Book excerpt: This thesis examines the role of the Joint Chiefs of Staff in the requirements generation and resource allocation process within the Department of Defense (DoD). The Joint Chiefs of Staff's role and particularly that of the Chairman in the Planning, Programming, and Budgeting System (PPBS) continues to evolve and has become not only more critical but more visible due to the end of the Cold War and the subsequent DoD drawdown. This thesis will identify the changes that have occurred to this process from the early years prior to 1960, through the McNamara era and the introduction of the Planning, Programming, and Budgeting System, and the changes that occurred as a result of the Goldwater- Nichols Defense Reorganization Act of 1986. The role of the Joint Chiefs of Staff will be examined in each of these periods and a detailed explanation of the current process will be given. Additionally, the role of the Chairman and of the Joint Requirements Oversight Council and their growing influence over the PPBS will be investigated. Finally, this thesis will describe the emerging Joint Warfighting Capability Assessment process and its role in resource allocation for national defense.

Book excerpt: The Goldwater-Nichols Defense Reorganization Act of 1986 redefined the role of the Chairman, Joint Chiefs of Staff (Chairman). The Chairman now assumes many additional roles and responsibilities including the development of the Department of Defense (DoD) budget submission to the President. Two critical elements of this development are the Chairman's Program Assessment (CPA) and the Chairman's Program Recommendation (CPR). This thesis analyzes the CPA and CPR development process. The modem military of today must engage in a complex game of mixing requirements, capabilities, mission identification, threat, and politics to field the world's premier military force. The introduction of the Joint Warfighting Capability Assessment (JWCA) process improved the process of service requirements analysis. The Chairman combines these assessments and recommendations into the CPA and CPR. Extensive research was conducted into the historical role of the Chairman relating to the requirements generation and resource allocation processes within the DoD. Numerous interviews of current Joint Staff and Navy Staff personnel familiar with the CPA and CPR were also conducted. Findings show the CPA and CPR are closely held documents considered personal correspondence between the Chairman and the Secretary of Defense. This situation creates the potential to dramatically alter Service and Agency POM submissions.

Title IV, Joint Officer Management, of the Act was aimed at reforming the officer development of the services in an effort to eliminate the parochial service dispositions that had previously plagued U.S. military efforts. Title IV instituted policies to provide officers with joint education and joint experience in an effort to develop officers with a multi-service or joint perspective. In an effort to provide senior officers with joint experience, all officers promoted to the rank of brigadier general or rear admiral (07) must have completed a joint duty assignment prior to promotion. This dissertation looks specifically at the joint duty promotion requirement instituted under Title IV in an effort to analyze the U.S. military's ability to implement a congressional mandate. The implementation of the joint duty assignment as a promotion requirement has been a source of concern for both the services and congressional policymakers.

This act resulted from frustration in Congress and among certain military officers concerning what they believed to be the poor quality of military advice available to civilian decision-makers. It also derived from the U.S. military's perceived inability to conduct successful joint or multi-service operations. The act, passes after four years of legislative debate, designated the Chairman of the Joint Chiefs of Staff as the principal military advisor to the President and sought to foster greater cooperation among the military services. Goldwater-Nichols marks the latest attempt to balance competing tendencies within the Department of Defense, namely centralization versus decentralization and geographic versus functional distributions of power. As a result of the Goldwater-Nichols Act, the Chairman of the Joint Chiefs has achieved prominence, but his assignment is somewhat contradictory: the spokesman and thus the advocate for the Commander in Chief, while simultaneously the provider of objective advice to the President. While the act did succeed in strengthening the CINCs' authority and in contributing to the dramatic U.S. achievements in the Gulf War, the air and ground campaigns revealed weaknesses in the CINCs' capability to plan joint operations. In addition, the increased role of the military in ad hoc peacekeeping operations has challenged the U.S. military's current organizational structure for the quick deployment of troops from the various services. Rapid technological advances and post-Cold War strategic uncertainty also complicate the U.S. military's organizational structure.

Book excerpt: This thesis introduces a user interactive personnel flow forecasting model, FORECASTER, and demonstrates its use to analyze the effect of the Goldwater-Nichols Department of Defense Reorganization Act on the personnel flow within the Surface Warfare Officer (SWO) community. The emerging problems of filling joint billets with promotable officers while maintaining the support and readiness of the critical fleet units is quantitatively analyzed with FORECASTER and is the focus of ths analysis. Two proposed personnel flow scenarios to contend with the DoD Reorganization Act are suggested. One establishes a fixed proportion of officers to be sent from at sea billets to joint billets, while the other considers joint education immediately following postgraduate education. The results of these proposals show an increase in joint billet fills while maintaining the fill of critical fleet unit billets.
