Book excerpt: This study explores the criteria for evaluating performance, established as recently as 2017, by the Saudi Civil Services body (SCS), and which defines the methods and techniques for a fair and rational implementation of the appraisal system, and examines how employees perceive these criteria. Throughout, the research looked at the attitude of employees within public agencies, in the city of Tabuk, Saudi Arabia, vis-a-vis the newly implemented appraisal system, and at how they interpreted its' modus operandi and its' findings. The study made use of Qualitative methodology, wherein data collected from five public agencies on the basis of face-to-face interviews, sought to understand the employees' perspective of the application of the current appraisal system and to fathom their experience of it. The sample size comprised 10 employees, two from each agency. The findings reveal significant public sector employees' concern regarding the new appraisal system, the degree of accuracy in implementing the appraisal process. Employees' concerns extended to the mechanisms are used to link between the appraisal grade and the allowance (pay for performance), to the nefarious influence of nepotism on the factors of fair play and accuracy. The question of how to raise the level of awareness of the new system among raters and ratees came to the fore during the face-to-face interviews.

Book excerpt: Abstract: In the changing and dynamic world, whilst companies endeavour to achieve their short and long term objectives in an efficient and effective manner, evaluating their human resources (HR) is regarded as an essential and fundamental process for achieving organisational objectives. However, the performance appraisal (PA) process is not only important for being the main provider of data in order to make HR related administrative decisions, but it also helps to provide information for identifying and influencing the development and satisfaction of the employees in carrying out their duties. This, in turn, contributes towards the achievement of the organisational objectives. The universities are knowledge-based organisations dependent entirely on the commitment and innovation of their teaching staff, and, therefore, they are different in terms of the organisational activity from other institutions. However, the management of universities, as educational institutions, is not that much different from other organisations. Therefore, all the management issues faced in other organisations are also relevant to universities, including HR management strategies drawn from PA systems (PASs). Hence, this study aims to evaluate the current PAS in Saudi Arabian public universities according to the perceptions of the teaching members who are subject to the PA process. It also aims to develop a new PAS based on the results developed from the research. In responding to the aim of the study, a questionnaire schedule was developed and conducted in four major public universities in Saudi Arabia. The researcher sent out 351 questionnaires, of which 197 were returned, giving a return rate of 56%. The results of the empirical analysis demonstrate that the participants are not happy with the existing PAS. In addition, it reveals: communication, transparency and organisational problems related to both the ratees who are subject to the PAS and the raters who carry out the process; poorly designed forms are used in the process; and problems related to the procedures that regulate which may undermine the appraisal process. Thus, dissatisfaction with the existing PASs is established through various empirical analyses. According to the findings of the study and the in-depth of the discussion of the analysed data, the study proposes an integrated and dynamic model for conducting the PA process. This proposed model is constructed with six stages: (1) Planning for Performance Appraisal; (2) Performance Execution; (3) Assessment (Informal Appraisal); (4) Performance Assessment (Formal Appraisal); (5) Interview; and (6) Action. In each stage several issues have been emphasised to improve overall efficiency of the PAS. The study also provides certain assumptions and recommendations for the successful development and implementation of the proposed model, which top level management in each university has to take into consideration to ensure the efficiency and effectiveness of human resources.

As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries. Secondly, to identify any relevant common reform trends or any that are particularly innovative for the evaluation of government executives and non-executives.

The study depends on three constructs of the performance appraisal system-perceived fairness, perceived accuracy, and quality of appraisal feedback-for examining their impacts on employees' performance. The second objective of the study is to examine whether motivation moderates the relationship between the performance appraisal system and employees' performance. The study adopts a descriptive quantitative method for collecting primary data through the questionnaires distributed to 217 employees at the ICRC in Yemen. Correlation analysis and simple and multiple regressions were applied to examine the impacts of the independent variables. By analyzing variables individually, the study found a positive influence and a significant relationship between the perceived fairness of performance appraisal and employees' performance, between the perceived accuracy of performance appraisal and employees' performance, and between the quality of appraisal feedback and employees' performance. Through the combined measurements of the variables using multiple regression analysis, the results revealed that perceived accuracy has a stronger effect and a positive relationship with employees' performance than other variables. Though it showed that perceived fairness and feedback quality don't have a significant impact on employees' performance, in addition, the study revealed that motivation plays a positive role as a moderator between the performance appraisal system and employees' performance. Besides, it found that motivation significantly influences the relationship between them.
