So far there has been limited progress in ensuring that budgeting, portfolio management and fiscal risk management is climate sensitive. In addition, many of the weaknesses in the overall framework for public investment described in a separate report, also undermine the capacities for climate-sensitive public investment management. The mission makes three main recommendations to address current weaknesses and further improve the climate change awareness of public investment management: 1) Integrate national climate strategies and objectives for both climate change adaptation and mitigation in national, sectoral, construction and spatial planning processes; 2) Reflect climate change considerations in project selection, budgeting, and portfolio management decisions; 3) Strengthen management of climate-related fiscal risks.

It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. And, it examines how consistently can policies manage to reduce climate change effects on Egypt’s food security through qualitative research conducted through in depth interviews with ex-perts in the field. Egypt is one of the most vulnerable regions in the world to climate change risks. The agricultural sector is one of the affected sectors; this sector is very critical for Egypt’s national and food security since it shapes 17% of its GDP, 40% of its labor force, and 60% of its food production. Therefore, this study examines the current agricultural system and its vulnerabilities to climate change. Moreover, it dis-cusses how policies can manage to adapt to reduce climate change effects on Egypt’s food security and how can environmental and social concerns be integrated into envi-ronmental policies, to ensure sustainability. The study found that the current policies are not effective because of the absence of a relevant legal framework, lack of coop-eration among stakeholders, and the low awareness levels. Therefore, it is recom-mended to develop a comprehensive legal framework, which would support the gov-ernment to increase the cooperation among diverse stakeholders. In addition, it is suggested that the Egyptian government builds its cooperation with non-governmental organizations to raise awareness to the effect of climate change on re-sources and train stakeholders on how to use new technologies.

Book excerpt: This paper summarizes the methods and findings of the hydrological assessment component of the project studying likely impacts of climate change on water resources and agriculture in Africa. The first phase of the study used a version of a conceptual rainfall-runoff model called WatBal (Water Balance) applied to gridded data to simulate changes in soil moisture and runoff across the whole continent of Africa rather than to any particular catchment or water resource system. The model inputs were the climate variables of the 1961-90 climatology and physiological parameters (such as soil properties and land use) derived from global datasets for each of the 0.5 degree latitude/longitude cells across the continent. The primary model output comprised a time series (monthly time step) of simulated runoff for all the grid cells for each of the districts in the countries of interest. The second phase of the study extended the hydrology analyses to update the above hydroclimatic series to the year 2000 using updated input data. To ascertain the possible impacts of climate change within the districts being investigated this study used synthetic or GCM-based climate change scenarios as input to the WatBal model. The WatBal model was used to determine the impact of these different scenarios on runoff and actual evaporation and hence flow in the districts under study. The generated hydroclimatic series and scenario analyses were used as inputs into various Ricardian regressions in other analyses measuring likely impacts of climate change on the agricultural economies of Africa.

The Egyptian government has launched Egypt’s Vision 2030 in line with the 2030 Agenda, also known as the Sustainable Development Strategy (SDS), which encompasses the economic, social and environmental dimensions of development. It is under the SDS that all development plans in Egypt are incorporated while at the same time being strongly guided by the SDGs. Aware of the principle of shared but differentiated responsibility, Egypt also recognizes that fundamental challenges remain, despite a strong willingness to achieve the SDGs. High birth rates, brain drain phenomena, water scarcity, migration, discrimination against women and girls, a growing informal sector and instability in neighboring states (especially Libya and Syria) are only some of the many hindrances to sustainable development. In order to address these challenges, Egypt relies heavily on the SDGs, which are aimed at transforming our world. Although there is an urgent need for a drastic change in the way we use the Earth, the question arises as to whether the SDGs are sufficient to facilitate such a transformation.
