Book excerpt: Excerpt from An Abridgment of the Virginia Laws Concerning Education The Constitution of Virginia makes mandatory the establishment and maintenance by the General Assembly of an efficient system of public free schools throughout the State; empowers that body to establish agricultural, normal, manual training, and technical schools, and such graded schools as may be for the public good, and provides fur the government of State institutions of learning. Const. §§ 129-142. The General Assembly of Virginia, by Chapters 66-73 of the Code, as supplemented and amended by other sections, and by subsequent Acts, has provided for a system of public free schools, for the continuance of various State institutions of learning, the establishment and maintenance of other institutions and agencies educational in their character, and has made provision for their organization and administration, and - to some extent - for their support. This abridgment treats of all constitutional and statutory provisions of the Virginia law concerning the educational interests of the State as laid down in the latest amendments to the Constitution and the most recent enactments of the General Assembly. These latest amendments are noted in every ease in the Tables of Part IV. which show in numerical order all sections of the Constitution and Code and all Acts of the Assembly herein referred to. No extraneous matter has been incorporated. The references, except as otherwise plainly stated, are to Pollard's Code of 1904. the Supplement thereto of 1910. Pollard's Code Biennials of 1912 and 1914, and the Acts of Assembly, including Acts of Extra Session of 1915. For members of the bar, school officials in high authority, and a few other people, the classified and annotated collections of the statute laws of the State known as "Pollard's Codes" are readily available, but to the average citizen, unaccustomed to the use of so technical a work, they arc for practical purposes inaccessible. Book excerpt: Excerpt from Virginia School Laws: Codified for the Use of School Officers by Order of the State Board of Education; To Be Preserved by Each Officer and Delivered to His Successor While this edition of the school law possesses no authority independent of the sources from which it was compiled, its publication by the Board of Education makes the work authoritative as a guide to school officers. The act of Assembly which gave the school system organic life was approved July 11, 1870. The history of subsequent legislation affecting the schools can be readily traced from chapters LXVI and LXVII of the Codes of Virginia 1887 and 1904, which constitute the basis of the "Public Free School Law." The text of Pollard's Code of 1904 has been followed, except in so far as it has been modified by legislation since its publication. Acts of Assembly passed subsequent to that date (1904) are incorporated with the original law. All acts of a local character are omitted, and only such acts pertaining to State institutions of higher learning have been included as are of interest to the school officials at large. The compiler has endeavored to arrange the matter for the convenience of school officers, without regard to the order in which it is printed in the Code. It is the duty of every school officer receiving a copy of the law to preserve it carefully, and to transmit it to his successor in office. Book excerpt: Excerpt from Educational Laws of Virginia I repeat, therefore, most emphatically, that I was not an Abo Iitionist, and that no person or persons had anything to do with the course I pursued, in even the most indirect manner. I am a Southern woman, by birth, education, and principles. I have been a slaveholder myself, and, if circumstances rendered it usees sary or practicable, I might be such again. With the abstract question of slavery I have nothing to do in this book. I write it as a Southern woman to the people of the South. I am and always have been one of them, and still possess the same attach. Ment for them and their institutions, that was first instilled into me in my childhood, and which has grown stronger during my whole life among them. Since the Constitutional Convention a large body Of school laws and regulations have been passed. School Officials have been confused oftentimes not merely by the number Of these statutes but by the fact that the import Of some Of them seemed Obscure. The last Assembly, therefore, repealed certain laws, revised and simplified others and passed a number Of new and constructive measures.
