6.4 percent, with a handheld usage rate of 5.3 percent and a text messaging usage rate of 1.1 percent. Teens were observed text messaging more often than adults and elders, while the handheld conversation rate was similar for both teens and adults. Drivers observed wearing seat belts had a lower cell phone use than those who were not wearing seat belts. A second study was conducted to investigate limitations of the direct observation of drivers' cell phone use, specifically involving the influence of intersections and observers. Twelve observations were conducted using a combination of observers and video data collection. The study found that at signalized intersections the drivers' text messaging rate was higher, and it is suggested that for future observations another category for cell phone use is used to separate text messaging while stopped. Lastly, the crash data analysis was completed, and within the five years analyzed there were a total 628,495 crashes and 17 percent of overall crashes that involved distracted driving. The rate of distracted driving is inversely proportional to speed, weather severity, and road conditions, as when the preserved danger increases the rate of distracted driving crashes decreases. There was a relationship between the observed cell phone use and the rate of distracted driving crashes with females and teens having both the highest cell phone use rate and the highest rate of distracted driving crashes. The completion of research tasks within the framework of this thesis achieved the overall objective of providing insight on drivers' cell phone use and crash data statistics across driver demographics, road types, and times of day. Moving forward the insights established within this thesis may prove useful in the establishment of targeted and specific countermeasures.
