Book excerpt: The Kurdistan region of Iraq is facing an economic and humanitarian crisis as a result of the influx of Syrian refugees which began in 2012 and internally displaced persons (IDPs) in 2014. The region's population increased by 28 percent over a short period, placing strains on the local economy, host community, and access to public services. This book provides national and regional policy makers with a technical assessment of the impact and stabilization costs needed for 2015 associated with the influx of refugees and IDPs. The stabilization cost for 2015 is estimated at US$1.4 billion in additional spending above and beyond the region's budget. This estimate could significantly increase should the crisis persist longer. The study highlights how prices and unemployment have increased, and refugees and IDPs entering the labor market are pushing wages down. A surge in violence led to supply side shocks. The ISIS crisis has had a significant effect on trade of goods and services. Transportation routes were disrupted. Foreign direct investment flows have declined and operations of foreign enterprises have been adversely affected. Disruption of public investment projects have had a negative impact on the economy. Based on the World Bank estimates, economic growth contracted by 5 percentage points in the region and the poverty rate more than doubled, rising from 3.5 percent to 8.1 percent. While the government has been responsive to addressing the needs of the displaced population up until now, more resources are needed to avert this humanitarian crisis and address the needs of the displaced population in the medium- and long-term. The report is an outcome of close collaboration between a wide spectrum of World Bank experts and regional government institutions and international partners.

Prepared for and at the request of the Kurdistan Regional Government (KRG), this monograph is based on a variety of research methods and analyses. These include a review of the existing literature, analyses of survey data, analysis of Kurdistan regional and Iraqi national documents and laws, and a qualitative assessment of numerous conversations with government officials and private-sector employers. The KRG can develop its private sector by removing obstacles to starting or expanding a business, by identifying sectors for which conditions are particularly favorable for private-sector growth and supporting them, and by outsourcing and privatizing some functions that the KRG currently performs. However, private-sector growth does not guarantee that civil-service workers will leave for private-sector employment. Civil-service workers will need the qualifications necessary for private-sector jobs and will have to expect that the benefits of private-sector employment outweigh the benefits of civil-service employment. At the same time, as the KRG devises methods for encouraging civil-service workers to leave for the private sector, a key challenge will be to ensure that the most productive employees stay with the KRG in order to ensure the proper functioning of government.

In the second half of the 20th century the international oil sector shaped Iraq's economy, forcing it to rely too heavily on revenue brought in by oil production and exports. Iraq's failure to use copious oil rents to diversify the economy has proven disastrous for its people and economy. Its over-reliance on oil revenues coupled with the consequences of its war with Iran, the Gulf War, and the ensuing economic sanctions have led the country to economic destruction, sanctions, and enormous debt. Iraq is a major oil producing country, a founding member of OPEC, and possesses the world's second highest amount of oil reserves. Yet few studies exist on Iraq's oil industry and its impact on the economic and political fortunes of the country. Alnasrawi remedies this by helping us understand this important Arab, Middle Eastern, oil-exporting country that has been a constant focus of U.S. foreign policy since 1990. Alnasrawi concludes that the availability of capital is an insufficient condition for economic development, and may in fact retard it, as it did in this now reviled and wrecked country.

The economy of the Kurdistan Region of Iraq (KRI) is mainly dependent on oil revenue. The oil export revenue constitutes more than 90% of the government’s fiscal revenue. In addition to that, the public sector plays an excessive role in the economy, with public spending to GDP being over 70% while revenue from taxation constitutes less than 30% of total revenue. As the economy is not diversified, there is a large gap between demand and supply of locally produced tradeable goods, leaving the KRI economy highly dependent on imports. Another structural challenge of the KRI economy is its dependence on cash and a weekly financial system. Although the region has witnessed extraordinary economic growth from 2008 to 2014, the growth rate decreased from 8 to 1 percent, trade and investment dropped to 5 percent, and the unemployment rate significantly increased to over 20% by the end of the year 2019. To maintain the progress of economic development, it is necessary to upgrade the country’s industrial structure in order to be able to generate more value-added products, which requires advancement in technological infrastructure to employ more sophisticated technologies. There is not much written about Kurdistan and its economy, and yet there is a comprehensive development plan and resources to be used for education, research, rehabilitation, development, and reconstruction. As such, this book would be of interest to researchers, decision-makers, governmental and non-governmental organizations, undergraduate and graduate students, and the general public with an interest in the Middle East and contemporary Kurdish issues. It is a good up-to-date handbook for policymakers and NGOs involved in the rehabilitation, reconstruction, and development of Iraq.
