Book excerpt: This thesis develops multivariate models to estimate the determinants of three measures of effectiveness for surface warfare officers (SWO): retention, promotion, and early professional qualifications. Using data from the Navy Officer Master File, Navy Officer Loss File, and Navy Personnel Research and Development Center's Traintrack System File, logit regression equations are employed to estimate the probability of SWO retention between the Lieutenant and Lieutenant Commander selection boards (1981 90), the probability of promotion to Lieutenant Commander (1985-90), and the probability of receiving early professional qualifications by the time of the Lieutenant selection boards (1981-85). The probabilities are modeled as a function of background factors that represent personal demographics, undergraduate education, Navy experience, and Navy training. The findings reveal that a large portion of the variation in SWO measures of effectiveness reflect differences in human capital acquired via precommissioning education or via Navy training. Performance differences by commissioning source and college selectivity of undergraduate education are specifically highlighted. Based upon the research results, it is recommended that a cost-benefit analysis be conducted to determine the optimal officer accession source mix.

Book excerpt: This thesis investigates the effect of commissioning programs on career progression for Navy surface warfare officers (SWOs). This study specifies and estimates three multivariate regression models to analyze the relationship between commissioning source and officer performance using retention and promotion to O-4 as performance measures. As a measure of retention, we used retention after expiration of the initial minimum service requirement. The data was acquired from Officer Master File (OMF) via the Navy Econometric Modeling (NEM) online data system. The file contained 10,295 observations. All observations were surface warfare officers who were before the promotion board between fiscal years 1994 through 2004. The data contained information about demographics, professional and educational background, and separation and promotion information for officers. The analysis of all three multivariate regression models indicates that commissioning source is a significant determinant of retention and promotion for the SWO community. Contrary to the initial assumption, while OCS graduates have the highest probability of staying in the SW community, USNA graduates have the lowest probability. Although USNA graduates were initially expected to have higher promotion rates, the results suggest that they are less likely to promote to the grade of O-4 than officers commissioned through the NROTC-contract program. However, USNA graduates have a higher probability of promotion than officers from OCS, the NROTC scholarship program, and from "other sources."

Book excerpt: The goal of this study was to analyze the effectiveness of the new SWOS-at-Sea training for newly commissioned surface warfare officers that was introduced in 2003. The new regime combined self-paced computer-based training (CBT) with on-the-job training (OJT) on-board an officer's ship. The study relied on a variety of analytical techniques, including a literature review of CBT and OJT training, interviews and focus groups with junior and senior surface warfare officers, and statistical analysis of test scores at the Surface Officer Division Officer Course (SWOSDOC). The literature review pointed out that no previous studies had analyzed a learning course that involved CBT when the student was also performing a full-time job. Nonetheless, the literature review noted that structured OJT is preferred to unstructured OJT, as in SWOS-at-Sea. Interviews also indicated that division officers prefer face-to-face learning and they felt they were trying to perform as division officers without the requisite skills. The statistical analysis of test scores at the SWOSDOC 'leveling' course found significant differences in performance between ship type, ship home port location, commissioning source, undergraduate major, and gender. The results highlighted significant differences in the learning environments aboard ships and suggested the need for additional research on training opportunities offered aboard ships.

Ordinary least squares and non-linear maximum likelihood techniques are used to estimate the three performance models. Since selection into the fully-funded program is not random, an attempt is made to model the selection process and to correct for the potential bias in the estimated coefficient of graduate education in the performance models. The findings reveal that fully-funded graduate education has a significant positive impact on the probability of promotion to O-4, but insignificant effects on receiving early promotion recommendations on LT FITREPs. Additionally, selectivity does not appear to bias estimates of fully-funded graduate education in the performance models.

