Book excerpt: Throughout the last century and into this one, community colleges have become comprehensive institutions with multiple missions. However, because of resource scarcity, it is not possible to give equal priority to every functional goal that makes up the comprehensive mission. The purpose of this study, then, was to understand the goal priorities of strategic planners and system administrators in the Alabama Community College System and the extent to which these different stakeholders agree on those priorities for the community college. In this quantitative, descriptive study, the researcher sought to understand how stakeholders perceived the importance of different goals of the community college and how the same stakeholders would prefer those goals be prioritized. The researcher also examined how these goal priorities might differ by participant role, namely whether the participant was an ACCS Office employee, a college administrator, a faculty member, or a college staff member. In addition, differences in goals priorities with regard to the participant's location (in a college or in the ACCS office) and the participant's college size were analyzed. Data were collected using the Community College Goals Inventory (CCGI) developed by ETS. The CCGI asks respondents to identify the extent to which specific goals are being pursued at their institutions and the extent to which specific goals should be pursued at their institutions. Finally, the researcher attempted to understand if the CCGI has remained a valid and reliable instrument for measuring the goal priorities of modern community colleges. An analysis of the results of the study led the researcher to make four major conclusions. First, there is strong agreement concerning the priorities of community college goals among the groups that were surveyed. Second, although it is often listed as one of the major functions of community colleges, the goal of Community Services does not appear to rise to a level of high priority in the Alabama Community College System. Third, creating a sense of community in which there are open lines of communication and trust between administrators, faculty, staff, and students, the goal of College Community, appears to be a major concern for study respondents. Finally, the Community College Goals Inventory appears to be a reliable instrument based on internal consistency, but it does not take into account all the goals of the modern community college.

Book excerpt: The purpose of this study was to examine the perceptions of participants involved in one community college's strategic planning process in which faculty, administrators, and staff at all levels of the organization were encouraged to participate. Data were collected through direct observation, focus group interviews, analysis of institutional documents, and a pen and paper questionnaire. Data were analyzed through a constant comparative method. Reduction of the data produced themes exploring the reaction of participants to the new strategic planning process. This qualitative study generated four hypotheses that relate to these research questions: 1. Staff participation in an organization's strategic planning process results in a deeper staff understanding of the organization's mission, a higher staff commitment to the organization's goals, and a demonstration of greater staff energy and vitality. 2. Community college departments will interpret and implement institutional strategic planning processes in ways that are unique and congruent with their academic discipline; a single process cannot be successfully dictated. 3. When managers serve as facilitators or use others to facilitate strategic planning processes, staff will self-organize, a process will emerge, and leadership will take a variety of forms. 4. Community college staff who encounter change in strategic planning processes can be categorized as Guarded Optimists, Curmudgeons, Crusaders, or Along for the Ride, based on levels of frustration and optimism. Recommendations for Practice: 1. Obtain acceptance of terminology from all units before beginning the participatory strategic planning process. Use acceptable terms in form/templates and in facilitation. 2. Do not dictate a single process for strategic planning across all disciplines. Design forms and processes that are adaptable to differences in styles of critical thinking. 3. Use facilitators to assist units in the participatory strategic planning effort. Train the facilitators to work in ways that empower participants. 4. Reduce participant frustration and increase optimism by providing sufficient time, creating sustainable feedback loops, both of which demonstrate that the unit manager has thought through the process. 5. Increase participation in strategic planning processes to gain deeper understanding of the organization's mission, higher commitments to organizational goals, and a demonstration of greater energy and vitality.

Book excerpt: The purpose of this study was to examine Alabama community college presidents' perceptions regarding distance education. Further, this study was intended to determine the adequacy of the training opportunities and support for faculty that teach distance education courses and what services are available for distance education students. This study was designed to investigate distance education in the Alabama Community College System and to provide information in an effort to create a comprehensive plan to maximize access to online learning for students within the system. A survey was given to a total of 26 Alabama 2-year college presidents (22 comprehensive community colleges and four technical colleges). The online survey consisted of 40 closed-ended multiple-choice questions and 2 open-ended questions. The survey asked questions regarding the presidents' perceptions of distance education, online courses, student support, and virtual community colleges. The results of the statistical analysis were presented in both narrative and table forms to provide answers to the four research questions. Descriptive statistics were used to analyze the data. The study concludes with a summary, conclusion, and recommendations for further research. The findings of the study showed that Alabama community college presidents' perceived distance education as important to the growth of their respective institutions. Alabama community colleges provided adequate training opportunities for faculty who taught distance education courses, and provided adequate services for students that enrolled in distance education courses. In addition, the findings indicated the following factors had a major or moderate influence on their institutions' decisions regarding college-level, credit-granting distance education offerings: seeking to increase student enrollment, making more courses available, making more degree and certificate programs available, meeting student demands for flexible schedules and reducing seat time, providing access to college for students who otherwise would not have access, and maximizing the use of existing college facilities. The findings also determined that institutions provided adequate services for students enrolled in distance education courses.

