Book excerpt: The Federal Government of Nigeria has adopted Vision 20: 2020--an ambitious strategy to make Nigeria the world's 20th largest economy by 2020. In the absence of policies to accompany economic growth in key carbon-emitting sectors with a reduced carbon footprint, emission of greenhouse gases could more than double in the next two decades. To evaluate how to achieve the objectives of Vision 20: 2020 with reduced carbon emissions, the Federal Government of Nigeria and the World Bank undertook a multiyear program of analytical work. The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion. Assessing Low-Carbon Development in Nigeria: An Analysis of Four Sectors outlines several actions that the Nigerian government could undertake to facilitate the transition to a low-carbon economy.

The study employed Autoregressive Distributed Lag Model (ARDL). The study examined the impact of climate change on Nigeria’s agricultural output. Investigated the existence of longrun relationship between climate change and agricultural outputs in Nigeria, examined the direction of causation between climate change and economic growth in Nigeria. From the findings it was discovered that one year lag value of carbon emission is highly significant, and it is positively related to agricultural output in the short run and long run. It was also discovered that one year lag of rainfall is negatively related to agricultural output and it is insignificant. Furthermore, it was also revealed that one year lag of temperature is positively related to agricultural output, meaning there is a positive relationship between agricultural output and temperature in Nigeria. The study therefore recommended that it is necessary for the government and other relevant authorities to constantly provide information on rainfall distribution ahead of time to help the farmers plan. And also recommended that government should ensure appropriate temperature information most especially there is need that various agricultural output needs to put into consideration.

Book excerpt: If not addressed in time, climate change is expected to exacerbate Nigeria’s current vulnerability to weather swings and limit its ability to achieve and sustain the objectives of Vision 20:2020 [as defined in http://www.npc.gov.ng /home/doc.aspx?mCatID=68253]. The likely impacts include: • A long-term reduction in crop yields of 20–30 percent • Declining productivity of livestock, with adverse consequences on livelihoods • Increase in food imports (up to 40 percent for rice long term) • Worsening prospects for food security, particularly in the north and the southwest • A long-term decline in GDP of up to 4.5 percent The impacts may be worse if the economy diversifies away from agriculture more slowly than Vision 20:2020 anticipates, or if there is too little irrigation to counter the effects of rising temperatures on rain-fed yields. Equally important, investment decisions made on the basis of historical climate may be wrong: projects ignoring climate change might be either under- or over-designed, with losses (in terms of excess capital costs or foregone revenues) of 20–40 percent of initial capital in the case of irrigation or hydropower. Fortunately, there is a range of technological and management options that make sense, both to better handle current climate variability and to build resilience against a harsher climate: • By 2020 sustainable land management practices applied to 1 million hectares can offset most of the expected shorter-term yield decline; gradual extension of these practices to 50 percent of cropland, possibly combined with extra irrigation, can also counter-balance longer-term climate change impacts. • Climate-smart planning and design of irrigation and hydropower can more than halve the risks and related costs of making the wrong investment decision. The Federal Government could consider 10 short-term priority responses to build resilience to both current climate variability and future change through actions to improve climate governance across sectors, research and extension in agriculture, hydro-meteorological systems; integration of climate factors into the design of irrigation and hydropower projects, and mainstreaming climate concerns into priority programs, such as the Agriculture Transformation Agenda.

Book excerpt: This paper summarizes the methods and findings of the hydrological assessment component of the project studying likely impacts of climate change on water resources and agriculture in Africa. The first phase of the study used a version of a conceptual rainfall-runoff model called WatBal (Water Balance) applied to gridded data to simulate changes in soil moisture and runoff across the whole continent of Africa rather than to any particular catchment or water resource system. The model inputs were the climate variables of the 1961-90 climatology and physiological parameters (such as soil properties and land use) derived from global datasets for each of the 0.5 degree latitude/longitude cells across the continent. The primary model output comprised a time series (monthly time step) of simulated runoff for all the grid cells for each of the districts in the countries of interest. The second phase of the study extended the hydrology analyses to update the above hydroclimatic series to the year 2000 using updated input data. To ascertain the possible impacts of climate change within the districts being investigated this study used synthetic or GCM-based climate change scenarios as input to the WatBal model. The WatBal model was used to determine the impact of these different scenarios on runoff and actual evaporation and hence flow in the districts under study. The generated hydroclimatic series and scenario analyses were used as inputs into various Ricardian regressions in other analyses measuring likely impacts of climate change on the agricultural economies of Africa.

