Book excerpt: The authors analyze recent efforts at international cooperation to limit illegal migration, particularly through the use of legal migration avenues like guest worker schemes. They show that while guest worker schemes may be desirable as an avenue of international migration, they are an inefficient instrument to induce cooperation on illegal migration. On the one hand, guest worker schemes suffer from a negative selection problem relative to illegal migration, which tends to erode their attractiveness to source countries. On the other hand, guest worker schemes increase total (legal and illegal) migration which make them a costly compensating device for the host country. Moreover, guest worker schemes create additional pressure on host countries to implement tough laws against illegal immigration even when the host finds such laws undesirable. Thus, less favorable treatment of illegal immigrants, as in California Proposition 187, may be an inevitable rather than incidental outcome of reliance on guest worker schemes. In contrast, countries that are willing to use transfers and other forms of economic assistance to induce source countries to cooperate can afford relatively liberal treatment of illegal immigrants.

Decision rules for migration are derived from a general model of Stochastic Dynamic Programming and the properties of temporary migration equilibria are discussed as well. Finally, some hints are given for esti- mating the theoretical models which are elaborated in the book. Many results concerning the properties of optimal migration policies and of temporary migration equilibria are new. For example, it is demonstrated that less information about a country might it make more attractive for immigration, and conditions are analyzed that imply the existence of a significant stream of migrants even between identical countries in a temporary equilibrium state. The book is written for the mathematically oriented reader in economics, operations research or econometrics who is interested in application of Stochastic Dynamic Programming to an important field of research in population economics.

Book excerpt: Political scientist Immanuel Ness thoroughly investigates the use of guest workers in the United States, the largest recipient of migrant labor in the world. Ness argues that the use of migrant labor is increasing in importance and represents despotic practices calculated by key U.S. business leaders in the global economy to lower labor costs and expand profits under the guise of filling a shortage of labor for substandard or scarce skilled jobs. Drawing on ethnographic field research, government data, and other sources, Ness shows how worker migration and guest worker programs weaken the power of labor in both sending and receiving countries. His in-depth case studies of the rapid expansion of technology and industrial workers from India and hospitality workers from Jamaica reveal how these programs expose guest workers to employers' abuses and class tensions in their home countries while decreasing jobs for American workers and undermining U.S. organized labor. Where other studies of labor migration focus on undocumented immigrant labor and contend immigrants fill jobs that others do not want, this is the first to truly advance understanding of the role of migrant labor in the transformation of the working class in the early twenty-first century. Questioning why global capitalists must rely on migrant workers for economic sustenance, Ness rejects the notion that temporary workers enthusiastically go to the United States for low-paying jobs. Instead, he asserts the motivations for improving living standards in the United States are greatly exaggerated by the media and details the ways organized labor ought to be protecting the interests of American and guest workers in the United States.
