The two cases examined - the municipalities of Linköping and Åtvidaberg - are Swedish, but the problems of how to relate locally to a globalized world are common today. The cases have been deliberately chosen to expose alternative types of choices for the local communities involved. Large Linköping is, historically, a nodal city of importance in the national grid of regional centres, one that relates to the nation state and represents officialdom. Small Åtvidaberg developed in the context of its forest region setting and metallurgy, and today operates directly to wider markets, while still emphasising its very local identity. The fact that these municipalities border each other provides a similar regional context, and differences between them may then not be entirely confused by a debate on drastically different geographical settings.

One of the most important co-operative organisations in the European Northeast, i. e. The Council of the Baltic Sea States, was launched in 1992. The Barents Euro Arctic Council was established in 1993. An avalanche of co-operative and cross-border initiatives has since hit this part of Europe with all kinds of actors participating - states, regional and municipal authorities, univer sities, national organisations, businesses and private interests. Even international organisations and actors from outside the immediate NEBI area have taken a special interest in this dynamic part of the world. Among the most important is the European Union, whose Finnish-inspired Northern Dimension initiative has become a permanent fixture. As many of the chapters in NEBI 2003 testifY, integration in the NEB I area - across old political and ideological borders and cultural and socio-economic divides that are among the most pronounced anywhere in the world - has on the whole been a great success.

Book excerpt: This book explores the extent to which EU Free Trade Agreements (FTAs) pursue sustainable agriculture in third country parties. It contends that this should be part of a duty for the EU enshrined in the Treaties to promote its fundamental values in its external action. It suggests that the extent to which this occurs in practice, may be reviewed judicially by the Court of Justice of the European Union. Against this background, selected agreements concluded by the EU with developed and developing countries (Canada, South Korea, Ukraine, Chile, SADC countries and Vietnam) are taken as case studies. The author concludes that, in spite of the remarkable progress made hitherto, EU trade policy is still far from being in line with the increasingly strong commitment of the EU to take the lead in the international arena for environmental and climate matters.
