Judged by pay-grade conversions, evaluation scores obtained were somewhat inflated, but the evaluations discriminated between higher and lower skilled jobs. A simple average of individual ratings closely approximates the consensus ratings arrived at during two-man conferences held by the judges. This finding eliminates the reason for limiting the number of judges to the small number who can attend such meetings. By means of regression analysis it was found that factors dealing with Knowledge, Adaptability and Resourcefulness, and Attention formed one group related factors while the factors measuring Responsibility for Safety of Others, Physical Effort, and Job Conditions were related to each other. Although there was overlap within the two groups each factor had a considerable amount of unique variance.

Book excerpt: Although the present Officer Evaluation Reporting System has served the US Air Force for the past decade as an efficient management tool, experience with the US Army's system has shown that the Air Force system may need some major revision. This paper attempts to compare the current Air Force and Army appraisal systems and analyze the advantages and disadvantages to the Air Force in adopting major changes to the way it evaluates the performance of its officers. It begins with a review of various appraisal systems and the need for such a system in identifying our best leaders. Next the current appraisal system is reviewed in light of the role each member in the chain of command plays in the evaluation process. Certain mechanical and administrative processes are explored in an attempt to design a system which is objective, efficient, and easily administered. The paper ends with some recommended changes to the current Air Force system and a discussion of acceptability of those changes by Air Force officers. (SDW).

This report is a documentation of the thinking, the effort, and the results of research based on an accumulation of selected data from officer effectiveness reports prepared during the period 1954 through 1965, and deemed to be of general interest to those either engaged in the study of performance assessment or directly responsible for the evaluation of performance. Development of the complex Officer Effectiveness Report Data Bank, its periodic updates, and its current status as a source of continued research are briefly discussed. A number of categories relating to the magnitude of the data base and the description of rating trends and rating relationships are treated separately. Recurring differences in performance measures (mean OERs) are noted between the officer grades for regular vs. reserve, rated vs. nonrated, and among the major commands and duty AFSC groups. In almost every instance, inflationary trends were prevalent for each grade; exceptions to these trends were apparent for a short period in 1961 following the introduction of AF Form 707 when the mean OER for all field grades dropped significantly and a short period in 1963 following the revision of AF Form 77 when the mean OER for all company grades dropped slightly. Similar mean OER differences (from data available only for 1965) were found between grades, for different periods of supervision and for different grades of the reporting official. (Author).

Book excerpt: The ability of U.S. military forces to field new weapons systems quickly and to contain their cost growth has declined significantly over the past few decades. There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.

Book excerpt: This report describes the Job Performance Appraisal system (JPAS) that was developed in response to RPR 76-40 (revised) and the Civil Service Reform Act of 1978 (CSRA). JPAS development is traced from the initially proposed system to the final model which was delivered to the Office of Civilian Personnel Operations in January 19981. The JPAS became effective for all General Schedule and Federal Wage System employees on 1 Oct 81. This report specifically describes the requirements of the appraisal system as outlined by the CSRA, the Office of Personnel Management, and the Air Force. A description is given of the work plan and the rating process. The five ratings, Superior, Excellent, Fully Successful, Minimally Acceptable, and Unacceptable, are defined. Further, the quality and timeliness of training to ensure a successful system are emphasized, and recommendations to enhance and further strengthen the JPAS system are presented.
