Book excerpt: The Conference on Urban Housing Markets sponsored by the Centre for Urban and Community Studies in October 1977 was the first major conference on housing to be held in Canada since the First Canadian Housing Conference sponsored by the Canadian Welfare Council in 1968. This volume is at once a record of the Conference and a review of important recent research on urban housing markets and related public policy issues. The book captures the flavor of a lively debate between academics and policy analysts, and the commentaries and discussion sections provide, in non-technical language, a statement of some major questions confronting government policy on housing. In addition to its use as a record of an important Canadian conference, the book is a valuable collection of recent housing research. The ten papers cover a wide variety of topics ranging from conceptual and methodological issues on the one hand to critiques of Canadian housing policies on the other. They indicate the range of issues which must be taken into account in assessing housing policy. Neighborhood is viewed as a good with demand, supply, and equilibrium aspects. Topics covered range from demand for neighborhood and interneighborhood mobility to neighborhood choice and transportation services. The role of governments as suppliers of neighborhoods is also considered. Comprised of 12 chapters, this book begins with an introduction to some of the efforts to measure neighborhood effects and the approaches used in analyzing the role of neighborhood in the urban economy. The next section deals with the determinants of neighborhood demand in different eastern and midwestern cities in the United States in the mid- to late 1960s. The location choice of a sample of Pittsburgh households is examined, along with the role that neighborhood transition at the origin played in governing the decision to move or stay put. Subsequent chapters focus on the neighborhood choice of households already living in Washington, D.C., in 1968 as a joint prior choice of residential location, housing type, automobile ownership, and mode of travel to work; how the supply of certain kinds of neighborhoods can be determined by the interaction of residential demand and housing supply in the private sector; and optimum neighborhood supply by local governments. The concluding section analyzes neighborhood in an equilibrium setting, with emphasis on price outcomes and the quantity aspects of neighborhood. This monograph will be of value to economists as well as to researchers and students interested in urban economics.

These programs provide direct assistance to low-income property owners in an attempt to arrest neighborhood decline and encourage revitalization. The authors used the Harvard Urban Development Simulation Model (HUDS) in evaluating these programs. HUDS, a large-scale computer model, represents the process of housing rehabilitation, the production and consumption of housing services, household moving decisions, and other determinant of neighborhood change. The model simulates the behavior of approximately 80,000 individual households in two hundred residential neighborhoods of various quality levels. Unlike more aggregate models of urban development, HUDS has the capacity to identify how specific housing policies affect individual households as well as particular neighborhoods. Since program evaluations are no better than the models on which they are based, the authors provide sufficient detail to permit those readers primarily interested in the policy analysis to assess the methodology and to understandhow the policies are represented in the model; a more technical discussion of the model is then presented in appendixes. Although the simulations focus on policies that induce central-city property owners to upgrade their properties and thus stimulate revitalization, many of the authors' findings are relevant to larger issues of urban development. For example, the analysis of how housing rehabilitation subsidies affect the investment behavior of nonsubsidized property owners provides insights about the link between initial upgrading and sustained neighborhood improvement. The analysis also demonstrates how differences in location, household, and housing stock characteristics affect a particular neighborhood's responsiveness to a common policy initiative.

From the Preface: In this book I present what I believe to be the most important theoretical topics in urban economics. Since urban economics is a rather diffuse field, any presentation is necessarily selective, reflecting personal tastes and opinions. Given that, I note on what basis I chose the material that is presented and developed.First, the basic spatial model of a monocentric city is presented, since it lays the foundation for thinking about many of the topics in urban economics. The consideration of space and spatial proximity is one central feature of urban economics that distinguishes it from other branches of economics. The positive and negative externalities generated by activities locating in close spatial proximity are central to analysis of urban phenomena. However, in writing this book I have tried to maintain strong links between urban economics and recent developments in mainstream economic theory. This is reflected in the chapters that follow, which present models of aspects of the most important topics in urban economics--externalities, housing, transportation, local public finance, suburbanization, and community development. In these chapters, concepts from developments in economics over the last decade or so are woven into the traditional approaches to modeling these topics. Examples are the role of contracts in housing markets and community development; portfolio analysis in analyzing housing tenure choice and investment decisions; the time-inconsistency problem in formulating long-term economic relationships between communities, developers, and local governments; search in housing markets; and dynamic analysis in housing markets and traffic scheduling. The book ends with chapters on general equilibrium models of systems of cities, demonstrating how individual cities fit into an economy and interact with each other. This book is written both as a reference book for people in the profession and for use as a graduate text. In this edition, a strong effort has been made to present the material at a level and in a style suitable for graduate students. The edition has greatly expanded the sections on housing and local public finance so these sections could be studied profitably by a broad range of graduate students. Recommended prerequisites are an undergraduate urban economics course and a year of graduate-level microeconomic theory.