Book excerpt: Recruiters and marketers within the Alabama Community College System are tasked with increasing enrollment at their institutions. The methods of accomplishing this goal include traditional strategies as well as new and emerging ones. Unlike personnel at other institutions of higher learning, however, community college recruiters and marketers have a unique mission that shapes their promotional strategies. Community colleges have historically tried to offer "something for everyone" as part of their programming. With limited resources, recruiters and marketers at Alabama community colleges must often decide if providing generic messages that reach the largest number of potential students will provide better results than targeted messages to the many diverse populations historically served by the community college. The purpose of this study was to investigate how marketing and recruiting professionals at Alabama's community colleges promote their institutions. The study examined strategies such as marketing to a diverse group of students balanced with developing focused messages which speak to individual needs. Some questions to consider were: 1. How do college employees collaborate across organizational departments to develop marketing and recruiting messages; 2. How do community colleges utilize formal marketing and recruiting plans to reach potential students; and 3. What are the marketing and recruiting messages being sent by the institutions? This qualitative study examined the experiences and perceptions of key community college employees responsible for the development and practice of marketing and recruiting for their institutions, and currently enrolled students at their colleges. The key employees included the president, public information officer, and recruiter. Additionally, document analysis and a review of social media outlets examined the development and practice of marketing and recruiting at the community colleges involved in the study.

Book excerpt: Using the conceptual framework outlined in "Building Communities: A Vision for a New Century," a 1988 report of the American Association of Community and Junior Colleges, this guidebook explores eight phases in the development and implementation of a strategic plan. Chapter I provides an overview of the planning process and the essential elements and conditions of strategic planning. Chapter II discusses organizational and logistical issues in the "planning to plan" phase, focusing on the planning council, staff support for planning, the role of the governing board, and the use of outside consultants. In chapter III, methods for reviewing and clarifying the college's mission are explored. Chapter IV looks at the process of articulating the values shared by the college and its community, and chapter V presents different approaches to environmental and institutional scanning. Chapters VI and VII explain the processes of identifying strategic issues and formulating the strategic plan. After a discussion in chapter VIII concerning the presentation, approval, endorsement, and dissemination of the strategic plan, chapter IX considers the implementation and follow-up phases and ways of linking strategy to operations and resources. Each of the chapters dealing with particular phases of the strategic planning process concludes with a list of suggested activities and resources. The final chapter presents a guide for discussion and evaluation of the goal of building communities. Book excerpt: Enrollment management is a major component within the organizational structure of most four-year universities today. However, this is not necessarily the case with community colleges. With the continual decrease in public funding and increased competition with private colleges and universities, public community colleges are now being forced to recognize the need for managing their enrollments more closely. This study examines administrators' perceptions of enrollment management practices at the comprehensive public associate's colleges in Alabama. This study surveyed administrators from 21 comprehensive community colleges within the state of Alabama. Participants surveyed included presidents, chief student affairs officers, chief academic officers, chief financial officers, directors of admissions, registrars, directors of financial aid, directors of recruitment, directors of counseling/advising, public relations officers, institutional researchers, and enrollment managers. The survey collected data that pertained to activities related to various elements of enrollment management: marketing, recruitment, academic advising, career services, learning assistance, institutional research, orientation, financial aid, retention, and student services. The questions surveyed the availability and importance of a particular activity and the effectiveness of the component at their respective institutions. The final portion of the survey instrument gathered information concerning the organization of enrollment management structures. And lastly, the remaining open-response question asked for any perceived barriers to developing or implementing an enrollment management plan at their respective institutions. Results indicated that most enrollment management components identified within this study were available, important, and effective. However, significant findings indicated that retention and academic advising were two integral components that were lacking within many of the respondents' institutions. In addition, it was determined that only about a half of all respondents indicated that their institution had a formal enrollment management plan. Given the future consequences of an unmanaged enrollment, community colleges in the state of Alabama, and across the country, must recognized the importance of enrollment management concepts and practices in order to be successful in the coming future. Appendices include the raw data which includes the Carnegie geographic classifications (rural, suburban, and urban).
