Book excerpt: Author's abstract: The purpose of the study was to identify the decision-making processes of legislators engaged in public policy regarding education in Georgia. The study used a qualitative design. The researcher used short surveys and in-depth semi-structured interviews to understand the decision-making processes utilized by Georgia legislators engaged in public policy regarding education. Each of the eight participants chosen for the study was purposefully chosen based on factors including party affiliation, location of district, gender, race, and years of experience so that a diverse representation was achieved. Each participant was assured anonymity and was represented solely as a participant number. Findings revealed that most legislators relied on common sense and their personal background experiences when making decisions on how to vote on policy matters related to education. Though research is often available from various sources, time constraints often inhibit the use of such research. Other variables that influenced voting strategies included fiscal impacts, unintended consequences, timing, and most influential, sponsorship of the bill. Party affiliation and lobbyists were not seen as major influences. Colleges of education, professional organizations for educators, school districts, and school personnel should be interested in the results so as to inform educational leaders and teachers of the need to well inform senior level, high-ranking members of the legislature of matters relevant to educational policy. Clearly, understanding how legislators decide to vote enables impacted parties to better influence decision-making.

Citizens want legislatures to be decisive, and they want accountability, but they are frequently disillusioned with the representation legislators deliver. Political parties can provide decisiveness in legislatures, and they may provide collective accountability, but citizens and political reformers frequently demand another type of accountability from legislators – at the individual level. Can legislatures provide both kinds of accountability? This book considers what collective and individual accountability require and provides the most extensive cross-national analysis of legislative voting undertaken to date. It illustrates the balance between individualistic and collective representation in democracies, and how party unity in legislative voting shapes that balance. In addition to quantitative analysis of voting patterns, the book draws on extensive field and archival research to provide an extensive assessment of legislative transparency throughout the Americas.

Book excerpt: The purpose of this heuristic, social constructivist, phenomenological study was to understand the perceptions of teachers, school administrators and state legislators on the relationship between federal legislation, which is affecting educational experiences in Missouri public schools, and educational practices at the local level. This study was guided by each participant's active participation in answering questions and sharing their realities. Six participants were interviewed for this study. Along with the interviews, questionnaires were elicited and documents were analyzed. The recurring themes of accountability, disconnect from federal legislation and active engagement were present in each story. The findings of this study suggest that teachers and administrators feel they are actively involved in the development of curriculum at their district level. Interviewees described themselves as very involved in the process of curriculum development and rated themselves high on how much control they believe teachers have regarding pedagogical decisions and instructional practice. The legislators also responded that their level of involvement is high. When asked about key players in educational curriculum and standards the responses in this area did not always trickle down to the district level but remained at the federal and in some instances the state level. There did appear to be significant disconnect between federal legislation initiatives and state level initiatives and educator involvement. The opportunity for Participatory Action Research as a means for collaboration was explored. Although federal mandates tied to high stakes testing seems to drive some of the curriculum, the teachers and administrators in this study provided dialogue that suggested a sense of independence from the mandates and the freedom to choose instructional methods and pedagogy to meet the needs of students. Though there was still the accountability factor and the fear that schools are not being held accountable by federal mandates in a fair manner.
