Book excerpt: This book intends to make sense of how Chinese leaders perceive China’s rise in the world through the eyes of China’s international relations (IR) scholars. Drawing on a unique, four-year opinion survey of these scholars at the annual conference of the Chinese Community of Political Science and International Studies (CCPSIS) in Beijing from 2014–2017, the authors examine Chinese IR scholars’ perceptions of and views on key issues related to China’s power, its relationship with the United States and other major countries, and China’s position in the international system and track their changes over time. Furthermore, the authors complement the surveys with a textual analysis of the academic publications in China’s top five IR journals. By comparing and contrasting the opinion surveys and textual analyses, this book sheds new light on how Chinese IR scholars view the world as well as how they might influence China’s foreign policy.

Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book’s contributors focus in detail on these four areas: 1. intergovernmental relations, including the shifting balance between centralisation and decentralisation 2. budgeting and financial management, including during and after the COVID-19 pandemic 3. the civil service, its capability, and its relationship with government and the public 4. service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.

Book excerpt: In an era of globalization, internationalization of higher education (IHE) has been constructed as an almost inevitable trend and has become a common pursuit of many nations in their higher education (HE) policies. This book focuses on two nations, China and Australia, in terms of this trend. The broadest aim of this book was to find out the interactive relationships between global and national pressures in policy development by comparing the international HE policies in China and Australia. The three categories, overarching meta-policies at the macrolevel (nation), institution focused policies at the mesolevel (universities), and people focused policies at the microlevel (individuals) are documented and analyzed. Similarities and differences are identified. Similarities include promoting and deepening IHE as one important agenda in national policies at the macrolevel in the two nations, promoting transnational cooperation in the provision of HE at the mesolevel, as well as increasing international student numbers and encouraging an outflow of student learning and exchanges at the microlevel. Differences include China’s soft power initiatives and Australia’s appeal for the sustainability of international HE as a national priority in the area of IHE at the macrolevel; the focus on “World Class Universities” construction in China and strengthening the overall HE system in Australia; and different issues in relation to people mobility and brain circulation—specifically, encouraging more outflow of students and attracting more inflow of talents and international students in China, and over-reliance on international students financially in Australia. It is suggested that different responses to the global trends reflect the specificities of each nation and the ways path-dependent factors mediate global pressures. This comparison will facilitate a better understanding of how globalization has affected and been responded to in IHE policies and enable a better understanding of their path-dependent mediation through a focus on two specific sets of national policies.

Canberra has implemented a range of new policies in response to the risks it perceives in Australia’s economic relations with China, the Chinese Communist Party’s efforts to exert political influence in Australia, the expanding capabilities and presence of the People’s Liberation Army, and Beijing’s economic and diplomatic gains in Southeast Asia and the Southwest Pacific. China’s policies towards Australia have become more coercive in economic as well as diplomatic terms. However, Australia has withstood Beijing’s punitive trade measures without suffering significant economic damage. China’s more assertive regional posture has prompted far-reaching changes to Australia’s defence and alliance policy settings, including new capability acquisitions and strategic initiatives such as AUKUS. In this Adelphi book, Euan Graham argues that Australia has provided an imperfect but nevertheless useful exemplar of how governments may respond effectively to multifarious security challenges from China. In particular, the Australian case shows how measures to address domestic vulnerabilities may serve as the foundation for a successful China policy at the international level.

By systematically examining the development of power dynamics in Asia-Pacific, it challenges the notion that a wealthier and militarily more powerful China is automatically turning the regional tides in its favour. With a special emphasis on Sino-US competition, the book explores the alleged linkage between the regional distribution of relevant material and immaterial capabilities, national power and the much-cited regional power shift. The book presents a novel concept for measuring power in international relations by outlining a composite index on aggregated power (CIAP) that includes 55 variables for 44 regional countries and covers a period of twenty years. Moreover, it develops a middle power theory that outlines the significance of middle powers in times of major power shifts. By addressing political, military and economic cooperation via a structured-focused comparison and by applying a comparative-historical analysis, the book analyses in depth the bilateral relations of six regional middle powers to Washington and Beijing.

Book excerpt: The number of Chinese research students studying in Australian universities is growing (Bradley, 2008). They are supposed to adapt to the new academic culture and their own intellectual assets are marginalised or even ignored (Singh, 2009, 2010; Singh & Han, 2009, 2010). Being situated in an academic environment which is Eurocentric, hierarchical, and largely dominated by the Western or Euro-American theory, in most cases, these students have to keep their own intellectual assets silent. This is another representation of Eurocentric knowledge diffusion (Alatas, 2006; Connell, 2007). However, despite all these unfavourable situations, some Chinese international research students have used some Chinese intellectual assets while doing research in Australia (Han, 2006; Han & Zhao, 2008; Singh & Han, 2009, 2010). Informed by Rancieres concepts of democracy (1991, 2006a, 2007b, 2009c) and mute speech (1999, 2007b, 2010a), this study makes original contribution to knowledge through (i) advancing a claim for, and an approach to democratising Australian research education and (ii) developing the mute speech pedagogy which might help engaging non-Western theoretical knowledge in this process.

It discusses how increased travel and contact between China and the West are having a profound impact; showing how increased interchange with Western men, for whom "wu" is a more significant ideal, has shifted the balance in the classic Chinese dichotomy; and how the huge emphasis on wealth creation in contemporary China has changed the notion of "wen" itself to include business management skills and monetary power. The book also considers the implications of Chinese "soft power" outside China for the reconfigurations in masculinity ideals in the global setting. The rising significance of Chinese culture enables Chinese cultural norms, including ideals of manhood, to be increasingly integrated in the international sphere and to become hybridised. The book also examines the impact of the Japanese and Korean waves on popular conceptions of desirable manhood in China. Overall, it demonstrates that social constructions of Chinese masculinity have changed more fundamentally and become more global in the last three decades than any other time in the last three thousand years.
