Book An Analysis of Sabbatical Leaves for Navy Surface Warfare Officers

Download or read book An Analysis of Sabbatical Leaves for Navy Surface Warfare Officers written by Roland J. Yardley and published by RAND Corporation. This book was released on 2004 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Naval Surface Warfare Officers (SWOs) spend long periods at sea, where they cannot attend to their families or to personal business. This can reduce morale and negatively affect retention. The Navy has been exploring programs that would better accommodate the needs of SWOs through increased use of sabbatical leaves. These programs include allowing former SWOs to return to service, offering leaves of absence, or allowing extended leave between duty stations. This briefing assess the problem, examines the proposed solutions, and offers concluding observations. This research focused on the potential return on investment (ROI) for each program, rather than whether it would directly improve retention. Although all three programs can provide quantifiable benefits and improve morale, both returns to service and leaves of absence offer positive ROIs, although the latter would cost more. The benefits of the personal leave option, on the other hand, do not outweigh its costs. Note that, to capture the full benefits of these programs, retaining more SWOs longer requires a corresponding decrease in SWO accessions.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the Navy has begun to experience retention challenges among its Surface Warfare Officers (SWOs). These challenges stem in large part from SWOs' sea-duty-intensive career path that keeps them away from their homeports for extended periods, reducing the time they have to devote to their families or to attend to other personal needs. In response to these retention concerns, the Navy is considering several programs that allow greater accommodation of the personal needs of its SWOs, particularly through the increased use of sabbatical leaves. To assist in this process, the Navy asked RAND to evaluate three potential extended-leave programs: (1) a facilitated return to service (RTS) option that would provide those who have left the Navy an opportunity to return to service, (2) a one-year leave of absence (LOA), and (3) a personal leave (PL) option that would offer all SWOs up to 3 months of leave between duty stations. The Navy requested a quick-turnaround analysis to determine whether these programs might be beneficial for retention of more SWOs. This documented briefing provides the findings of RAND's analysis. Specifically, the briefing describes the parameters of the programs as developed through discussions with the research sponsor; outlines the process by which RAND calculated the potential cost savings of each program, based on associated changes in strength and accession levels; addresses the relevant manpower implications; and provides concluding observations based on the analysis.

Available in PDF, EPUB and Kindle. Book excerpt: “The Odyssey Experience puts forward the view that a journey, as encapsulated by the journey of Odysseus, provides a fundamental and archetypal human experience and develops a theory of this experience through personal experiences and a wide range of salient phenomena. There is a vast literature inspired by The Odyssey, but the way that Smelser approaches the subject is entirely unique.”—Yiannis Gabriel, University of London “Smelser draws together studies of an astonishing range of diverse topics and subsumes them under a single coherent, powerful, overarching concept—the odyssey experience. I believe his book will lead to the establishment of an entirely new field of study in the social and behavioral sciences, that will open up new and promising lines of theory and research that until now have not been possible.”—Robert Scott, Associate Director (emeritus), Center for Advanced Study in the Behavioral Sciences

Book An Analysis of the Proposed Surface Warfare Officer Career Incentive Pay SWOCIP Program Using an Annualized Cost of Living ACOL Model

Download or read book An Analysis of the Proposed Surface Warfare Officer Career Incentive Pay SWOCIP Program Using an Annualized Cost of Living ACOL Model written by David E. Nosal and published by . This book was released on 1997-03-01 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis investigates the effect of the proposed Surface Warfare Officer Career Incentive Pay (SWOCIP) program on the voluntary separation behavior of Navy surface warfare officers using an Annualized Cost of Leaving (ACOL) model. Data provided by the Center for Naval Analyses and the Defense Manpower Data Center (DMDC), Monterey CA, on surface warfare officers are used for this analysis. Multivariate predict models are estimated to predict the effects of the proposed SWOCIP program on the voluntary retention rate of surface warfare officers between six and ten years of service. These estimates are used to calculate the costs and benefits of the SWOCIP program. This thesis finds that the SWOCIP program would increase the voluntary retention rate by 2. 62 percent in the sixth year of service and 1.16 percent in the seventh year of service. The effect would decrease between eight and ten years of service. The calculated savings in accessions are greater then the estimated bonus cost. These calculations indicate, therefore, that the program is cost-effective.

Book Officer Sabbaticals Analysis of Extended Leave Options

Book excerpt: As a competitive employer in the United States, the Department of Defense (DoD) strives to maintain benefits comparable to those of the public and private sector. Throughout the 1990s, as the state of the economy improved, many companies began offering their employees a variety of extended leave, or "sabbatical, " options to increase morale, meet employees' needs, improve retention rates, and compete with other employers. In response, DoD recently asked RAND to explore the greater use of extended leaves as part of the department's strategic human resource plan. This report looks at the possible use of extended leaves for military officers. In particular, the authors focus on the different kinds of existing civilian leave programs, how the programs might work if implemented in the military, and how such programs could be evaluated. The authors offer recommendations and observations on which extended leave programs would most benefit the military as well as ideas on how to implement such programs.

