For countries that share river basins with others, questions of how best to use and protect precious water resources always become entangled in complex political, legal, environmental, and economic considerations. This book focuses on the issues that face all international river basins by examining in detail the Nile Basin and the ten countries that lay claim to its waters. John Waterbury applies collective action theory and international relations theory to the challenges of the ten Nile nations. Confronting issues ranging from food security and famine prevention to political stability, these countries have yet to arrive at a comprehensive understanding of how to manage the Nile’s resources. Waterbury proposes a series of steps leading to the formulation of environmentally sound policies and regulations by individual states, the establishment of accords among groups of states, and the critical participation of third-party sources of funding like the World Bank. Book excerpt: Irrigation development has been identified as a means to stimulate economic growth and rural development in Ethiopia. However, little attempt has been made to quantify the contribution of irrigation to national income. Using data from selected irrigation schemes, representing small, medium and large-scale schemes of modern or traditional typologies; the present coverage and planned growth of irrigation, actual and expected contributions of irrigation to the national economy were quantified following the approach of adjusted gross margin analysis. Our results show that irrigation yields 219.7% higher income compared to the rainfed system while its current and future contribution to agricultural GDP is estimated to be about 5.7 and 12% although irrigation covers about 5 and 9% of the total cultivated land area, respectively.

Book excerpt: Sudan was traditionally one of the world's largest producers of long-stable cotton and medium producer of medium-stable cotton. In the Sudan cotton has been the most important cash crop and foreign-currency earner for the past 50 years. During the seventies and up to late eighties cotton alone contributed between 45 and 65 percent of the total foreign-currency earnings however, it contribution dropped below 3% in 2001. In addition, cotton is considered as a main source of income for about 13 percent of the total labor-force. In spite of the economic importance of cotton for the Sudan economy big fluctuations in cotton area, production and yield occurred. Gezira Scheme (GS) contributes about 60 % of the total cotton produced in Sudan. The study answers the following research questions (1) What are the main driving factors and the reasons for the decrease of cotton production in the GS; (2) Is the cotton yield variability among the tenants in the GS due to random variability or due to the tenants' technical inefficiency or scheme management factors? What are the main factors behind technical inefficiency?; (3) What are the economic losses as a result of cotton production variability in the GS? and (4) If the tenants are free to choose what to produce, what are the crop combinations they will select and how close are they to the current crop combination?

Book excerpt: Wheat is a strategic and political good in Sudan and has played a central role in the country’s economy during successive regimes. Disruptions in Sudan’s wheat value chain usually leads to shortages of wheat bread, price spikes, and political unrest. With the objective of ensuring sufficient grain supplies for domestic consumption, Sudan’s domestic and imported wheat sectors have been subject to several government interventions over the last decades. Most interventions have focused on and aimed to (i) stimulate domestic production, (ii) ensure a reliable flow of wheat imports to compensate for low domestic wheat production, and (iii) monitor wheat flour and bread distribution processes to limit leakage and wastage. Sudan has two distinct wheat value chains: one for imported wheat and one for domestic wheat. The imported wheat value chain involves three major actors: milling companies, wheat flour agents, and bakeries. The domestic (locally produced) wheat value chain involves four main actors: wheat producers, wheat grain wholesalers, wheat grain retailers, and consumers. To understand the landscape of the wheat sector in Sudan, this report relies on rapid assessment surveys of the main wheat value chain actors. The aim is to closely identify different value chain actors’ distinct roles of the and to explore their linkages. The report evaluates and identifies key bottlenecks that likely cause wheat and bread supply disruptions while also shedding light on untapped opportunities and possible policy options to improve the functioning of Sudan’s wheat sector. We document wheat value chain actors’ policy preferences, which vary depending on whether actors are engaged in the domestic or the imported value chain. The report highlights the differential impact of COVID-19 and related mobility restrictions on wheat value chain members. For example, while wheat production remains mostly unaffected by the outbreak of the COVID-19 pandemic, the marketing, trade, and distribution of wheat and wheat flour has been adversely affected by it.
