Audiences also served as a stage for negotiation and political decision-making. Beyond that, the ceremonial of audience acted as an integrative factor, strengthening the connections between the ruler and his subjects, the élite and his dynastic background. It thus reflects the structure, or at least the intended structure of rule, and allows us to get insight into the perception of the ruler in the respective society. This volume offers an approach to forms and structures of audiences in different epochs and regions. Choosing a transcultural and diachronic perspective, it aims at delineating similarities and differences as well as possible lines of development of the ceremonial on a broad basis of case studies. Audienzen gehören zu den prägenden Bestandteilen höfischen Lebens und können als zentraler Aspekt der Herrschaftsrepräsentation bezeichnet werden. Sie dienten aber nicht nur der Repräsentation, sondern waren auch Ort von Verhandlung und politischer Entscheidung. Hinzu trat die integrative Funktion der Audienz: Durch den Vollzug des Zeremoniells wurde auch die Verbindung des Herrschers zu seinen Untertanen, Vertrauten und zu seiner Dynastie dargestellt und gefestigt. Book excerpt: Dr Heywood’s second volume of collected papers in the Variorum series brings together fourteen studies published between 2000 and 2010. They represent two of the main strands of his interests during the past decade: the era of Ottoman history dominated by the ministerial family of Köprülü; and the maritime history of the ’post-Braudelian’ Mediterranean, in the later 17th and early 18th centuries. Aspects of the Köprülü era under examination in Part One include the shifting chronology of the Çehrin campaign of 1678; a study of the role of renegades in Ottoman service, linked in this instance to the Venetian betrayal of the Cretan fortress of Grabusa to the Ottomans in 1691, and a study of the reorganisation of the Ottoman state courier service in 1696, together with three studies of English diplomacy at the Porte during the ’Long War’ of 1683-99. In Part Two maritime and Mediterranean themes predominate. Four papers revolve around the complexities of the English maritime and commercial presence in Algiers in the decades before and after 1700, and two examine the Ottoman maritime frontier in the western Mediterranean and in the Aegean in the same period. The volume concludes with a look at the daily (and mainly maritime) uncertainties in the life of the French community in Cyprus at the turn of the eighteenth century, and an examination of the emergence of Fernand Braudel’s intellectual involvement with Ottoman history, down to the publication in 1949 of his epochal study of the Mediterranean in the age of Philip II.

To the German Empire, as a relative latecomer to imperialistic rivalry in the struggle for colonies around the word in the late 19th century, arms exports performed a decisive service in stimulating and strengthening the German military-based expansionist economic foreign policy and provided effective tools to create new alliances around the globe. Therefore, from the outset, the German armament firms' marketing and sales operations to the global arms market but especially to the Ottoman Empire, under the rule of Sultan Abdülhamid II, were openly and strongly supported by Kaiser Wilhelm II, Bismarck and the other decision-makers in German Foreign Policy. Based on extensive multinational archival research in Germany, Turkey, Britain and the United States, Arming the Sultan explores the decisive impact of arms exports on the formation and stimulation of Germany's expansionist foreign economic policy towards the Ottoman Empire. Making an important contribution to current scholarship on the political economy of the international arms trade, Yorulmaz's innovative book Arming the Sultan reveals that arms exports, specifically under the shadow of personal diplomacy, proved to be an indispensable and integral part of Germany's foreign economic policy during the period leading up to WW1.

He belonged to that very small circle of leaders who solemnized their time in power, transforming the Sultanate by empowering generations of citizens to lead constructive and fulfilling lives. Joseph Kéchichian provides a full assessment of the fourteenth Al Sa'id dynasty sovereign, setting out his vision for what was then a relatively isolated nation, championing the necessity for alliances, investing in people as well as the land, and founding key institutions that evolved over five decades. These achievements took time to materialize as Qaboos preserved Al Sa'id rule, governed wisely, avoided internal and external political entanglements, and passed the torch to his successor Haitham bin Tariq, who validated Al Sa'id authority upon becoming Sultan. A Sultanate that Endures is a companion volume to Oman and the World: The Emergence of an Independent Foreign Policy (RAND, 1995). It highlights Omani history, with a particular focus on the religious creed Ibadhiyyah that embraces tolerance and prevents injustice. The transition from a theocracy to a monarchy that established dynastic rule is discussed in the context of the Sultanate's millennial history, affirming its rulers' legitimacy and citizen acceptance. And if so, what were the core motivating principles that governed the dynasty over its 600 year lifespan and how continuous and consistent were they? Following the death of the dynasty's eponymous founder Osman in 1324, 35 successors held the throne. Despite the wide range of character traits, dispositions and personal preferences, they led the expansion, stagnation and eventual collapse of the empire. Rhoades Murphey offers an alternative way of understanding the soul of the empire as reflected in its key ruling institution: the sultanate. For much of the period of centralized Ottoman rule between ca. 1450 and 1850 each of the dynasty's successive rulers developed and used the state bureaucratic apparatus to achieve their ruling priorities, based around the palace and court culture and rituals of sovereignty as well as the sultan's role as the head of the central state administrative apparatus. Sovereignty was attached to the person of the sultan who moved (with his court) both often and for prolonged stays away from his principal residence. In the period between 1360 and 1453 there were dual capitals at Bursa and Edirne (Adrianople) and even after 1453 several Ottoman sultans showed a preference for Edirne over Istanbul. Even Sultan Suleyman the Magnificent - held by the Ottomans, western contemporaries and modern analysts alike to be the pinnacle and paragon of Ottoman kingship - spent far more time away from his residence at the Topkapi Palace than in it. This book explores the growing complexity of the empire as it absorbed cultural influences and imperial legacies from a wide diversity of sources each in turn engendering a further interpretation of existing notions of kingship and definitions of the role and function of the ruler.
