Book excerpt: This study aimed to analyse the impact of public expenditure on private investment in Namibia from the period 1990 to 2020. In seeking to meet the objective of the stud y, an Autoregressive Distributed Lag (ARDL) model was estimated after the time-series properties of the variables used were tested. The bound test co¬-integration approach a long with ECM was applied to achieve the objectives of the study. Results indicated that the real impact of government expenditure depends upon the type of expenditure under consideration and thus government expenditure can crowd either in or out private investment. The government expenditures on agriculture, health and transport were insignificant in the short run but showed a crowding-in (positive) impact on private investment. In addition, education expenditure along with gross domestic product expenditures show a crowding in (positive) impact on private investment in the short run. Moreover, analysis suggests that more priorities should be given to those expenditures that have complimentary impact on private investment rather than spending on expenditures that are substituting (hindering) private investment. In addition, the Namibian government should adopt consistent fiscal policy measures that can establish budget discipline, transparency and accountability aimed at increasing the standard of living by assuring an efficient public expenditure budget. Furthermore, the government should also increase expenditure on health, since it will enhance private investment through improved health status and labour productivity.

Book excerpt: Using the framework of an endogenous growth model, this study analyzes the impact of public and private investment on economic growth for Namibia over the 1970-2005 periods. The cointegration and error correction modeling approaches have been applied. The results suggest that both public and private investment, exports, imports, economic freedom, labor and human capital significantly and positively impact short and long term economic growth. In contrast, terms of trade and real exchange rate, on the other hand, are found to have a negative effect on short and long-term economic growth. The short-term dynamic behavior of this relationship has been investigated by estimating an error correction model in which the error correction term has been found to be statistically significant and with correct sign.

A likely slow recovery, the need for further fiscal adjustment to bring public debt to a sustainable path, persistent inequalities and structural impediments to growth, point to a challenging outlook. Immediate measures are needed to deliver the authorities’ fiscal adjustment plans and bring public debt to a sustainable path. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

The results indicate that (i) an increase in private investment has a relatively large positive impact on per capita growth; (ii) growth is stimulated by public policies that lower the budget deficit in relation to GDP (without reducing government investment), reduce the rate of inflation, maintain external competitiveness, promote structural reforms, encourage human capital development, and slow population growth; and (iii) convergence of per capita income occurs after controlling for human capital development and public policies.

Using the Denison growth accounting approach, this study finds that social expenditures may have a significant impact on growth in the short run, but infrastructure expenditures may have little influence. While current expenditures for directly productive purposes may exert a positive influence, capital expenditure in these sectors appears to exert a negative influence. Experiments with other explanatory variables confirm the importance of the growth of exports to the overall growth rate.

Book excerpt: This Technical Assistance Report discusses that in the Maldives, public investment trends have been influenced by a number of contextual factors including the economic dependency on tourism, the high exposure to climate change, and the recent democratization. The mission assessed the strength and quality of public investment management (PIM) in the Maldives using the IMF Public Investment Management framework, based on the three phases of the PIM cycle. The report highlights that the most significant weakness in the PIM and the wider Public Financial Management system is poor budget credibility and budget execution. However, some progress has been made in improving PIM institutions, and reforms are ongoing in a number of areas. It is imperative to strengthen the project appraisal process by developing a standard methodology for project appraisal, publishing this methodology and verifying that it is consistently applied by the line ministries. It is also important to develop a framework for ex-post evaluations and ensure that lessons learned from past projects are incorporated in revised guidelines and practices.
