Book excerpt: Abstract : Based on the statistical analysis of 920 observations covering forty-six countries during the 1997 to 2016 period, this study investigates the impact of goldmining on the economic performance of African nations while paying particular attention to the case of Ghana. It employs the GDP's output approach to evaluate the role that gold production may have played on GDP growth at the aggregate and per capita levels, as well as potential spillover effects across the services, industry and agriculture sectors. The empirical results for the African economies as a whole as well as for the country of Ghana in particular, suggest that gold production had a positive impact on GDP growth, both at the aggregate and per capita levels, however a more granular analysis indicates that gold mining may have buffered industrial production while concurrently augmenting output in the services sector. These potential trade-offs have important implications for policy making in African economies and the related challenge of easing an optimal allocation of resources that may foster economic growth and development

Both the fixed-targets approach and the welfare-economics approach tend to favor a multiplication of policy instruments, the former so as to increase the number of targets that can be attained and the latter so as to permit all objectives to be more closely approximated. It is necessary that policies be centrally coordinated, and in each country, there is a limit to the number of policies that can be successfully coordinated by the political and administrative machine. For this reason, the costs of applying any given policy instrument will depend not only on the degree of its use but also on the number and nature of the instruments already in use. The existence of both kinds of cost, and particularly the latter, will set a limit on the number of policy instruments that can appropriately be brought into operation.

Previous studies have shown that, in financial crises, gold is considered a 'safe haven' investment in developed markets.Aim: The aim of the study is to investigate whether an investment in gold mining stocks do provide gold price-linked safe haven benefits to investors in an emerging economy. An understanding of the possible safe haven benefits of their companies' stocks and the variables that influence these benefits would be valuable to managers of gold companies when endeavouring to maximise shareholders' wealth through hedging and investment decisions.Methods: Regression analysis is applied to investigate the relationship between gold mining returns, the gold price and the rand-dollar exchange rate within a multifactor model motivated by the arbitrage pricing theory.Results: The results indicate that there is a strong, yet changing, relationship between the gold price, the rand-dollar exchange rate and gold mining returns.Conclusion: This study extends the understanding of the changing South African gold mining industry in a world that is still recovering from the global financial crisis.

It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.
