Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. Book excerpt: Australian Climate Policy and Diplomacy provides a well overdue critique of existing, and high-profile, publications that convey the ‘greenhouse mafia’ hypothesis, which posits that Australia’s weak policy response to climate change is the result of a menacing domestic fossil fuel lobby. Ben L. Parr argues that the shared government–industry discourse about protecting Australia’s industrial competitiveness has had a more decisive influence in shaping and legitimising Australian climate policy than the direct lobbying tactics of the fossil fuel industry. Parr also reveals how the divergent foreign policy discourses and traditions of Australia’s two major political parties – as internationalist versus alliance-focused – have enabled and constrained their climate diplomacy and domestic policies over time. To demonstrate his argument, he presents a discourse analysis woven into a chronological policy narrative, comprising more than 1000 primary texts (media releases, interviews, and speeches) generated by prime ministers and key fossil fuel lobbyists. This article examines Australia's climate change policies and describes how the current Federal government has been pursuing an alternative approach to climate change policy through its focus on five key international directions. This alternative approach to climate change policies sets no targets, timeframes or benchmarks for emissions reductions. Rather the Australian government argues that emissions reductions can be achieved through voluntary actions and economic incentives for promoting technological innovation. This article assesses this approach to climate change policies and asks how effective this alternative approach is. A quantitative assessment of the Australian government's approach is presented by looking at the national emissions data, and then a qualitative analysis of the intertwining policy directions is explored. This analysis reveals that the political and economic aspirations of the current Australian government have clearly directed climate change policy developments.

National governments tend to prefer ETSs over carbon taxes due to the political acceptability of ETSs. The Australian Government proposed emissions trading as a centerpiece of national climate change policy. However, there is still a debate concerning the choice of instruments for climate change policy. This paper suggests that for a comprehensive policy-making process prospective policy instruments require to be evaluated on a multi-criteria basis. To evaluate carbon tax and emissions trading the multi-criteria analysis (MCA) is proposed. To obtain the criteria specific to Australian conditions and assess relative importance of those criteria, the Delphi method is adopted. The Delphi study employs a group of Australian experts to revise and weigh the evaluation criteria. The result of this examination determines what criteria are considered to be necessary for evaluation of carbon tax and emissions trading in Australian context.

Under the evidence-based mandate, both experts and non-experts often assume that policy problems are sufficiently tractable and that experts can provide impartial and usable advice to government so that problems like climate change adaptation can be effectively addressed; at least, where there is political will to do so. This book compares the politics and science informing climate adaptation policy in Australia and the UK to understand how realistic these expectations are in practice. At a time when both academics and practitioners have repeatedly called for more and better science to anticipate climate change impacts and, thereby, to effectively adapt, this book explains why a dearth of useful expert evidence about future climate is not the most pressing problem. Even when it is sufficiently credible and relevant for decision-making, climate science is often ignored or politicised to ensure the evidence-based mandate is coherent with prevailing political, economic and epistemic ideals. There are other types of policy knowledge too that are, arguably, much more important. This comparative analysis reveals what the politics of climate change mean for both the development of useful evidence and for the practice of evidence-based policymaking.

The research has two interconnected aims: first, to examine the similarities and differences in socioeconomic settings and historical and current political contexts with regard to environmental protection and climate change in these two countries; and second, to explore how these contexts have influenced the countries' official reports on climate change. -- Addressing the first aim, this study explored historical context of the two countries starting from the early 1990s. This part employed comparative review and analysis based on examination of scholarly publications, legislation, government documents, mass media sources and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia utilising command-and-control methods whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government. Similarities between the countries identified are, for example, in deficits in the budget of local environmental authorities and in the presence of contradictions in legislation between national and regional levels of government. The research has also revealed cases of the so-called agency 'capture' where the Australian and Russian Governments have been 'captured' by big business, with state power serving the interests of the business elite. -- To address the second aim of the research, the Australian and Russian National Communications (NCs) submitted to the UNFCCC Secretariat from 1994 to 2010 were examined. NCs have been generally overlooked in academic literature to date. In order to position the NCs within socioeconomic and political contexts for the periods of time in which they were prepared, a new method of 'substantive content analysis-assisted critical discourse analysis with identification of important discourses' specifically developed for this study has been applied. -- The research has revealed 'power relations', 'key tensions', and 'ideologies' contained in the texts of NCs. It also demonstrated that important discourses in NCs are influenced by, first of all, national political and economic circumstances, and also by social context at the time of reporting. However, it is found that while Australian NCs have been used as a tool to reinforce the nation's negotiating position, Russian NCs have been written in a more pro forma style.
