However, in the last 10-15 years, the movement for increased accountability in higher education has gained momentum. California, a trailblazing and trend setting state in many areas, has not made performance measuring a priority and, consequently, lags behind most of the nation in developing and implementing an effective statewide accountability framework. The staff of the California Postsecondary Education Commission (CPEC) seeks to take an active approach in addressing this problem by collaborating with higher education researchers, university administrators, legislators, statisticians, and accountability experts from other states to develop a framework to measure California's progress in educating its citizenry. This document is a research prospectus that outlines the issues and questions around which the process for developing this framework must be centered.

Book excerpt: As part of its work in developing an accountability framework for higher education, the Commission conducted an analysis of college-going rates in California. This analysis showed that: (1) California has serious inequities in access to higher education. College-going rates vary greatly depending on students' ethnicity, gender, and the type of neighborhood where the student's high school is located; (2) California's college-going rate for four-year colleges is lower than in most other states; (3) College-going rates measure access to higher education, but are only one part of the accountability picture; and (4) Information on how well students progress through higher education and on the value of their degrees in the job market is needed to assess how well the State is doing in making the benefits of higher education available to students leaving high school.

Book excerpt: Students at California's public colleges are doing about as well or better than students at similar institutions nationally, but there is significant need to improve success. Based on the five accountability framework reports presented to the California Postsecondary Education Commission for measuring student success, this report assesses major findings and options for improving outcomes. Areas needing attention include: (1) A "four-year" college degree now takes five or six years for most full-time freshmen enrolling directly from high schools into California's public universities; (2) Most students take more than two years to earn baccalaureate degrees after transferring to public universities from community colleges; (3) Less than a third of the community college students studied by the Commission earned an AA degree, a vocational certificate or transferred to a UC or CSU campus; (4) Latino and African-American students, particularly males, are experiencing lower graduation rates; and (5) Part-time students are struggling--they are less likely to earn degrees and pay more for college than other students. The kinds of programs that need expanding or strengthening include: (1) Equal Opportunity Program (EOP) and student support services that assist students to overcome the full spectrum of educational, emotional, social and financial barriers to success; (2) Programs that reduce the financial burden on students and their families; and (3) Better connections between postsecondary education pathways for community college transfer students are also needed.

Book excerpt: This report updates the California Postsecondary Education Commission on progress toward implementing the recommendations adopted in March 2005 to establish a higher education accountability framework to improve the performance and quality of higher education in California. The Commission adopted five recommendations: (1) The Legislature should enact a statutory accountability framework to assess the performance and effectiveness of public colleges and universities in meeting the State's needs; (2) Priority should be put first on developing a framework that assists State policymakers in the governance of higher education; and subsequently, efforts should be made to build capacity within the framework to assist higher education consumers; (3) The accountability framework should have at least five goals--enhance access and diversity, improve student success, ensure quality education, benefit the public, and further administrative efficiency; (4) Specific indicators should be adopted to measure progress toward achieving each goal; and (5) Legislation should delegate authority to the Commission to develop and implement the framework and should provide resources to do so. The Commission plans to complete reports for the remaining eleven performance measures by December 2007. These measures will be delivered to the Commission in phased approaches at the June, September and December 2007 meetings.

Book excerpt: Measuring the progress of students toward completing their college education is an important gauge of how well California's postsecondary education systems are meeting the needs of students and the public. This report provides an assessment of persistence as a measure of student success at California's public universities and is one of a series of metrics used in the California Postsecondary Education Commission's (CPEC) Accountability Framework to measure the success of students in public higher education. In addition to the measure discussed in this report, time-to-degree, degrees conferred for transfer students, and the impact of full-time and part-time enrollment on degree completion are also measures adopted by the Commission as part of its accountability framework to assess how well California is doing to help students succeed in completing educational goals. This report also compares California campuses with similar institutions nationwide. Appendix A contains: Carnegie Foundation Criteria Used to Determine UC and CSU Comparable Public Schools. Book excerpt: This report examines the preparation of California public high school graduates to do college-level work, based on high school coursework and state and national testing. A companion report examines the proficiency of adults enrolled in basic skills education programs operated by California's public schools and the state's community colleges. This is the first in a series on this accountability measure and is presented as part of the Commission's "Performance Accountability Framework" for California postsecondary education. The Commission examined information on four measures of college readiness: SAT and/or ACT test scores, A-G course completion, CST-Algebra I test scores, and college preparatory level math and science course completion. While large numbers of California public high school students are engaged in college preparatory coursework and test-taking, the data show higher rates of participation for Asian and White high school students than for Latino and African American students relative to their overall high school populations. Females also fare better than males in most of these measures. An appendix describes the methodology. (Contains 9 displays.).
