Book excerpt: This technical document has been developed in recognition of the increasingly diverse demands for water from irrigation systems and the need to introduce more holistic land uses into conventional irrigation management. Despite historical precedents and efforts in the twentieth and early twenty-first centuries, the potential for the integration of fish production (capture fisheries and aquaculture) and irrigation systems has yet to be fully realized. Capturing these underutilized opportunities for the integration of fisheries and aquaculture could significantly increase local economies, food security, household incomes and livelihood diversity within irrigated agriculture systems. To re-examine the potential of fisheries in irrigation systems, the concept of the extended command area (ECA) is used, expanding the conventional definition of an agriculture irrigation command area. The reason for this expanded definition is because all elements of an irrigation system, from upstream dam storage to downstream drainage areas, offer opportunities for increasing fish production. Many of these opportunities may be realized at no additional cost to the main irrigated crop. This document provides an introduction to the ways fisheries and aquaculture already co-exist with irrigation and explores the threats and opportunities that arise from this. A key concept for sustaining and enhancing inland capture fisheries is “connectivity”– a fundamental basis for ensuring adequate environmental conditions to allow fish to flourish within an aquatic ecosystem such as a river, lake, or wetland. Improving connectivity within an ECA can restore elements of ecological services that may have been compromised or degraded through irrigation, water management or through other rural infrastructure development such as road construction. Practical application of the integration of fisheries and irrigation systems is explored through the use of the Ecosystem Approach to Fisheries (EAF) in the context of irrigation systems. The proposed process links the development of an EAF management plan for fisheries to irrigation system operation and is given the acronym EAFm-i. A key part of this linkage is an assessment of water resources in the system and the management of water for delivery to fisheries. Additional tools to support the EAFm-i process are also described. Although the experience and approach are drawn largely from irrigation systems and inland capture fisheries in Southeast Asia, the application of the ECA concept and approach will be relevant to any irrigation or water management system where there is potential for the closer integration and harmonization of fisheries and irrigation systems and where water users are interested in realizing this potential. This short paper is intended to encourage fisheries and irrigation specialists to engage in greater dialogue and cooperation over the integration of fisheries into irrigation planning and to support piloting of an EAFm-i process, which can be the basis for further development.

One important way to achieve this is by better integrating fisheries into the planning, design, construction, operation and management of irrigation systems. Irrigation – a major contributor to the Green Revolution – has significantly improved agricultural production worldwide, with consequent benefits for food security, livelihoods and poverty alleviation. Today, irrigated agriculture represents about 21 percent of cultivated land, but contributes approximately 40% of the total global crop production. Many governments continue to invest in irrigation as a cornerstone of food security and rural development. Investments in irrigation often represent a pragmatic form of adaptation to changing climatic conditions. This guide focuses on how to sustainably optimize and broaden the range of benefits from irrigation development - not only economic but also social and environmental benefits . It emphasizes the opportunities that fisheries could provide to increase food production and economic returns, enhance livelihoods and public health outcomes, and maintain key ecosystem services. The guide considers possible trade-offs between irrigation and fisheries, and provides recommendations on how these could be minimized.

Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

Book excerpt: This report showcases examples of actions taken by small-scale fishers and aquaculture farmers in Asia to restore the productivity of aquatic ecosystems. Small-scale fishers and fish farmers include some of the world’s most marginalized and impoverished people groups, yet their harvests account for over half of the world’s aquatic food production. The marine, coastal and freshwater ecosystems their livelihoods depend upon are degraded from human impacts and further at risk from climate change. Ecosystem restoration actions by fisherfolk communities can revitalize the socio-ecological services and sustain progress over time. Both passive and active restoration approaches are being employed across Asia’s marine, coastal and inland waterways. Fishers, fish farmers, and fishworkers’ restorative actions are focused on increasing the sustainability of their operations. Common approaches include eliminating destructive fishing, reducing overfishing through gear changes and effort control, restoring connectivity of floodplains and fish migration pathways, integrated aquaculture and rice-farming practices, re-stocking of native fisheries, and actively rehabilitating and / or re-establishing habitats. Progress is measurable through a diverse array of environmental, socio-economic and governance related metrics. Changes in fisheries catches, ecological connectivity, water quality, habitat diversity and structure, and fish consumption provide important measures of biodiversity gains (or losses). Common enablers of success include economic incentives, co-management and legal recognition of fishing rights, highly engaged fisherfolk cooperatives or community groups, women’s leadership and development, and community partnerships with stakeholders that focus on enabling fisherfolk’s own goals for sustainable livelihoods. Ecosystem restoration activities have not lasted when these enablers are insufficiently attended to and when environmental aspects of project feasibility, such as the choice of rehabilitation locations and / or species, are poorly planned. Successes in ecosystem restoration by fisherfolk can and are being scaled out to neighbouring communities and countries. Key to this is the sharing of stories, lessons learned and tools through south-south partnerships, learning exchanges, and women’s groups. Simple, low-cost tools and actions have enabled long-term engagement by small-scale fishers in sustainable operations. More complex actions, such as the uptake of integrated aquaculture systems, are also enabling stepwise changes in ecosystem restoration. By sharing stories from different ecosystems, fisheries, and geographies, this report seeks to help fisherfolk and their partners glean from one another and achieve faster progress in ecosystem restoration.

