Book excerpt: Connecticut’s current focus on K-12 public education has placed districts and district leaders under closer public scrutiny. School superintendents are uniquely positioned to allocate the necessary resources and manage the multiple facets of the position to ensure that students are provided with a quality educational program. In order to accomplish this task, the ethical decision-making of the educational leaders is exercised on a daily basis. Thus, the purpose of this exploratory, descriptive survey research was threefold. First, the study examined Connecticut public school superintendents’ responses to ethical dilemmas described in vignettes that depicted real-world situations, and it explored whether or not these responses aligned with Blanchard and Peale’s (1988) Ethical Dilemmas Three-Step Resolution Model and the American Association of School Administrators (AASA; 2007) Code of Ethics. Second, the relationship between sex and participants’ responses to the vignettes were examined. Third, relationships between years of experience as a superintendent and participants’ responses to the vignettes were explored. A survey design was used to gather data to answer the research questions. Fifty-two public school superintendents from Connecticut completed the Superintendents’ Decision-Making Questionnaire (SDMQ), an Internet-based survey. The SDMQ (Walker, 1999) was designed to collect demographic data and to measure the frequency of ethical responses to scenarios that superintendents would likely encounter in their positions. Data analysis revealed that participants chose the ethical responses to the scenarios 70.5% of the time. Additionally, female participants chose the ethical responses 71.4% of the time as opposed to male participants, who chose the ethical responses 70.3% of the time. Furthermore, respondents with less than ten years of experience chose the ethical responses 69.3% of the time while those with more than ten years of experience chose the ethical responses 73.8% of the time.

Book excerpt: This study uses qualitative methods to investigate the perceptions of public-school superintendents on professional learning for public-school principals in the state of Connecticut. Mentoring and professional development are two major components of professional learning, and in this study the superintendents reflect on both during in-depth interviews. Individually, they discuss how mentoring and professional development are used in their districts to implement strategic goals, and to enhance the effectiveness of the building principal. All the superintendents viewed principal professional learning as important to successfully articulating and implementing district goals. In addition, the superintendents viewed professional learning as an essential tool for supporting their principals. This was especially true for developing competence in emerging constructs such as social emotional learning (SEL) or hybrid classrooms. Four themes emerged from a multi-step collection/processing/analysis of the data on superintendent perceptions on mentoring and professional development. These four themes were: relationship(s), vision, climate and culture, and organizational perspective. The themes are unpacked and discussed along with implications for policy and practice. In this study superintendents provide their perceptions on professional learning among principals in public schools and the findings will be of interest to principals, aspiring superintendents pland administrators, school boards, search committees, and educational policy makers.

The Council of the Great City Schools (GCS) represents the majority of large urban school districts in the country. Though there are approximately 17 thousand school districts in the country, the Council's 65 districts serve approximately 7.4 million of America's 48.3 million K-12 students (15 percent), and some 30 percent of the nation's students of color, low-income, and English language learners. With vast numbers of students, including the nation's most vulnerable children, urban superintendents face a set of challenges that are systemically different from those in the rest of the nation's school districts. In this era of accountability and standards, superintendents are expected to make visible and rapid improvements in student achievement. As a result of the increased availability of achievement data to the public, superintendents are under more public scrutiny than ever: parents and teachers are able to closely monitor district progress. Urban district superintendents also face a variety of challenges that are often unrelated to teaching and learning: many report that political pressures and internal conflicts may be difficult to manage and detract from the time that could be spent working on improving student achievement. Superintendents are cognizant of being held uniquely accountable for meeting student achievement goals in their districts. Given this backdrop and the historically short tenures of most urban school superintendents, the Council of the Great City Schools has surveyed its member districts approximately every two years since 1997. This fifth report on urban superintendents, presents the results of the Council's 2006 survey. Results from past surveys are included for comparison. Several patterns, trends, and relationships relating to employment and demographics have emerged through the course of analysis. The demographics of urban superintendents have become more diverse. Tenure of CS superintendents has gradually increased: CS superintendents are staying in their districts for longer periods of time, although the length of tenure of the CS superintendents does not appear to be directly related to salary. Overall, salaries have been steadily rising since 1999. Superintendent salary does not appear to vary with tenure, but there does appear to be a relationship between superintendent salary and district enrollment: superintendents in larger districts tend to earn more money, suggesting that salary rewards for big-city superintendents vary according to the level of responsibility and magnitude of the job.
