Coal focuses on the research and development needs and priorities in the areas of coal resource and reserve assessments, coal mining and processing, transportation of coal and coal products, and coal utilization.

Book excerpt: This report presents an initial evaluation of the major health and environmental issues associated with increased coal use in the six midwestern states of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. Using an integrated assessment approach, the evaluation proceeds from a base-line scenario of energy demand and facility siting for 1975-2020. Emphasis is placed on impacts from coal extraction, land reclamation, coal combustion for electrical generation, and coal gasification. The range of potential impacts and constraints is illustrated by a second scenario that represents an expected upper limit for coal utilization in Illinois. The following are among the more significant issues identified and evaluated in this study: If environmental and related issues can be resolved, coal will continue to be a major source of energy for the Midwest; existing sulfur emission constraints will increase use of western coal; the resource requirements and environmental impacts of coal utilization will require major significant environmental and economic tradeoffs in site selection; short-term (24-hr) ambient standards for sulfur dioxide will limit the sizes of coal facilities or require advanced control technologies; an impact on public health may result from long-range transport of airborne sulfur emissions from coal facilities in the Midwest; inadequately controlled effluents from coal gasification may cause violations of water-quality standards; the major ecological effects of coal extraction are from pre-mining and post-reclamation land use; and sulfur dioxide is the major potential contributor to effects on vegetation of atmospheric emissions from coal facilities.

Book excerpt: This report analyzes the effects on regional coal markets of a policy requiring the ''Best Available Control Technology'' (BACT) for sulfur emissions. Four likely BACT implementation strategies are defined and tested in a detailed model of U.S. coal markets. The study estimates the effects of BACT on regional coal production, interregional shipments, and coal utilization costs. Initially, any BACT policy will have small effects on coal markets but will substantially alter market patterns between 1985 and 1990. With or without BACT, production levels in the Northern Great Plains will remain at boom levels through about 1985. Differences in regional production shares among alternative BACT scenarios are minor in 1990 and almost negligible in 1985. Alternative BACT policies do not sifnificantly change the cost of burning high sulfur coal. Once the use of scrubbers is required, variations in the sulfur removal efficiency between 75% and 90% have minimal effects on the total cost of using coal. This helps to explain why the differences in market impacts among the four scenarios are generally insignificant. BACT policies will have two effects on coal combustion costs. In those areas where Western low sulfur coal is now used to meet NSPS, the costs of coal utilization (fuel plus control costs) will increase by 20 to 25%. In those areas where Eastern high sulfur coal is being used to meet NSPS, costs will increase by only 8 to 10%. In both cases, the increased costs will make coal-generated electrical power more expensive relative to nuclear power. This should widen the apparent cost advantage of nuclear plants in many areas. For those utility applications where coal is still a competitive fuel, the costs of power will increase by at least 2 mills/kWh.

Book excerpt: The National Coal Utilization Assessment is a two-year program, sponsored by the Department of Energy, to assess the potential environmental, social, and economic effects of coal development and use at the national and regional level. The Oak Ridge National Laboratory (ORNL) is one of six national laboratories participating in the program and is conducting the assessment in the 12-state southern region. The assessment is designed to analyze regional and national effects of an energy policy of increasd coal use. A recent national energy trends scenario was disaggregated as a basis for forecasting future energy demands for the southern region for 1985, 2000, and 2020. Based on these forecasts and existing energy generation capacities, ORNL developed a plausible county-level siting pattern for future coal-fired power generation, liquefaction, and gasification plants. Future coal mine production was also forecast for the region. These patterns of coal development and consumption were used to identify and assess the potential environmental, social, and economic effects likely to be experienced in the southern region for the forecast period. Additional energy scenarios and more detailed studies are currently underway as part of the second year of the coal assessment.