Activities in other domains, such as land and water use, have major impacts on inland fisheries through, for example, habitat degradation and loss. Mainstreaming the values and needs of inland fisheries into these areas is required if their sustainability is to be achieved. The extent to which inland fisheries are included in, or are relevant to, the most directly relevant international conventions, processes and fora, is assessed. These are prioritized based on a combination of the relevance of their mandates, or work areas, and assessed priorities or opportunities for action.

Book excerpt: Climate change is one of the most critical social and environmental concerns and the biggest threat to economic stability in human history. Türkiye, Azerbaijan, and Central Asia countries, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, are vulnerable to the negative impacts of climate change. Although average forest cover is only 10.2 percent of these countries (FAO-SEC countries), they play an essential role in climate change mitigation and adaptation, including human well-being and biodiversity co-benefits. The NbS concept has gained attention since the late 2000s. Its practical contribution to global climate change mitigation and adaptation efforts has found significant implementation opportunities in forestry to support the protection and conservation, restoration and expansion, and sustainable management of forests under the impact of climate change.Globally, implementing NbSs to combat the negative impact of climate change on forestry is promoted by the United Nations Forum on Forests (UNFF), United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, United Nations Convention to Combat Desertification (UNCCD), Convention on Biological Diversity (CBD), The United Nations Human Settlements Programme (UN-Habitat), and the 2030 Agenda for Sustainable Development.Regionally, implementing NbSs to combat the negative impacts of climate change on forestry has been included in the forest policy initiatives of the countries in the sub-region recently. As a result, governments have implemented NbSs through national strategies and programs to address societal challenges by enhancing ecosystem services and promoting human well-being and biodiversity co-benefits. For example, Azerbaijan has implemented afforestation, reforestation, rehabilitation, and restoration activities in forest fund lands on an average of 9 727 hectares (ha) annually since 2000. Kazakhstan aims to save the Aral Sea basin from salinity and improve soil fertility through afforestation activities of saxaul species on 0.25 million ha, and the afforestation area in the Aral Sea will be extended by 1 million ha till 2025. Kyrgyzstan has planned a 1,000-ha annual plantation program to expand protected natural areas to 10 percent. Tajikistan implements 2,000 ha of annual plantation activities to increase the greenhouse gas (GHG) mitigation potential through participatory forestry sector development. Türkiye implemented afforestation, soil conservation, forest rehabilitation, pasture rehabilitation, private afforestation, artificial regeneration, and establishment of energy forests activities on 9.62 million ha from 1946 to 2022. Turkmenistan conducts afforestation activities with drought-resistant plant species and established the "Golden Century Lake" in the Karakum Desert to improve the climate conditions and conserve biodiversity. Book excerpt: The review presents the strong business case for inland food fisheries in developing countries to be either a co-benefit, or very often the main benefit, of ecosystem restoration. In view of the current state of inland water aquatic habitats the potential for restoration is high. Realizing this potential requires concerted action to overcome current challenges, foremost of which is the invisibility of inland fisheries in many policy arenas as well as technical and scientific fora. The drivers of ecosystem degradation, ecosystem services valuation frameworks and the main technical tools for implementing interventions are presented. Experiences in developed countries dominate the literature but are not necessarily applicable to developing country inland food fisheries. Local communities that have high dependency on inland fisheries and live in close association with inland water fisheries habitats not only provide much higher fisheries values but a management asset that is unavailable in developed countries and the mainstay of many successful restoration programmes. Ten case studies, representing effective restoration of food fisheries from local to basin scale are used to illustrate what can be achieved. The prospects of inland fisheries benefiting from, or contributing to, the UN Decade on Ecosystem Restoration (2021–2030) are good but upscaling the existing progress will require increased and sustained efforts to mainstream the values of inland fisheries including their co-benefits for biodiversity conservation.

Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture. It includes examples of FAO’s support to countries so that they are better able to adapt to the impact of climate change in the fisheries and aquaculture sector. It also brings together FAO’s most up-to-date knowledge on climate change, including a portfolio of adaptation tools and measures used to support countries’ climate commitments and action plans.
