Book An Evaluation of Factors That Influence Service Contract Quality

Download or read book An Evaluation of Factors That Influence Service Contract Quality written by and published by . This book was released on 1989 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Until recently quality improvement has been mainly applied to manufacturing. However, experience and the explosive growth of the services industry has shown that opportunities for simultaneous quality improvement must be undertaken. Today, both the Government and contractors are facing growing competitive and regulatory pressures to deliver higher quality services. In an attempt to comply with these pressures more emphasis has been placed on the inspection process and subsequently on the contract administration sections as they are tasked to develop and apply efficient procedures for quality assurance. The research indicated that there are four factors that influence service quality. These factors are: the Quality of Assurance, the Contractor, the Statement of Work and the Performance Requirements Summary. The research concluded that the Government and contractors face the same challenges and must work together to develop a coherent policy on quality, grounded in a common language, common management principles, common standards and common goals. Keywords: Service contract quality, Quality assurance, Quality assurance evaluator, Drafting, and Administering service contracts. (EG).

Book Measuring Service Contract Performance

Download or read book Measuring Service Contract Performance written by Andrew P. Hunter and published by Rowman & Littlefield. This book was released on 2021-04-15 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Researching and manufacturing fighters, ships, and tanks are only part of the picture for defense contracts. Contracting for services accounts for over 41 percent of DoD contract obligations in 2018. Services include maintaining equipment, moving people and things, creating software, providing server space, and construction. Service contracting is challenging as services can be difficult to define and measure. But services are increasingly central to the U.S. economy. The Department of Defense seeks to attract new firms that will increase its speed and agility—many of these firms are service providers, e.g., data analytics or cloud computing. CSIS looked at a million contracts to evaluate how three factors influence performance: 1.service complexity 2.contract-management capacity 3.vendor’s history working with a DoD contracting office The existing data fails to explain large differences in contract office performance. More DoD transparency about contracting office capacity could help make a case for further investments. The report also found that when vendors and contracting offices have a longer history, they tend to have better results. That means DoD needs to think not only about recruiting new partners, but also about helping them succeed.

Book Evaluating the Past Performance of Federal Contractors

Download or read book Evaluating the Past Performance of Federal Contractors written by Congressional Research Service and published by CreateSpace. This book was released on 2015-02-05 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poor performance under a federal contract can have immediate consequences for contractors, who could be denied award or incentive fees, required to pay damages, or terminated for default. In addition, it could affect their ability to obtain future contracts because federal law generally requires agencies to evaluate contractors' past performance and consider past performance information when making source selection decisions in negotiated procurements and determining whether prospective contractors are “responsible.” “Past performance” refers to performance on “active and physically completed contracts” and certain orders under existing contracts. Federal law generally requires agencies to evaluate and document contractor performance on contracts or orders whose value exceeds the simplified acquisition threshold (generally $150,000). The evaluation must generally address the quality of the product or service supplied by the contractor, its efforts to control costs, its timeliness and compliance with schedules, its conduct of management or business relations, its performance in subcontracting with small businesses, and other applicable factors (e.g., tax delinquency). The evaluation and any contractor response comprise the past performance information that is stored in government databases (e.g., Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS)) and may be used in future source selection decisions. Federal law also generally requires agencies to consider contractors' past performance when making source selection decisions in negotiated procurements whose value exceeds the simplified acquisition threshold. In a negotiated procurement, the contract is awarded to the offeror whose proposal represents the “best value” for the government based on various factors identified in the solicitation. These factors typically must include price and past performance. However, other factors may be considered, and procuring agencies determine the weight given to various factors. Additionally, agencies are required by law to consider whether the contractor has a “satisfactory performance record” when determining whether the contractor is sufficiently “responsible” to be awarded a federal contract. Agencies generally cannot award a contract without determining that the contractor is “responsible.” While agencies are generally prohibited from repeatedly finding a contractor nonresponsible based upon the same deficient past performance, they may debar or suspend contractors for willful failure to perform under a contract or contracts, or for a history of failure to perform or of unsatisfactory performance of a contract or contracts.

Book Proceedings of 20th International Conference on Industrial Engineering and Engineering Management

Download or read book Proceedings of 20th International Conference on Industrial Engineering and Engineering Management written by Ershi Qi and published by Springer Science & Business Media. This book was released on 2013-12-16 with total page 1168 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Conference on Industrial Engineering and Engineering Management is sponsored by the Chinese Industrial Engineering Institution, CMES, which is the only national-level academic society for Industrial Engineering. The conference is held annually as the major event in this arena. Being the largest and the most authoritative international academic conference held in China, it provides an academic platform for experts and entrepreneurs in the areas of international industrial engineering and management to exchange their research findings. Many experts in various fields from China and around the world gather together at the conference to review, exchange, summarize and promote their achievements in the fields of industrial engineering and engineering management. For example, some experts pay special attention to the current state of the application of related techniques in China as well as their future prospects, such as green product design, quality control and management, supply chain and logistics management to address the need for, amongst other things low-carbon, energy-saving and emission-reduction. They also offer opinions on the outlook for the development of related techniques. The proceedings offers impressive methods and concrete applications for experts from colleges and universities, research institutions and enterprises who are engaged in theoretical research into industrial engineering and engineering management and its applications. As all the papers are of great value from both an academic and a practical point of view, they also provide research data for international scholars who are investigating Chinese style enterprises and engineering management.
