In the midst of this need for increased degree production, the state's current economic realities indicate public institutions will receive little to no new state appropriated revenues for the foreseeable future. The Master Plan Annual Progress Report measures state and system progress, an accountability tool designed to monitor student success, efficiency and quality. The present report supplements the Progress Report by profiling institutional productivity, performance and return on investment. As the current fiscal environment requires that institutions provide services at a lower cost, campuses and systems must consider the relationship between funding and outcomes. This report analyzes that relationship through widely used indicators: (1) the level of investment, measured by unrestricted state appropriations and tuition and fees per full-time equivalent (FTE) student; (2) the return on that investment, measured by annual awards produced per dollar invested; and (3) and awards produced per 100 FTE. Instead of using first-time freshman cohort graduation rates, which exclude part-time students, those who start in spring semester, and those who begin as transfers, this analysis looks at the number of all degrees, certificates and diplomas awarded relative to student enrollment, adjusted to account for full time attendance. Still, this measure of productivity does not differentiate between one-year certificates or doctoral degrees, nor does it take into consideration programmatic expense. Over the past five years, Tennessee institutions of higher education have become more productive, not only relative to the SREB median but also in the count of awards produced. According to the 2003-2004 survey, Tennessee produced approximately 35,400 degrees and certificates while five years later the same institutions produced 39,500 degrees and awards, an increase of 12 percent. Furthermore, these awards were produced with no real increase in revenues per FTE. When adjusted for inflation to 2008 dollars, revenues available to institutions in 2003-2004 were exactly the same as in 2008-2009 ($10,100 per FTE). (Contains 6 footnotes.).

Book excerpt: Data pertaining to stress and job satisfaction of faculty at five Tennessee Board of Regents community colleges in east Tennessee were collected and analyzed in this study. Questionnaires were distributed to all full-time faculty at the colleges, with 51.3% returned. Questionnaires consisted of a socio-demographic survey, the Faculty Stress Index (FSI) to measure stress levels, and the Job Descriptive Index (JDI) to measure job satisfaction. Of those responding, 92.4% were white, 76.5% were married, 61.2% were female, 58.9% were tenured, and 81.3% were 40 or older, with 52.2% over 50. Only 1.9% were 30 or younger, but 51.1% had been in their current positions for six years or less. A total of 72.4% were assistant (22.9%) or associate (49.5%) professors, with 19.2% ranking as instructors and 8.4% as professors. Previous factor analysis of FSI items determined the dimensions Reward/Recognition, Time Constraints, Departmental Influence, and Student Interaction. In this study, faculty FSI scores implied low stress levels in Reward/Recognition and Departmental Influence, with moderate levels in Time Constraints and Student Interaction. Those in position for less than three years, non-whites, and non-tenured faculty reported significantly less stress in Student Interaction. Tenured faculty and associate professors were significantly more pressured by Time Constraints than non-tenured or other-ranked faculty. The JDI consisted of six sub-scales: Work on Job, Pay, Opportunities for Promotion, Supervision, People on Job, and Job in General. Respondents indicated high satisfaction in Work, Supervision, People, and Job in General but showed dissatisfaction with Pay. Negative feelings were measured in Opportunities for Promotion, with significantly less satisfaction for older, more experienced, tenured faculty, and associate professors. Non- tenured faculty members were significantly more satisfied in Work and Supervision than were tenured respondents. Correlation analysis showed significant inverse relationships among all FSI dimensions and JDI sub-scales. In hierarchical multiple regression analyses, FSI dimensions were significant predictors of satisfaction in all JDI sub-scales, whereas the socio-demographic variables were significant predictors only for Opportunities for Promotion. Recommended were longitudinal studies of stress and satisfaction among specific groups and/or colleges. Encouraged were stress management programs and improved systems of reward and recognition for faculty.

Book excerpt: The context of higher education business faculty is changing as a result of the chronic degradation in the production of traditional faculty with doctorates in business-related disciplines (Mauldin, McManis, & Breaux, 2011). As a result of the decline in traditional (first) career path business faculty, non-traditional (second) career path business faculty are transitioning into the academy with a breadth and depth of professional business experience that is now being sought by business schools (Garrison, 2005). The purpose of this study was to identify and compare the factors related to job satisfaction for full-time first and second career business faculty teaching in accredited business programs at public, master's level colleges and universities located in the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) accreditation region. Herzberg's Motivator-Hygiene Theory was used as the theoretical framework for this study. Utilizing the constructs of personal characteristics, job characteristics, job satisfaction, and perceived work environment, an online survey collected data from full-time first and second career college and university business faculty. The researcher investigated the importance of and differences in perceptions of Herzberg's motivator-hygiene factors for first and second career business faculty. Additionally, the researcher investigated the relationship between job satisfaction and the motivator-hygiene factors for each category of faculty. Finally, the researcher investigated differences in job satisfaction based on business school accreditation agency and predictors of job satisfaction for first and second career business faculty. Study results indicated higher overall mean scores and identical individual rankings of the motivator factors and lower overall mean scores and nearly identical rankings of the hygiene factors. No statistically significant differences in motivator and hygiene factor mean scores were observed between first and second career faculty. Study results revealed medium to moderately strong positive correlations between job satisfaction and the motivator and hygiene factors for first and second career faculty. No significant difference in job satisfaction was observed for first and second career faculty. Multiple regression analysis produced a predictive model of four motivator and hygiene factors for first career faculty and a second career model including personal and job characteristics and motivator and hygiene factors.
