Book excerpt: After West African migrants arrived in France in the 1960s, the authorities opened residences for them known as “foyers.” Initially intended to contain the West African population, these hostels for single men fostered the emergence of Black communities in the heart of Paris and other cities. More recently, however, a nationwide renovation program sought to replace the collective living arrangements of foyers with more individualized spaces by constructing new buildings or drastically reshaping existing ones—and casting the West African presence as a threat to French identity. Aïssatou Mbodj-Pouye examines the changing roles that foyers have played in the lives of generations of West African migrants, weaving together rich ethnographic description with a critical historical account. She shows how migrants settled in foyers through kinship ties, making these buildings key parts of diasporic networks. Migrants also forged a sense of place in foyers, in an intricate relationship with bureaucratic requirements such as having an address. Mbodj-Pouye scrutinizes the physical and social evolution of foyers and the administrative dynamics that governed them. She argues that even though these buildings originated in state attempts to manage migrants along racial lines, the shared way of life that they encouraged helped spark a sense of political agency and belonging whose significance extends far beyond their walls. Combining close attention to the social and cultural meanings of the foyers and keenly observed portraits of Black experiences in France across decades, An Address in Paris offers a new lens on the global African diaspora.

This is the first English translation of his most important book. Although he carried out his extensive archival research for this work from 1936 until 1943, the fall of fascism and Chabod's active participation in the Resistance delayed its completion. When it was published in 1951, it was immediately hailed as a masterpiece. Police records provide information about thousands of sodomites who were arrested and thousands more who were not. Michel Rey explored the sodomitical culture of the capital in five articles, based on one set of sources, published from 1982 to 1994. No one has completed his pioneering work in the archives and challenged his anachronistic conclusions about identity, community, and effeminacy. This book, the first on the subject based on extensive research in all of the relevant series of police records, explores patterns and changes in the lives of men who desired men and in the surveillance and punishment of same-sex relations across the century. Chapters 1 and 2 offer a more systematic, skeptical, and subtle analysis of complex questions about mentalities than Rey did. Chapters 3 and 4 discuss the ways in which sodomites made connections through solicitation in public spaces and networking in private places and the ways in which the police tracked them. Chapters 5 and 6 analyze the operations of agents who entrapped sodomites and the procedures of magistrates who judged them. The book examines what the extant sources do and do not tell us about the heads, hearts, and hands of men detained or mentioned by the police. To that end, it includes a generous selection of documents that allow us to hear voices from the archives, including many that require us to rethink what we thought we knew about the subculture.
