Alien Powers: The Pure Theory of Ideology takes this complex intellectual construction apart, analyzing its logical, rhetorical, and psychological devices and thus opening it up to critical analysis. Ideologists assert that our lives are governed by a hidden system. Minogue traces this notion to Karl Marx who taught intellectuals the philosophical, scientific, moral, and religious moves of the ideological game. The believer would find in these ideas an endless source of new liberating discoveries about the meaning of life, and also the grand satisfaction of struggling to overcome oppression. Minogue notes that while the patterns of ideological thought were consistent, there was little agreement on who the oppressor actually was. Marx said it was the bourgeoisie, but others found the oppressor to be males, governments, imperialists, the white race, or the worldwide Jewish conspiracy. Ideological excitement created turmoil in the twentieth century, but the defeat of the more violent and vicious ideologies--Nazism after 1945 and Communism after 1989--left the passion for social perfection as vibrant as ever. Activist intellectuals still seek to "see through" the life we lead. The positive goals of utopia may for the moment have faded, but the ideological hatred of modernity has remained, and much of our intellectual life has degenerated into a muddled and dogmatic skepticism. For Minogue, the complex task of "demystifying" the "demystifiers" requires that we should discover how ideology works. It must join together each of its complex strands of thought in order to understand the remarkable power of the whole.

The Dublin authorities did not allow the Irish state's non-aligned status to prevent them joining the West's struggle against communism. Leading officials, such as Colonel Dan Bryan in G2, the Irish army intelligence directorate, argued that Ireland should assist the NATO powers. British and Irish officials believed communists in Ireland were directed by the British communist party, the CPGB. If Moscow's express adherents were too isolated to pose a threat in either Irish jurisdiction, the republican movement was a different matter. The authorities, north and south, saw that a communist-influenced IRA had potential appeal. This Cold War nightmare arrived with the outbreak of the Northern Ireland Troubles. Whitehall feared Dublin could become a Russian espionage hub, with the Marxist-led Official IRA acting as a Soviet proxy. The Clash of Ideologies by Mark L. Haas explores this critical question. Haas argues that leaders' ideological beliefs are likely to have profound effects on these individuals' perceptions of international threats. These threat perceptions, in turn, shape leaders' core security policies, including choices of allies and enemies and efforts to spread their ideological principles abroad as a key means of advancing their interests. Two variables are particularly important in this process: the degree of ideological differences dividing different groups of decision makers ("ideological distance"), and the number of prominent ideologies that are present in a particular system ("ideological polarity"). The argument is tested in four case studies of states' foreign policies, primarily since the end of the Cold War: Iran, Saudi Arabia, Syria, and Turkey. As the argument predicts, ideological differences in these cases were a key cause of international conflict and ideological similarities a source of cooperation. Moreover, different ideological groups in the same country at the same time often possessed very different understandings of their threat environments, and thus very different foreign policy preferences. These are findings that other prominent international relations theories, particularly realism, cannot explain. Clash of Ideologies goes beyond advancing theoretical debates in the international relations literature. It also aims to provide policy guidance on key international security issues. These prescriptions are designed to advance America's interests in the Middle East in particular, namely how U.S. leaders should best respond to the ideological dynamics that exist in the region.
