Book excerpt: Although initial construction costs are high, the cost of operation and maintenance over a facilities life-cycle is significantly higher. A common challenge for facility maintenance professionals is balancing the cost of facility Maintenance and Repair (M&R) with the benefits derived from those facilities. This thesis documents how a selection of companies implemented that balance by determining their facilities requirements based on their chosen facility condition level and how they then allocated funds. The research effort consisted of interviews with facility maintenance professionals at each company selected. The data was then used to perform a multiple case study analysis and comparison with the methods currently used by the USAF. Results indicate that companies that methodically identified their requirements and used those requirements as the basis for allocating funds to meet those requirements incurred the least impact from facility problems on their daily operations. In comparison, companies that allocated funds based on methods other than M&R requirements typically under-funded those requirements, resulting in facilities that did not meet their needs, required work around conditions, and increased their cost of doing business. Finally, the data suggests that a commitment to facility maintenance does not impede a company s ability to compete within their market.

Primary factors underlying this deterioration are the age of federal facilities-about half are at least 50 years old-and decades of inadequate investment for their maintenance and repair. These issues are not new and there are no quick fixes. However, the current operating environment provides both the impetus and the opportunity to place investments in federal facilities' maintenance and repair on a new, more sustainable course for the 21st Century. Despite the magnitude of investments, funding for the maintenance and repair of federal facilities has been inadequate for many years, and myriad projects have been deferred. Predicting Outcomes of Investments in Maintenance and Repair of Federal Facilities identifies processes and practices for transforming the current portfolio of federal facilities into one that is more economically, physically, and environmentally sustainable. This report addresses ways to predict or quantify the outcomes that can be expected from a given level of maintenance and repair investments in federal facilities or facilities' systems, and what strategies, measures, and data should be in place to determine the actual outcomes of facilities maintenance and repair investments.

Book excerpt: Reacting to the need to transform and the increasing pressure to outsource all non-core activities, Air Force Material Command Surgeon General discontinued its previous use of full service contracts with original equipment manufacturers and adopted a relatively new maintenance outsourcing strategy: strategic partnering with an equipment management firm. The objective of this study is to create a decision-model for selecting the optimal management strategy for a healthcare organization's facility maintenance program. This study used personal interviews with facility management personnel from MAJCOMs to collect and analyze data. This study offers a re-conceptualized framework for viewing and understanding the various maintenance programs and their interrelationships. Additionally, the study evaluates the strategic fit between maintenance programs and strategic objectives and finally examines the strength of the strategic fit and how it relates to overall customer satisfaction of the maintenance program. The data from the interviews tested the interviewee's relative satisfaction with their programs and analyzed each management program and determined which strategic objectives resulted in satisfaction. This research found that facilities should determine their particular level of risk. Facilities that prefer term vs. whole insurance may be more satisfied with a program that hedges its risk by utilizing multiple OEMs or 3rd party providers. Facilities that desire stable pricing and cost structures and consolidated management would do well to investigate single OEMs or single comprehensive providers.