Four research questions were developed in line with the purpose of the study, and four correspondent hypotheses were formulated to guide the study. Relevant literatures were reviewed to cover the variables under investigation. The population of the study was 100 registered farmers in the local government area. Purposive sampling technique was used to select the population from 11 political wards of Sardauna. Data for the study were obtained by the use of a questionnaire at 0.05 level of significance and 99 degree of freedom. From the analysis, it was found that flood, desertification, land degradation, cessation of rain and drought are the major indicators of climate change in Nigeria. Insufficient extension services, lack of farmers enlightenment, negligence of government, religious/traditional believes of farmers and low farmers income are found to be major reasons the farming communities are highly vulnerable to climate change. Based on the above findings, conclusion, recommendations and suggestions for further studies were made.

Book excerpt: This study discusses the findings of the research that was carried out in selected Communities of Ekiti State among predominantly smallholder arable crop farmers on their perceptions and adaptations to climate change. A multistage samplying technique was used to randomly select 135 respondents. Data were analysed using descriptive statistics, ordered logit and multinomial regression models. The study discovered that almost all the farmers interviewed perceived changes in climate. The result of factors influencing farmers' perception decisions using ordered logit regression analysis showed that gender, age and level of education were statistically significant in influencing the level of perceptions of the farmers. Finally, multinomial logit regression model was employed to analyse the factors that are influencing farmers' choice of adaptation on climate change and variability. The results indicate that gender, age, farming experience, land tenure, farm size, access to extension services, access to loan, engage in non-farming activities, temperature and rainfall were the main factors influencing farmers' choice of adaptation to mitigate effect of climate change.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

It then estimates the effects of predicted changes in climate while accounting for whatever farmer adaptation might occur. This study differs from earlier ones by using farmers' own perceptions of the value of their land. Previous research, by contrast, has relied on either observed sale prices or net revenues, sometimes aggregated over geographically large tracts of terrain. The study also makes use of high resolution data describing soil quality and runoff. Furthermore, it tackles the challenges involved in modeling the effect of climate on agriculture in a study that includes countries in the northern and southern hemispheres, as well as the tropics. The study confirms that African agriculture is particularly vulnerable to climate change. Even with perfect adaptation, regional climate change by 2050 is predicted to entail production losses of 19.9 percent for Burkina Faso and 30.5 percent for Niger. By contrast, countries such as Ethiopia and South Africa are hardly affected at all, suffering productivity losses of only 1.3 percent and 3 percent, respectively. The study also confirms the importance of water supplies as measured by runoff, which, being affected by both temperature and precipitation, may itself be highly sensitive to climate change.

Book excerpt: The study assessed adaptation of Osun State fish farmers to climate change with a view to providing sustainable adaptive strategies to vagaries of weather in Nigeria. Quantitative data were collected with an aid of structured questionnaire. Descriptive statistics such as frequency distribution, percentages, mean and standard deviation were used to summarise the data while Multinomial Logit Model and Adaptation Strategy Index were used to determine the choice of Adaptation Strategies and the extent of use of the strategies by fish farmers in the State. The results showed that the mean age of fish farmers was 48 years and the mean fish farming experience was 8 years. About 75 percent of the respondents perceived climate change but only 29 percent of them took actions to reduce the impacts of the climate change. Adaptation strategies used to reduce the impacts include reinforcement of dyke, provision of shade, and practice of polyculture. Others include, ensure free flow of water, change stocking periods and provision of reservoir. Adaptive Strategy Use Index showed that reinforcement of dyke was mostly used among the adaptive strategies followed by provision of shade, practice of polyculture, free flow of water, change stocking period and provision of reservoir. Also Multinomial logit model showed that fish farming experience, education, information and size of fishpond are important factors to be considered when planning climate change programmes for fish farmers. The study concluded that many fish farmers perceived change in climate but few of them attempted to reduce the impacts of the change by adopting different adaptation strategies.

It x-rayed the two causes of climate change and locates the major trigger of social conflicts in Nigeria on the anthropogenic causes. The Anthropogenic Global Warming (AGW) and the social conflict theories were used to guide the analytical compass, using the conflict analysis perspective. This paper argued that the exploration, exploitation, refining and utilization of fossil fuels, soil erosion, desertification, environmental degradation, Green House Gas (GHG) emission etc. have negative consequences on the health and safety of the people, the supply chain and their socio-economic well being. The paper recommends democratisation of the people, respect for people's rights, unity, peace and stability of Nigerian democracy to ensure love for one another and unity of purpose for all. It also advocated the use of environmental impact assessment in the evaluation of projects by multinational corporations in Nigeria. The relationship between climate change and social conflict should be advocated by political elite in Nigerian democracy.
