Book excerpt: In this paper we develop a multidimensional poverty measure that attempts to capture absolute poverty in the functioning space. As suggested by Sen, if the measure aims to be absolute in the functioning space, it needs to be relative in the resource space. To generate a relative measure, this measure adapts the poverty cut-off in resource-related indicators in a multidimensional poverty measure to prevailing standards in a region. As illustration, this poverty measure utilizes the Indian Demographic and Health Survey (DHS) and is based on UNDP's global Multidimensional Poverty Index (MPI). Similar to the global MPI, we apply the Alkire-Foster dual cut-off approach (Alkire and Foster, 2011a) and broadly follow the global MPI in the choice of indicators, weights, and overall cut-off. However, adaptable indicator thresholds are considered when appropriate. We argue that global MPI indicators in the health dimension are not open to a relative assessment, as they reflect specific health functionings (i.e. being free from premature mortality and being well nourished). In the education and standard of living dimensions, we set indicator thresholds at the median of the reference population, while experimenting with different reference populations. Empirically we find that the overall ranking of poverty in India does not change using our relative MPI, but the differentials in poverty are substantially smaller between states and rural and urban areas, also depending on the choice of the reference population.

Various sources of welfare interdependence are identified, including the idea of "relative deprivation" as well other (positive and negative) welfare effects for poor people of belonging to a better-off group. An economic model combines informal risk sharing with the idea of a "positional good," and conditions are derived in which the relative deprivation effect dominates, implying a relative poverty measure. The paper then reviews the problems encountered in testing for welfare effects of relative deprivation and discusses the implications of micro evidence from Malawi. The results are consistent with the emphasis given to absolute level of living in development policy discussions. However, relative deprivation is still evident in the data from this poor but unequal country, and it is likely to become a more important factor as the country develops.

In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

Alongside this, multidimensional measurement methodologies have advanced considerably in the past fifteen years. These advances together have created new possibilities to measure multidimensional poverty at the local, national and international level. Yet the fact that overall measures can be constructed does not mean that they will necessarily add value. This paper focuses on the question of when, how and why certain multidimensional poverty measures add value, sketches the limits of the contribution, and introduces a set of standing questions. The key value-added of a rigorously implemented multidimensional poverty index is that it conveys additional information not captured in single-dimensional measures (or in a dashboard) on the joint distribution of disadvantage and the composition of poverty. It also provides a consistent account of the overall change in multidimensional poverty across time and space. The paper discusses the joint distribution approach to multidimensional poverty measurement and presents one class of poverty measures within this approach. It then introduces one recently implemented measure within this family: the 104-country Multidimensional Poverty Index 2010 and uses concrete examples to explain its construction further. For example, without weights one can only identify the multidimensionally poor by the union or the intersection approaches; by these approaches the 2010 MPI would have identified an average of 58% or 0% of people across the 104 countries as poor. It also shows how to 'unfold' the MPI by sub-group or dimension, and also by intensity - because similar 'intensities' of poverty can conceal different distributions of intensity among the poor. Pointing out the added value of multidimensional poverty indexes is not to suggest that single-dimensional measures be abandoned but rather supplemented. Investing further in multidimensional measures has the potential to generate significant advances in understanding and useful policy tools.