Book excerpt: This thesis will examine how Surface Warfare Officers (SWO) received their initial post-commission training beginning with the end of World War II and ending with the training program as of September 2008. Specifically, this thesis examines the reasons why there was no initial SWO training after commissioning and what changed to require initial training. The discussion also addresses the effects of changing the commissioning source to a mix of Naval Academy, Naval Reserve Officer Training Corps and Officer Candidate School. Additionally, the influence of technology and the bipolar world of the Cold War will provide insight as to the appropriateness of the initial training. Finally, the decision to conduct most of the initial training onboard ship beginning in 2003 will be analyzed, especially in light of the decision in 2008 to establish a four-week course in San Diego and Norfolk, which is mandatory for all ensigns to attend immediately after reporting to their ships. Although the world changed from the relatively simple Cold War paradigm in the past twenty years, history provides us with a means to understand why the Navy came to do business the way it did. Understanding why things occurred as they did, leads to lessons that will aid in making future decisions.

Book excerpt: This thesis estimates the determinants of promotion probability to Lieutenant Commander over the period 1985-1990 for Surface Warfare Officers (SWOs) and Submarine Officers (SOs). Using data from the Naval Officer Promotion History Data Files, the analysis first examines the frequency distribution of the explanatory variables, then employs a log it regression analysis. The probabilities of-promotion are modeled as a function of background factors, which include personal demographics, undergraduate education, and Navy experience. The findings reveal that having a high GPA, a graduate education, more than 3 additional qualification designators (AQDs), and having been screened for command each have a positive effect on promotion for SWOs and are statistically significant. By contrast, being an ROTC graduate, being older, and having a low GPA each have a negative effect on probability of promotion and are statistically significant in the SWO model. In the SO model, having a high GPA, a graduate education, more than 3 AQDs, and a technical undergraduate major are positively significant. Based on the results, it is recommended that the Republic of Korea focus its recruiting efforts on highly qualified officer candidates if it can be demonstrated that the results of this analysis apply to Korea.

Book excerpt: The Surface Warfare Officer community has begun a series of fundamental changes in the methods used to train junior officers. Since 1970, newly commissioned officers reported to the Surface Warfare Officer's School(SWOS) to attend the Division Officer Course. This school was designed to expose and educate prospective division officers to the tasks and equipment they would be expected to manage once they reported to their first ship. The majority of the material from this classroom training will now be completed onboard ship, using computer-based training and Personnel Qualification Standards(PQS). This study will examine junior officer performance at the previous SWOS Division Officer Course. Specifically it will identify areas where newly commissioned officers have had difficulty in the past and, using selected background variables, predict the performance of various groups under the new training regime. The secondary objective is to create a model to predict areas in the curriculum that cause problems for certain groups.

For example, it has reduced crew sizes on some of its surface ships and has moved from instructor-led to more computer-based training. This report reviews the training, size, composition, and capabilities of the Navy¿s ship crews. It assesses the extent to which the Navy: (1) used valid assumptions and standards in determining crew sizes for cruisers and destroyers; and (2) has measured the impact of changes to its training programs, incl. the time it takes personnel to achieve various qualifications. This report analyzed Navy procedures for determining crew size compared to guidance, and analyzed current Navy metrics to measure training impact.

Differences in performance were also found between year groups and for those officers who held warfare or engineering qualifications versus those who did not. It is recommended that further research be conducted on the marginal costs of each officer commissioning source to assist the Navy in making informed decisions concerning the future of commissioning programs.

This assumption stems from an age when the "Head of Department" was a seasoned, matriculated, and more senior officer, both chronologically and by years of service. Today's DH normally has five to seven years of naval officer experience, is still in his twenties, likely has only three years of experience at sea, and possesses few of the core competencies required of the position. Surface warfare officer department head leadership development is the thesis topic under examination. This study asks, "Does Surface Warfare Officer School (SWOS) offer the instruction and leadership training required to meet 21st century Department Head requirements?" Examination of both Army and Navy mid-grade leadership courses will gage the competing services level of leader development and the effectiveness of the Department Head Leadership Curriculum. The survey revealed low marks for Resource Management and Leading Change in both services. Recommendations are made for improving SWOS leadership and offers options for future study.