Book Junior Surface Warfare Officer Retention

Download or read book Junior Surface Warfare Officer Retention written by Robert B. Du Mont and published by . This book was released on 1997-03-01 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this thesis is to identify factors that lead to resignation of Junior Surface Warfare Officers (SWO) and to develop an hedonic model of junior SWO turnover. The first source of data was a survey of active- duty, junior SWOs currently serving aboard ships. The second source of data was a survey of 0-3 SWOs who are currently drilling in the Naval Reserves. Results of the two surveys were compared to identify differing levels of satisfaction with the active-duty Navy. The reservists also compared their satisfaction between the active-duty Navy and their current civilian employment Civilian salary levels were obtained from the reservists and their spouses to determine the pay differential between the Navy and civilian jobs for former junior SWOs. A regression model found three factors to have significant power in explaining civilian pay: years since leaving active duty, employment status, and comparative work stress between civilian employment and the active-duty Navy. SWOs with full-time employment who experienced the greatest reductions in pay also experienced the greatest reduction in work Stress. Junior SWOs experienced, on average, a 20 percent pay cut after leaving active duty. Pay returned to its pre-departure level in 2 to three years.

Book Aft and Fore A Retrospective and Prospective Analysis of Navy Officer Management

Download or read book Aft and Fore A Retrospective and Prospective Analysis of Navy Officer Management written by and published by . This book was released on 2003 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy recently examined its officer structure with an eye toward determining how well it can meet current and future demands. It was particularly interested in gaps between the supply of and demand for officers and the potential costs of such gaps. Of equal interest was how demands might change in the future and whether the current system for managing officers-accession, development, assignment, promotion, and, ultimately, separation-would satisfy tomorrow's requirements. The Navy asked RAND's National Defense Research Institute (NDRI) to assist and, more specifically, for an analysis of the documents-studies, statutes, and policies- that influence personnel authorizations and inventory and for a catalogue of the changes in both over the past 20 years; a comparison between authorizations and inventory and an analysis of the cost of any differences and an estimate on the personnel requirements for 2010 and 2017. The purpose of these estimates was not to determine specific requirements. Rather, it was to assess the adequacy of officer personnel management practices to manage the types of structures that would exist then.

Book Factors Affecting the Retention Decisions of Female Surface Warfare Officers

Download or read book Factors Affecting the Retention Decisions of Female Surface Warfare Officers written by Elizabeth A. Clifton and published by . This book was released on 2003-03-01 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis delineates factors affecting the retention decisions of female Surface Warfare Officers. The data were obtained from in-depth interviews conducted with 12 female senior officers and 15 female junior officers. The transcripts from the interviews revealed 19 general themes. Based on the research, the data regarding the decisions that female officers make to either stay in the Navy or leave leads to four broad categories: economic factors, Navy "taste factors", leadership factors, and family issues. The most common negative factors influencing female junior officers to leave the Navy are quality of life issues, lack of confidence in senior leadership, and family concerns. The main reasons the female senior officers stayed in the Navy were job satisfaction, their love for being out at sea and ship driving, and their commitment to taking advantage of the opportunities offered to them and forging a path for the women who followed. This thesis concludes with recommendations for further research and policy changes to assist personnel officials in understanding the retention decisions of female Surface Warfare Officers and potentially increasing the retention rate of the female officers.

Book The Influence of Demographics and Navy Career Experiences on the Performance of Junior Surface Naval Officers

Download or read book The Influence of Demographics and Navy Career Experiences on the Performance of Junior Surface Naval Officers written by A. David Johnson and published by . This book was released on 1998-03-01 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the relationship between pre-commissioning and post-commissioning characteristics and junior surface naval officer performance, retention, and promotion. The study uses data from the Officer Promotion History Files, (1981-1995). Data on 7,038 officers entering the Navy from 1976 to 1986 are analyzed. Results indicate that Naval Academy graduates, business majors, officers with CRUDES experience, and non-minority officers are more likely to achieve Surface Warfare qualification and receive top fitness report scores. NESEP and NROTC graduates, math majors, officers with CRUDES experience and top fitness reports, and minorities officers are more likely to stay in the Navy to the O4 promotion board. Academy graduates, engineering majors, officers with CRUDES experience, and officers with top fitness reports are more likely to promote to Lieutenant Commander. No significant difference is observed between minority and non-minority O4 promotion probabilities after pre-commissioning and post-commissioning factors are controlled. However, the effects of CRUDES experience, warfare qualification, and fitness report scores may lead to indirect effects which lead to observed performance and promotion rate differences between race/ethnic groups.

Book The Effects of the Utilization of Graduate Education on Promotion and Executive Officer Command Screening in the Surface Community

Download or read book The Effects of the Utilization of Graduate Education on Promotion and Executive Officer Command Screening in the Surface Community written by Kim L. Fuchs and published by . This book was released on 1996-03-01 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the effect of graduate education on the career progression of Navy surface warfare officers. The probability of promotion to LCDR (O-4), CDR (O-5) and CAPT (O-6) grades as well as the probability of screening for XO and CO are used as career progression milestones. The analysis examines the effect on career outcomes of a graduate education background in general, differences in the effect of holding a Navy-funded graduate degree versus a non-funded degree, and whether the funded degree was in a technical or non-technical curricula. The thesis also investigates the effect of utilization of graduate education on career progression. Finally, the thesis examines the determinants of who decides to pursue (or is chosen to attend) a funded graduate program. The results support the conclusion that officers who select (or are selected for) the graduate education program have stronger undergraduate backgrounds and stronger job performance early in their careers. These traits raise a question of selection bias, since officers who have graduate education may have been more likely to promote even if they did not have graduate education. A test for selection bias was developed and incorporated in the career progression models. The results indicate that a fully funded graduate degree has a positive effect on the selected measures of career progression. The probability of promotion to O-6 was higher for officers who utilized their graduate degrees as an O-5 compared to those who utilized earlier in their careers. Finally, officers with non-technical graduate majors had a higher probability of promoting than those with technical majors.
