Book excerpt: The Eglin FPS-85 space surveillance radar is a bi-static phased array radar system located in Northern Florida. In 1994, when a new radar control computer was installed at Eglin, the software for the debris fence was not budgeted. The radar only maintained the capability to erect low elevation angle surveillance fences. The software was upgraded in 1999 to create the debris fence, which extends from 155 to 205 degrees in azimuth and is scanned at 35-degrees elevation. This higher elevation angle enables the detection of smaller-sized debris objects at manned space flight orbits. In this configuration, the radar system has a 0.99 probability of detection for all objects that have a radar cross-section greater than -35 dBsm. The new debris fence is intended to enhance the AFSPC's and NASA's ability to detect small debris objects, which are not currently part of the SSN satellite catalog. This paper presents data collected during software version 99-1 development testing.

Book excerpt: The report describes the behavior of an infinite array of parallel plane waveguides in a conducting ground plane with metallic fences perpendicular to the ground plane and spaced halfway between each pair of radiators. The study is mainly concerned with anomolous wave nulls and their relation to endfire surface-wave radiation, and, in addition, some data is presented to demonstrate the scan-matching properties of the fence geometry. An interesting new development in open periodic structure theory is reported and is shown to apply to both surface waves and anomolous waves. Certain restrictions on the phase distributions of the aperture fields and fence currents are revealed and studied in detail. In addition to these basic relationships, a numerical study of the scanning properties of waveguide-fence arrays is presented which has indicated that structures of this type can reduce impedance variation during scan and can be especially useful when it is desirable to scan very near to, or even slightly beyond, the point at which a grating lobe moves into real space. Book excerpt: This report describes the methods used to quantify the geometrical properties of the Naval Space Command Naval Space Surveillance Radar Fence. The Space Surveillance system was designed and began operations soon after the launch of the first earth satellites. Its mission is to track and catalog objects passing through the plane of the radar beams. The fence comprises three transmitting sites and six receiving sites spread from Georgia to California, making it one of the largest multistatic radar systems ever conceived. Because of the steady increase in the number of satellites launches and the associated orbiting debris from expendable launch vehicles, the number of objects in the catalog continues to grow. However, the catalog is not all inclusive and includes only a subset of all orbiting objects. At a time where the number of users of the catalog is increasing and the interest in a more complete and accurate description of the hazard is growing, improvements to the fence are being considered.
